Dmitry Rogozin on the development prospects of the country's defense industry
Deputy Prime Minister Dmitry Rogozin, responsible for the Russian defense industry complex, told the State Duma deputies about the prospects for the development of the country's military-industrial complex in bright colors. After the head of the General Staff, Nikolai Makarov, declared the unsatisfactory quality of the weapons produced in Russia, Rogozin did not hold back and pointed the general to "his place." After some time, rumors began to circulate that the state defense order could be placed under government control, leaving only a part of the functions to the military department. However, later these rumors were not confirmed.
Meanwhile, the media continued to go hot debate between the military, whose side was taken by many experts, and defense, offended by the fact that they are constantly touched by unfair accusations. As a result, Dmitry Rogozin prohibited the use of the media as a platform for disputes between the Ministry of Defense and the military-industrial complex.
Following the chosen course for reconciliation, the Deputy Prime Minister, after recognizing February 2 the validity of the claims of the military department to the products of the Russian defense industry, stated that the defense industry is working hard on the problem.
The Vice Prime Minister stressed that at present, “work to improve the quality of Russian equipment” is being carried out in “hard mode”. As an example, Rogozin named those Russian defense enterprises where this problem is being solved. So, in Kurgan, where armored vehicles are being manufactured (this is BMD-4М), a sufficiently high level of armor protection has already been achieved. The Vice Prime Minister noted that similar developments exist in other models of equipment and weapons.
Work is underway to optimize the processes associated with the disposal of ammunition. Rogozin noted that it is planned to introduce tougher standards for the shelf life of the ammunition in the reserves of the Armed Forces, “so that those munitions that have reached these deadlines and that are morally obsolete and cannot be used in new weapon systems, are subject to disposal ... ". He also said that by the end of this year a serious step forward will be made in this direction.
Analyzing the state of production of special chemistry, Rogozin noted the difficult situation of powder plants. According to the deputy prime minister, a special program has already been adopted, which will be reviewed in March. According to this program, growth points will be determined. And the federal target program for the development of the military-industrial complex will ensure the purchase of domestic and imported equipment to provide the necessary powder, that is, exactly burning powder, and not the one that is used today in the manufacture of ammunition.
However, foreign military equipment will not be purchased commercially. Recall that the head of government, Vladimir Putin, recently stated that in the implementation of the state armaments program, it is necessary, first of all, to support domestic producers. He also noted that the process of purchasing foreign samples and technologies should not “frighten or shock anyone”.
On Tuesday, Rogozin said that "we will not buy foreign equipment in series." The main task set by the chairman of the government is the purchase of weapons and military equipment abroad "only in one-off samples, in order to master new technologies."
The Vice Prime Minister believes that bribery and theft in the field of state defense orders will be equated with complicity with the actions of the enemies, “because it is a damage to the country's defense and security.” Note that article 275 of the Criminal Code of the Russian Federation “High treason” implies punishment in the form of imprisonment for a term of 20 years.
Rogozin also recalled that before 2020, about 20 trillions of rubles would be allocated to finance the state armaments program, and about three trillion rubles would be allocated to the process of modernizing defense enterprises.
Rogozin believes that in the rocket and space industry, which suffers one failure after another, there are no “traitors to the Motherland”.
According to the vice-premier, the problems with rocket and space technology "do not have a clearly defined corruption dimension." He believes that these problems are associated with the lack of a Russian electronic component base with the necessary characteristics and a significant decrease in the institution of military missions in enterprises in order to ensure control over the reliability and quality of products.
