Russian Foreign Ministry: Moscow has developed a roadmap for Pyongyang
The document includes a phased scheme of moving the parties towards a dialogue without preliminary conditions, said the deputy foreign minister. It is proposed to begin with "manifestation of mutual restraint, non-provocation of each other, negotiations on common principles of mutual relations, such as non-aggression, refusal to use and the threat of force." At the same time, Pyongyang should be provided with security guarantees, which will enable it to further abandon the nuclear missile program, Morgulov stressed.
The diplomat drew attention to the fact that the problems of the peninsula should be resolved peacefully, primarily through the dialogue of the main antagonists - the United States and the DPRK. These countries are formally in a state of war, since after the 1950-1953 conflict, only an armistice agreement was signed between them. All subsequent attempts by Pyongyang to conclude a treaty of peace in the United States were rejected. Recently, military tensions between countries have further aggravated against the background of nuclear and missile tests of the DPRK. Washington recently sent the nuclear-powered aircraft carrier Carl Vinson to the Sea of Japan to intimidate Pyongyang, and then the repair of another aircraft carrier Ronald Reagan was completed in the Japanese port of Yokosuka. Russia is convinced that military provocations and saber-rattling weapons only aggravate the situation on the Korean Peninsula.
The deputy head of the Russian Foreign Ministry noted that Moscow opposes a broad interpretation of the regime and the "introduction by certain states of unilateral restrictions aimed, in essence, at the economic" strangulation of the "DPRK".
