Vice Prime Minister Rogozin is time to untie the hands
According to Sergey Chemezov, Director General of the Russian Technologies Company, the delay in concluding contracts within the framework of the implementation of the state defense order still takes place. Says Chemezov, in particular, that during the first month of this year, only 20% of the annual defense procurement order were placed on the market to compete for the right to implement projects. At the same time, the percentage of conclusion of real transactions amounted to an even more modest figure - 2%. Sergei Chemezov rightly notes that in order to fully implement the order of the defense department for armaments for the 2012 year, all these activities should have been held as early as 2011. However, in our country and in addition to Chemezov, there is enough understanding of how and what to do in order for the Russian defense industry to develop in the right direction. Only here the whole trouble is that any, even the most advanced idea in our country often descends on such brakes, that it cannot be fully implemented for a number of reasons. And the main of such reasons, which has already managed to fill the teeth of teeth with each of us - is corruption. But in the presence of such a reason, all the aspirations of the government may turn out to be just another formality.
Of course, it’s not worth saying that Rogozin came, they say, and he will restore order in the military-industrial complex in a couple of months. Such judgments can be considered nothing more than naivety. Volumetric financing of the industry is, of course, good, but here is how to establish this constant and meticulous control over each state kopek - a question that sometimes even surpasses the importance of directly financing from the federal budget. Dmitry Rogozin himself does not try to look at this through his fingers. He has repeatedly stated that problems with corruption and overt reluctance to establish partnerships between the Ministry of Defense and Russian arms manufacturers are becoming the main barriers to the implementation of plans for large-scale modernization of the army, aviation и fleet Russian Federation. Rogozin also speaks about the problem of the so-called "long money." It consists in the fact that many defense industry enterprises operate "from case to case": having completed one order, the company does not receive funding for further activities. Hence the personnel problems and the general negative in the industry. Many employees of enterprises are simply forced to take unpaid vacations, while their management is trying to literally “knock out” money for a new project. "Knock out" - means there will be work, then the enterprise itself will stay afloat. Do not “knock out” - so the next reduction, unlimited leave with such an indispensable companion as the loss of skill of employees of enterprises. Indeed, if an employee is at least three times a highly qualified specialist, and in the absence of the ability to fulfill his professional duties, he will lose all his potential.
We must not forget that Russian defense enterprises today are extremely unprofitable. If no such enterprise abroad works at a profit below 15% abroad, then in Russia and 5% of the “defense” profitability is already considered a success. Such a “success” in the conditions of a difficult market times is at least doubtful.
That is why for a real improvement in the situation in the military-industrial complex, Rogozin today needs a complete and unconditional carte blanche. If the president and the prime minister actually decided to take up the modernization of the armed forces, then Dmitry Rogozin should be given the broadest powers. After all, talking about problems and ways to solve them can be as long as you want and without any result if your hands are tied with a tight rope. And you need to untie your hands as quickly as possible, otherwise the designated trillions of rubles will be able to fuel the accounts of far from defense enterprises ...
