The project of the heavy flying boat LL-600 was developed at the Design Bureau of TMZ under the direction of G.M.Beriev in the first half of the 1960s as applied to the options for a bomber aircraft and a passenger aircraft with 2000 seats. To increase the range of seaplane bombers, as well as to increase the effectiveness of the use of anti-submarine aviation (seaplanes and amphibious aircraft) in the ocean area, it was proposed to organize refueling of aircraft at sea from tanker submarines or special containers.
