The vessel has a total displacement of about 6000 tons, 110 meters in length and 16 meters in width. It became the largest tug in service with the Chinese fleet and one of the largest tugs in the world. Apparently, the purpose of the ship is to provide the PLA aircraft carrier groups. The vessel is equipped with underwater rescue equipment to assist emergency submarines.

The tugboat Bei Tuo 739 was built in Guangzhou at the Guangzhou Huangpu Shipbuiding Shipyard of Guangzhou Shipbuiding Company of the China Shipbuilding State Corporation of China Shipbuilding State Corporation (CSSC) and was launched on July 16 of the year. It is indicated that this shipyard is building two more tugs of the indicated type.
