At the end of the 1950s, a military aircraft was developed in the USSR that would be able to repel the perceived threat from the American supersonic bomber B-58 and its upgraded followers, as well as the promising XB-70 "Valkyrie" and reconnaissance SR-71, which in the future they were able to develop a threefold speed of sound.

The OKB Mikoyan Design Bureau received an order for a fighter design capable of threefold speed of sound and hit targets in the altitude range from 0 to 25 000. The order for the OKB to begin work on the MiG-25 aircraft (product 84, E-155 theme) was issued 10 March 1961 of the year. Factory tests of the experimental machine E-155Р-1 started on 6 March 1964, on the machine Е-155П-1 9 September 1964 on the year.
