Roscosmos. Space plans for two decades

37

While the head of the Federal Space Agency V. Popovkin is being treated at the Hospital. Burdenko, and various media of varying degrees of yellowing savor the “cherchez la femme” version of his injuries, Roscosmos presented to the Government of Russia a program for the development of domestic cosmonautics. The project "Strategy for the development of space activities up to 2030 of the year", starting with the title page, looks very bold. For example, the program of re-equipment of our army and the development of the military-industrial complex was worked out only until 2020. Apparently, the situation in the space industry allows for such long-term planning.

A few months ago it became known about the creation of a program for the development of domestic space science and technology. Since then, high-level government officials have occasionally mentioned it, but have not disclosed the details. All the statements of the “Strategy-2030” in essence looked somewhat standard: we must retain our leading position in space exploration by the 30 year, create new spacecraft and continue to explore other planets. Agree, not so much information. However, just the other day in the newspaper "Kommersant" appeared details of the document. Where this text of the plan came from is unknown to us. Therefore, prior to the official publication of “Strategy-2030”, the message of “Kommersant” should be considered solely as food for thought, but no more.

So, the basis of the program of development of astronautics consists of three main directions. They look like this (in order of priority):
- Development and modernization of existing space technology, including the provision of commercial services;
- Creating a new technology: manned, unmanned and designed to work on the surface of the planets. You should also work out the issue of creating a reusable space system;
- Studies on the theme of interplanetary manned flights, to the Moon and to Mars, as well as the creation of a new orbital station, which will replace the current ISS.

The main directions, as we see, look real, but not simple. In addition to the “strategic” plans, according to Kommersant, the Federal Space Agency also has smaller, but important intentions. So, before 2015, the Roskosmos, together with the Ministry of Defense, will complete the formation of the orbital group of spacecraft of the aerospace defense forces. By this time, the GLONASS system will be fully equipped with satellites (standard plus backup). Finally, the Vostochny cosmodrome will be put into operation by the 15 year, and the rocket engineers will “adapt” the existing launch vehicles to use with it. At first, only automatic space vehicles will be launched from Vostochny, and in the more distant future astronauts will also be able to fly. Unfortunately, by the deadline is unlikely to be able to establish a full-fledged production of the domestic element base. Therefore, spacecraft will continue to be created with the extensive use of foreign components.

The situation with the element base, according to the plans of Roscosmos, should be adjusted to the 2020 year. By this time, spacecraft electronics will become less dependent on foreign suppliers than they are now. Also in 20, the year finally will bring to mind the Angara carrier rocket, which will be operated from the Plesetsk and Vostochny cosmodromes. In addition, by the end of this decade, the Federal Space Agency intends to put into operation new manned vehicles designed to replace the good old Soyuz. It should be noted, these new devices are still what is called, and there is no project. However, system development should begin very soon. This decade should also be marked by the return of Russia to the exploration of the satellite of our planet. By 2020, Roscosmos intends to create several new moon rovers at once and conduct a series of explorations of the moon. In cooperation with foreign space agencies, spacecraft will be launched at this time to explore Venus and Jupiter, and a whole network of long-lived automated stations will be created on Mars. But sad things are connected with the twentieth year. According to current plans, this year it is planned to derail the International Space Station.

The study of the moon in the next 20 years should eventually lead to a flight and landing of a group of astronauts on it. A repetition of the Apollo 11 mission is scheduled for 2030 year. However, by this time one more direction is being added to the space exploration plans. In the twenties of this century, Roscosmos is going to seriously address the problem of space debris. The development of space technology and infrastructure by the end of the term considered in the “Strategy-2030” should ultimately lead to the fact that the needs of the domestic economy, defense, communications, etc. will be “closed” by domestic spacecraft on 95%, and not on 40%, as in the past 2011 year. Growth also expects production capacity of enterprises associated with the space industry. From last year’s 46% to 2030, the employment of these organizations should increase to eighty. Finally, Roskosmos plans to increase Russia's share in the global space services market by a factor of twenty. Now this figure is only 0,5%, and in the thirtieth it should reach 10%.

Considering the truly Napoleonic plans of Roscosmos, you constantly ask yourself a question: if this organization really wants to do all this, then with what funds will the “Strategy-2030” be carried out? According to Kommersant, the Federal Space Agency has its own considerations on this. Since one of the main activities of our space industry will be commercial services, non-budget structures will be involved in financing programs. Thus, according to calculations, the share of non-state financing of the national astronautics will constantly grow and only improve the financial condition of the industry. In turn, the implementation of such a complex program, in which a huge number of organizations and enterprises will be employed, will require appropriate monitoring and coordination of actions. For these purposes, in the very near future, after the adoption of the “Strategy-2030”, a special body may be created, similar to the Military-Industrial Commission under the Government of the country.

It is too early to say how successfully the “Strategy for the development of space activities up to 2030 of the year” will be implemented. Yes, and officially it has not yet been published. So it remains to wait for details, and then wait for the dates specified in the existing version, when you can personally verify the success of the implementation of the plans. As for the exact statements, it is already right now with a clear conscience to say that news About "Strategy-2030" will cause the most stormy debate. And the debaters will not wait for 2015, 2020 or 2030 a year.

I hope we have enough strength, skill and will to implement these plans in life. Russia must prove to everyone that it is a leading space power! I really want the Russians to be the first to enter Mars!

By 2030, domestic devices will provide 95 percent of the needs of the domestic consumer (now this figure is less than 40 percent), the number of scientific launches will be up to three per year (from 2006 to 2011 - less than one in two years), and Russia's share in the world the space market will be 10 percent (against 0,5 percent in 2011).

Yeah, is. Leading space power, yep. From 0,5%

Today I watched SovSecretno. Some academician, the editor-in-chief of something there on Roscosmos, spoke very interestingly. So "Strategy-2030" is still a secret document. And the numbers given here are surprising. What real place is Russia now I don’t know, but in the top three it is iron and this is voiced and is beyond doubt.
From what has leaked, it’s interesting about the orbital stations - They will be their own and unmanned ones. Due to the lack of life support systems, their cost will allow the creation of several stations. Maintenance, tuning will be carried out with the landing of crews on it periodically.

The only services that Russia provides are the delivery of astronauts and satellites (including foreign) using Soviet-era technologies. Well, how do you look at everything else that we overwhelmingly use foreign components and that even if Phobos-Grunt successfully completed its mission, the samples would still have to be transported over the hill, because Russia does not have technologies studies of this type?

The newspaper quoted Yuri Karash, a corresponding member of the Russian Academy of Cosmonautics, who said that sending astronauts to the moon would not revive the reputation of Russian cosmonautics. According to him, “in the 2030s, the Soviet Union was in direct competition with the United States. And there is no better way to diminish Russia's prestige and highlight its technological backwardness than by sending astronauts to the moon in 60, XNUMX years after Apollo.

          Very accurately and accurately said.

We must deal with breakthrough technologies, without them China will overtake us, because they have the same services will be cheaper. Currently, Russia acts as a cabman, we must already move away from this, this is first. Secondly, we need to see a future perspective, why do we need the development of other planets and satellites in the next 50 years, for example? The prestige of the country is certainly good, but it takes too much money. If we see the prospect of developing new resources, this is another matter (at the expense of Helium 3 you can already forget as I understand it, because not everything is smooth with him).
And for the first and second options, we need precisely breakthrough technologies, and not exploit the old alliances, protons. It may be time to invest in the construction of a space elevator, even if the implementation period will be 10 years and the cost will be enormous, but it really will be a breakthrough in space exploration.

Attention! You do not have permission to view hidden text.

And where did I write that it is not necessary to deal with cabs? The main idea of the post was - Breakthrough technology... Another thought is that it is not yet clear why other planets are to be developed, it is still expensive, but if we have the same "space elevator" in 15-20 years, then the cost of delivery in both directions (space-surface) of resources was an order of magnitude cheaper, and therefore more profitable, and the same Chinese and Amer would have remained with the old unnecessary rackets.
That was the point of my post.

ZY The "space elevator" gave as an example how much I had read about it in 15 years, I like it more and more. But the technology is painfully expensive and the technology does not yet exist either.

Do not forget that the development of astronautics is not only the prestige of the country, but also a huge contribution to science and technology. Half of all scientific and practical achievements that we use in everyday life are technologies invented for space (take the same digital camera). Space needs to be developed, and Napoleonic plans to implement are also vital ... If we do not want to stay in the backyards.

I sincerely hope that much of what is announced will be realized, but for some reason I recall an old joke about Khoja Nasreddin -
Khoja signed for 20 tanga in 000 years to train the emir donkey to read the Quran in a human voice in Arabic. Relatives cry - Khoja - the donkey will never learn to read - the emir will chop off your head. There is no need to cry, Khoja answers, in twenty years one of the three of us, either I, the emir, or the donkey will die, and 20 tanga is now money tongue
But seriously - It is easy to plan for 20, or better for 100 years ahead, and today all the "transportation" is still made on rockets designed by S.P. Korolev. Replaced tube electronics with Chinese chips - modernization! To implement such plans, the Korolevs are needed, but who do we have?
The country began to invest in space - the construction of Vostochny alone is already encouraging, but I really do not want to quote Chernomyrdin again in a few years - "We wanted the best - ...

Replaced tube electronics with Chinese chips - upgrade!

At the end of February 2011, at the interdepartmental meeting of the Ministry of Industry and Trade, the Ministry of Regional Development, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Education and Science and the Rusnano, a new deadline for the construction of a microchip factory using technology of 65-45 nm was agreed upon, the completion of the construction of new production facilities for the production of new microelectronics is scheduled for 2012– 2013 years.
The construction of the plant is expected at the Alabushevo site of the Zelenograd special economic zone. It was previously reported that within the framework of this project, from 600 to 1700 new jobs will be created. It is difficult to assess the possible capacity of the new plant now - it depends on many factors. Chips manufactured using 65 nm technology - faster and working with lower power consumption - can be used not only in industrial equipment, but also in more mass products. The current situation with financing the factory 65-45 is reported by the Marker newspaper. The Ministry of Industry and Trade addressed to the Government of the Russian Federation with proposals on budget financing of the project in the amount of 26,923 billion rubles. At the end of March, AFK Sistema provided guarantees for financing its part of the project in the amount of 31,504 billion rubles. The entire project is estimated at 58,427 billion rubles. The project was postponed due to long commissioning and painstaking work on the development of the production of microchips 180-90 nanometers and the global crisis.
Now we can say with confidence that the techno process of 180-90 nanometers is fully mastered.

There are a lot of problems in our country, however, like everyone else. But what I personally do not like is when the sea "plows" the people, and someone stands on the sidelines and becomes clever on the basis of what they say was not served on a silver platter.

Yesterday I lugged purchase invoices for my project (I work in the aerospace) - and I must say - here is a brazen naked cut (what I’m buying here is also for freelance - I need to live on something, and I know the prices).

The new idea of our new young director is to throw out all the elderly and put them at the head of the young.
        Awesome! Ingenious!
Young people totally lack key sections of knowledge in our research institute (a number of very important applied branches of mathematics, specialized professional "sharpening", concepts of the highest "art" of design and ideas about the "black magic" of debugging and debugging.

And here an interesting bomb is planted. Here sits a young "star" behind my back. His salary is 2 times more than mine. Excellent!!! Brilliant !!
Only now they asked me to make a fragment of his work. The result - I soaked him lightly with a 50-fold advantage. I have not even started to apply various professional tricks and techniques ...
But I considered it the highest achievement for myself in the 80s to "dunk" the candidate of sciences with a 2-fold margin ...
Will there be an exchange of knowledge and experience between us? I hope you can guess what the answer is ...

For example, the company of Sukhoi - our guys go there.
They, among other things, carry all kinds of reports .. And I ask them - where are the other reports ..
(And there is "two-story accounting" ..)

In the late 80s, the management of our research institute had an idea to start "riveting" their specialized microcircuits. The approach in practice was simple - to put semi-educated bosses out of their own, hire people from the street for the lower positions of performers, well, and start actually "riveting".
I, too, was then drawn to do this ... And I made my first and last microcircuit, but the truth was through another research institute ...

Another thing is interesting - according to the "Electronic Design" magazine, there were only 80 specialists worldwide at the end of the XNUMXs with the potential sufficient for the effective development of analog microcircuits.

What can you expect from thieves bosses and people from the street.
You are there with this problem in Zelenograd.

This is who needs, for example, your version of MIPS32, which "wedges" the processor's computational pipeline and needs to install special software "crutches" to compensate for this effect.

Colleague, I do not stand on the sidelines, but I work like an "electric broom" - I am a civil engineer and for my now long life I had to build a lot of things.
The new plant is good, but - "it is supposed ..., it will be created ..., and especially Rusnano ... - does not inspire confidence. Here recently the road to the" science city "was built for 5 billion and no matter how expensive or billion Funding for the construction of facilities for the summit in Vladivostok would have been enough for the construction of more than one plant The problems with the element base did not arise today, and there was money to solve it, only went to "representative" expenses.
I am sure that now our country is not without the Korolevs and Kurchatovs, but at the helm for some reason Chubais ....

The plans of Roskosmos are an element of the general state campaign about the army, the Olympics, and then everywhere. It's just that at the beginning of 13th a major disaster is expected, for which the population is not prepared, and in order not to be sad - vodka for the peasants, drugs for the youth, the Russia Forward patriots, the promise of privatization to the business, and into space (right from the seabed at cosmodromes).
Real space activity in the area of time-based 2030 will be carried out by completely different equipment, with other goals, people and more. It will be possible to be on Mars earlier, but neighbors will do part of the work of the government, but only a small part, do the rest yourself.

..... and its leadership as well. By holding fake tenders and kickbacks for orders. It’s time already in Roskosmos to switch to the Soviet system of order planning and state control which Rogozin is trying to implement in the military-industrial complex. Roscosmos has long turned into an uncontrollable private shop for anyone. If the vicious system and leadership are not changed, then in 2030 the Chinese will most likely fly to Mars ... But Popovkin and I are only collecting fragments for the time being ..
Recall that in February 2011, the geodesic military vehicle Geo-IK-2 was launched into non-calculated orbit. In August, the Express-AM4 telecommunications satellite was lost in the same way, a little later that month the Progress M-12M space truck fell.
The year ended with the loss of the Meridian satellite, 20 minutes after the launch from Baikonur, which was strewn with debris in the Novosibirsk region.
Roscosmos met New Year 2012 in anticipation of the fall on Earth of the fireproof remnants of the Phobos-Grunt automatic interplanetary station, which eventually collapsed in the Pacific Ocean.

    http://pn14.info/?p=103743&cpage=3

“Last year, the Audit Chamber conducted an audit, which revealed the misuse of budget funds. Despite the results and disappointing conclusions of the test, the change of leadership - the failures nevertheless continued - Now they try to justify the failure of the interplanetary station by the influence of the American radar and hint at malicious intentions, also justified by limited funding and tight deadlines. The logical explanation, most likely, lies in the internal problems of Roscosmos, the lack of qualified personnel and inappropriate use of the budget. ”

Roskosmos has abandoned programs to explore the solar system. Izvestia reports about this with reference to its own source in the space industry.
The source said that 2006 projects were excluded from the "updated" version of the Federal Space Program for 2015-16, including Mars-Net, Mercury-P, Venera-D, Spektr-RGM and Spektr -UFM ". The executor of all the listed projects is the Lavochkin NPO.

The first three projects are spacecraft based on Phobos-Grunt technical solutions. As part of the Mercury-P mission (2019), it was planned to send an orbiter and a lander to Mercury (now Messenger is operating in Mercury's orbit - it became the first artificial satellite of this planet of the solar system).

Venera-D was conceived as a continuation of the Soviet missions to Venus. As part of this mission in 2016, it was also planned to send an orbital probe and a lander to that planet. In turn, within the framework of Mars-Net, it was planned to land four stations on the surface of the Red Planet at once, which, among other things, were supposed to monitor the seismic activity of Mars

I remember that in my youth I read in the magazine "Young Technician" that a Soviet man would land on Mars in 1999 (!) (Something about that ...). I really hope that during my lifetime I will watch a video about the landing of the Russians not only on the Moon, but also on Mars (and maybe elsewhere smile )
