The Central Bank of the Russian Federation has developed a bill according to which banks will be obliged to collect biometric data of Russians. The document proposes that banks be obliged to collect face images and voice casts of people to create a single biometric system (EBS), which is planned to be used to introduce remote customer identification. By March 2010, the Central Bank intends to “ensure that banks can remotely identify both existing and new customers”.
