Dmitry Rogozin on the development prospects of the country's defense industryDeputy Prime Minister Dmitry Rogozin, responsible for the Russian defense industry complex, told the State Duma deputies about the prospects for the development of the country's military-industrial complex in bright colors. Thanks to special programs, it will be possible to optimize the processes of munitions utilization and to produce “exactly burning powder”. The deputy prime minister responsible for the defense industry took the opportunity to once again praise his players. Rogozin told the State Duma deputies about the new products that were prepared by defense agents for police and military personnel, and also noted that the new weapons are in no way inferior to foreign analogues.

Dmitry Rogozin said that by the end of 2012, the appearance of a new pistol is expected, which in its characteristics will not yield to the existing in the world samples of this kind weaponssniper and police rifle. A sniper grenade launcher and corresponding ammunition are under development.

Vice Prime Minister, who usually zealously defends defense industry workers from reproaches from military leaders, 28 February unexpectedly for all took the first step towards reconciliation with the Ministry of Defense, stating that the claims of the military department regarding the quality of products manufactured in Russia are fair.
Recall that the Deputy Prime Minister recently was in some opposition to the military, who regularly in the media declared their dissatisfaction with Russian defense products. After the head of the General Staff, Nikolai Makarov, declared the unsatisfactory quality of the weapons produced in Russia, Rogozin did not hold back and pointed the general to "his place." After some time, rumors began to circulate that the state defense order could be placed under government control, leaving only a part of the functions to the military department. However, later these rumors were not confirmed.
Meanwhile, the media continued to go hot debate between the military, whose side was taken by many experts, and defense, offended by the fact that they are constantly touched by unfair accusations. As a result, Dmitry Rogozin prohibited the use of the media as a platform for disputes between the Ministry of Defense and the military-industrial complex.

Following the chosen course for reconciliation, the Deputy Prime Minister, after recognizing February 2 the validity of the claims of the military department to the products of the Russian defense industry, stated that the defense industry is working hard on the problem.

The Vice Prime Minister stressed that at present, “work to improve the quality of Russian equipment” is being carried out in “hard mode”. As an example, Rogozin named those Russian defense enterprises where this problem is being solved. So, in Kurgan, where armored vehicles are being manufactured (this is BMD-4М), a sufficiently high level of armor protection has already been achieved. The Vice Prime Minister noted that similar developments exist in other models of equipment and weapons.

Work is underway to optimize the processes associated with the disposal of ammunition. Rogozin noted that it is planned to introduce tougher standards for the shelf life of the ammunition in the reserves of the Armed Forces, “so that those munitions that have reached these deadlines and that are morally obsolete and cannot be used in new weapon systems, are subject to disposal ... ". He also said that by the end of this year a serious step forward will be made in this direction.

Analyzing the state of production of special chemistry, Rogozin noted the difficult situation of powder plants. According to the deputy prime minister, a special program has already been adopted, which will be reviewed in March. According to this program, growth points will be determined. And the federal target program for the development of the military-industrial complex will ensure the purchase of domestic and imported equipment to provide the necessary powder, that is, exactly burning powder, and not the one that is used today in the manufacture of ammunition.

However, foreign military equipment will not be purchased commercially. Recall that the head of government, Vladimir Putin, recently stated that in the implementation of the state armaments program, it is necessary, first of all, to support domestic producers. He also noted that the process of purchasing foreign samples and technologies should not “frighten or shock anyone”.

On Tuesday, Rogozin said that "we will not buy foreign equipment in series." The main task set by the chairman of the government is the purchase of weapons and military equipment abroad "only in one-off samples, in order to master new technologies."

The Vice Prime Minister believes that bribery and theft in the field of state defense orders will be equated with complicity with the actions of the enemies, “because it is a damage to the country's defense and security.” Note that article 275 of the Criminal Code of the Russian Federation “High treason” implies punishment in the form of imprisonment for a term of 20 years.

Rogozin also recalled that before 2020, about 20 trillions of rubles would be allocated to finance the state armaments program, and about three trillion rubles would be allocated to the process of modernizing defense enterprises.

Rogozin believes that in the rocket and space industry, which suffers one failure after another, there are no “traitors to the Motherland”.

According to the vice-premier, the problems with rocket and space technology "do not have a clearly defined corruption dimension." He believes that these problems are associated with the lack of a Russian electronic component base with the necessary characteristics and a significant decrease in the institution of military missions in enterprises in order to ensure control over the reliability and quality of products.

With the arrival of Rogozin, the entire defense industry began to "move" in the right direction. This makes me happy. I hope he will establish mutual understanding between the Defense Ministry and the defense industry.

Development prospects should be included in the state concept of the development of the defense industry. While D. Rogozin is patching up individual "holes", he rushes in separate directions. I hope his team (also at the stage of formation) will help him formulate this concept, align it with military doctrine, financial and personnel policy, and responsibility issues - to solve problems comprehensively.
It remains to wish him health, strength and simply good luck in this difficult matter.

There is a state concept for the development of the defense industry. It's just that any big business consists of a number of smaller tasks, the solution of which from the outside can create the appearance of "throwing and patching."

Yes .... cool mention about the disposal of ammunition ....

I served in several arsenals of the Air Force at the junction of Soviet and Russian times.
The amount of ammunition (from cartridges to bombs) intended for disposal in open areas then I was simply shocked! These were really mountains of rotten and falling apart boxes under a tattered tarpaulin ...

Apparently even then it was easier to destroy and rot than to use in exercises .....
During my service, five warrant officers hanged themselves (two in one arsenal, three in the other), who were caught by special officers in taking out of the unit and selling ammunition. However, the special officers were also those still Handsome ... medals before the formation for the "open" warrant officers received regularly ...

I’m thinking now .... But then did the ensigns hang themselves in the nearest woods ....?

Rogozin, of course, well done. Especially if the will is enough to push through all the decisions made and put them into practice. But he will make enemies at the same time .. !!!! And the money is spinning serious there and the guys are spinning too serious. So good luck to him. It would be nice if Putin would give him a couple of sensible FSB officers.

Well, not quite "buy", a joint venture is being created in Voronezh on the basis of JSC "172 Central Automobile Repair Plant". there they will produce them. Although if you remember the car that the whole country drove for many years, yes, yes, "Zhiguli" I mean also comes from Italy.

A pistol, an armored car, and gunpowder - this is the subject of "intense development" of the Russian military-industrial complex. Throughout the rest of the spectrum, only the hopes of a negligent student on the night before the course of the student take someone else's blueprints on the draloscop

You might think the Ukrainian army is the most efficient in the world. You only have the ability to shoot civilian planes over the Black Sea. Or missiles fall into residential buildings in Brovary. Well, about Novobogdanovka, destroyed by shells from a burnt art warehouse, I am generally silent. And a soldier is sent 6 times on vacation in one unit for one year of service in order to save on food. One of my acquaintances from Zaporozhye was bought by his son, who was in the military service of a militia regiment in the market, because the berets were because he was not in the unit. So, it is still not known where and in whose army there is more than free comedy and full-time clowns in huge caps and with a Budennovsky mustache.
Yes, I almost forgot you still had Cossack troops, not so much, but disastrously much. They either protect markets - they collect locally from pensioners, or they protect country cooperatives. As not a dacha cooperative, it is so obligatory with Cossacks.

Rogozin's work as a NATO representative freed him from all sorts of illusions and "rose-colored glasses" (if he had them, of course). He realizes the importance for the country of solving the issue that he is entrusted with with a visual inaccessible to many. From here and ebullient energy in actions.
"I told the State Duma deputies in bright colors about the prospects for the development of the country's defense-industrial complex" - but here I did not understand the irony. Yes, it will not be smooth, but there will be mistakes and failures - these are natural companions of any large and long-term work. It seems that only self-flagellation and the lack of confidence of leaders in the success of the task entrusted to them has become the norm.

Materials on this topic both in the Accounts Chamber and in the Main Military Prosecutor's Office - in bulk. True, the categories "member of the government" and "minister" do not come across there .... Therefore, one should not expect any changes for the better.
Not only our media wrote about obvious procurement crimes. This information has been confirmed by state inspecting and monitoring authorities. So what?
Enough has been said about the machinations of Rosoboronservice (Chairman of the Board of Directors Serdyukov) with the disposal of ammunition by detonation. People died, billions of budget money were stolen. So what?
Rogozin has already "defeated" NATO, now it is the turn of "internal enemies ...".

Yeah! But the TANDEM did not hit a finger on a finger, so that at least 5-10 generals would be demoted to the rank-and-file on the tribunal.
A couple of civil ministers were put on trial. They all know. They are one with them. Medveput is corruption itself.

A little biography Dmitry Olegovich Rogozin was born December 21, 1963 in Moscow in the family of a major military scientist.

In 1986-1990 - a junior referent, referent, senior referent, head of the sector in the Committee of Youth Organizations (KMO) of the USSR.

Since 1990 Dmitry Rogozin has been vice-president of the research and educational corporation "RAU-Corporation". In the same year he was elected President of the Association of Young Political Leaders of Russia - Forum-90.

In November 2011, Rogozin became chairman of the commission on defense and defense industry at the public committee of supporters of Dmitry Medvedev. Well, a journalist, a politician, but where is the military man? And from where did he know the problems of the army? Or am I wrong?

Guys went wrong! The conversation about QUALITY is going on, but where to get it, if in 2011 they dispersed acceptance, reduced it by 50%, did not reform, but dispersed the specialists. True, they sent the "backbones" to the vacated places, and the civilian specialists were expelled. SOMEONE at the enterprises of the military-industrial complex to monitor the QUALITY of weapons and equipment. In a single copy, this is something !!!!!!!!!!!!!!!!!!!! And Mr. Serdyukov decided to save on small salaries for civilian specialists and reduce the number of military personnel, which is why the number of relamations from the troops increased in 1 by 2011%.
