Klimkin for the NYT, in which the article was published with the suggestion of a US expert on the Ukrainian origin of rocket engines that appeared in Pyongyang:

Paradoxical situation. Ukraine, which every time says that it is a rocket power, now has to declare its alleged inability to produce rocket engines and the absence of rocket technologies ...
According to Klimkin, all instructions on rocket technologies "are located on secret objects" and "these objects are closed for normal access." One can judge how “the objects are closed” at least by a number of military units, to which the Ukrainian radicals penetrated without much difficulty and took out weapon and truck documentation. And what could have happened with the factory documentation, on which certain people could earn money, was beyond saying.
Klimkin:
I urge to conduct an international investigation, and not to trust the speculations of fraud experts.
The investigation, apparently, will entrust the "Dutch experts" - thus, who have been trying to hide their ends in the water for three years in the case of the Malaysian "Boeing" that was shot down over the Donbas.
For reference: in 1991, Klimkin graduated from the Moscow Physical and Technical Institute, after which he ended up in Ukraine - at the Paton Institute of the National Academy of Sciences.
