Acoustic attack: American diplomats in Cuba are out of order
According to information received from US officials, even more diplomats were struck by “sound attacks” in Cuba than was previously reported. This channel told CNN in a report from Havana.
American and Canadian diplomats, as well as their family members in Havana, were allegedly attacked by “mystery weapons”. CNN reports this with reference to "two senior officials from the US government."
More than a dozen American diplomats and their families were treated after the attacks, which lasted for months. “Sound attacks” began in mid-November on 2016, and stopped only in the spring of this year. This was said by officials who refused to give their names to journalists because of the “sensitive nature” of the topic and the ongoing investigation.
Two American diplomats were treated in the United States for serious injuries, including hearing loss. These people could not return to Cuba, three sources from the American government confirmed to CNN correspondents. However, State Department spokesman Heather Nauert says that, despite incidents and personnel changes, the US embassy in Havana is "fully operational."
In June, 2017, the channel reminds, five Canadian diplomats and their families complained of symptoms associated with acoustic attacks.
On this occasion, US government officials told CNN that the attacks were studied jointly with Cuban officials who are also investigating incidents.
Commented on the acoustic attacks in Canada. “We are aware of the unusual symptoms that have affected Canadian and US diplomatic personnel and their families in Havana,” the Canadian government’s press service said in August (it was definitely only proved this month that Canadian diplomats were also attacked). “The government is actively working, including in cooperation with the American and Cuban authorities, to clarify the reasons,” the press service added.
According to three American officials, in some attacks, "complex acoustic weapons" were used, which operated "beyond the limits of audible sound." It was established "either inside or outside the residences of American diplomats living in Havana."
The use of such weapons immediately caused the attacked "physical sensations, including nausea, headaches and hearing loss."
Other attacks were simply "a deafeningly loud sound, similar to the buzz created by insects or metal scraping on the floor."
In all cases, the sound source could not be identified, US representatives say.
Officials also clarified that some of the diplomats were attacked by “secret weapons” late at night in their homes while they were sleeping.
Now the investigation is ongoing.
Over the past few months, the United States and Cuba have “discussed these attacks secretly,” reports CNN. Even the US decision in May to remove two Cuban diplomats was hidden from the public.
“We believe that the Cuban authorities are responsible for finding out who is committing these attacks, encroaching on the health of not only our diplomats ... As you saw now, there are other cases involving other diplomats,” Secretary of State Rex Tillerson told reporters.
Foreign diplomats, in particular those who work in the US embassy in Havana, are under close scrutiny by the Cuban authorities. Diplomats working in Cuba are obliged to rent houses from the Cuban government, they are prohibited from staying in Cuban houses if they travel outside of Havana. They must also enter into contracts through the Cuban government with all Cuban employees who work in embassies and diplomatic homes.
US government officials reported that Cuban officials were "seriously concerned" with these attacks: allegedly Cuba was "more interested in the national interest" trying to identify the forces behind the "incidents."
“Cuba has never allowed Cuban territory to be used for any actions against accredited diplomatic representatives or their family members, without exception,” the Cuban government said in a statement.
Confirming her open intentions, this summer Cuba took an unusual step: she allowed FBI agents and officers of the Royal Canadian Mounted Police to go to Cuba to investigate the attacks. In addition, the Cuban government has increased the level of security at diplomatic residences.
Investigators searched the houses of diplomats, but they did not find devices capable of producing “acoustic attacks”. Efbeerovtsy still "puzzled by the source" of sound attacks.
Hidden attacks led to the appearance of suspicion. US officials suggest that "a third country is involved," which set out to act against the United States and Canada, or to drive a wedge between these countries and Cuba. Now, investigators are seeking to understand whether the island was attended by merchants of a country competing with the United States. Agents could come "from Russia, China, North Korea, Venezuela or Iran," notes CNN. However, until now the FBI investigators have not even managed to narrow the direction of the search “at least to some” suspect.
According to US officials, the scale of Cuba’s participation is also a mystery, especially given the fragile US-Cuban relations.
As for Canada, it, which has not broken off relations with the Cuban government after the 1959 revolution of the year, has strong commercial and diplomatic relations with the island.
In July, 2017, Raul Castro said in a speech that he hopes to further improve US-Cuban relations, even if the Trump administration take a tougher stance towards Cuba. And any violation of the state’s security of the island or the appearance here of some military working against Castro’s policy aimed at improving relations with the United States would be unprecedented.
It is curious that the United States today is leading in the development and use of acoustic weapons, recalls Utro.ru.
The Long Range Acoustic Device (LRAD) installations are successfully used against Somali pirates and to disperse protests in cities. This acoustic weapon emits sound up to 150 decibels (the noise of jet engine engines is 120 decibels). 130 decibels are enough to damage the eardrums and even internal organs.
In addition, an electromagnetic control system (Electromagnetic Personnel Interdiction Control) has been developed for the US Navy. It is supposed to be used for the temporary withdrawal of the enemy. The source of electromagnetic radiation can be a satellite, and therefore it is extremely difficult to identify the initiator of the attack.
Now the question is who the United States will point the finger at.
