Does the White House want to "control" Vladivostok?

15
Recently, the US House of Representatives approved a curious bill. The document establishes a “record keeping” regarding the compliance of the ports of the states with the conditions of sanctions adopted against the DPRK. The text of the project lists the ports of China, Iran, Syria and Russia.

The Law on the Safety of Ports and Waterways, reports "Lenta.ru" With reference to Reuters, amendments are being made that prohibit a foreign ship from entering either working in the waters of the United States or transporting cargo in any port under the jurisdiction of the United States if this ship belongs to the DPRK. The bill is being promoted for the “hard signal” of North Korea. In Washington, they are dissatisfied with Pyongyang’s missile and nuclear programs.

The ports are as follows: in China, they are Dandong and Dalian, in Iran - Abadan, Bandar Abbas and Bushehr, in Syria - Lattakia and Tartus, in Russia - Nakhodka, Vanino, Vladivostok. It is stated that when adopting the bill, the US authorities will have to "more carefully" check the cargo transported on ships that visited the DPRK or were transported through a seaport, as well as an airport that had previously not been convicted of non-compliance with United Nations Security Council resolutions.

According to open information, the list of known routes from the port of Vladivostok includes many American ports, including New York, Los Angeles, Seattle, Houston, Auckland, etc.

However, we recall, this is not a law, but a bill. The document must be approved first in the Senate, and then signed by President Trump at the White House.

As for the Russian ports, the Federation Council has already found the American bill ... a declaration of war.

The implementation of the bill on US port control in Primorye provides for a force scenario that is tantamount to a declaration of war, said Konstantin Kosachev, who heads the committee of the Federation Council on international affairs.

“I hope that this bill will never be implemented, since its implementation provides for a force scenario with compulsory inspection by all US warships. This kind of force scenario does not fit in the head, because it means a declaration of war, ”the newspaper quotes Mr. Kosachev. "Sight".

His opinion is supplemented by the First Deputy Chairman of the State Duma Committee on Defense Andrei Krasov. He says that the bill does not fit into the general concept of preserving international security: “Why should America assume the responsibility, who gave it such authority to control the seaports of our country? We did not ask, international organizations did not endow ”.

According to him, the American administration will receive a symmetrical response to all unfriendly steps towards the Russian Federation and its allies, and "not a single American ship will enter our waters."

On hot news Dmitry Sergeev responded to the American "control" of Russian ports and ships "Stars", the author of the article with the loud title "Controllers - overboard: how the Russian Federation will act with the United States, who wished to" clean up "the Russian ports."

“The US authorities intend to conduct a“ sweep ”at Russian ports,” the journalist believes.

But how to control Russian ports? Navy officers from the Russian Federation consider such ideas crazy. Here is what Sergeev writes:

Do not forget that the ports on our Far Eastern borders are also the traditional places of basing of the ships of the Russian Navy fleet. Everyone who has been to Vladivostok will confirm: civilian vessels in the Zolotoy Rog Bay are adjacent to the Pacific Fleet combat units moored in the same water area. And this is no coincidence: the bay does not freeze, has a closed roadstead, and the port itself is connected to a developed railway network. It’s hard to imagine that any rangers or “fur seals” will undertake an inspection in the bay. Navy officers, whom the author of these lines asked to comment on the outcome of such an operation, only twisted a finger at the temple: this is in principle impossible in Vladivostok.

In addition, the Maritime Doctrine of Russia makes it clear that the direct responsibility of the Navy is to protect civilian shipping, since the main tasks of the Navy include “defending the sovereignty of the Russian Federation, extending ... to internal sea waters and the territorial sea, sovereign rights the shelf, as well as the creation and maintenance of conditions for ensuring the safety of the Russian maritime economy in the oceans. ”

In this regard, the head of the Institute of Strategic Assessments, Alexander Konovalov, notes that the American bill, even if it is not an act of direct attack on Russia, forces it to respond: “This is a limitation of our sovereignty. Our ships, in accordance with the documents regulating the freedom of navigation, can sail anywhere. And it is impossible to stop them and then inspect them, unless, of course, they carry a large amount of drugs. ” “We, of course, are not interested in North Korea making missiles filled with nuclear warheads,” the expert added. “But we don’t want our ports to be blocked or to prohibit foreign ships from entering without inspection.”

So, the bill, even if not approved, made a lot of noise.

But in fact, the chairman of the US Congress ... denied information about intentions to control ports in Primorye. Reported it "Primpress" with reference to Interfax.

As it turned out, this American bill only provides for sanctions in violation of relevant resolutions of the UN Security Council.

According to the chairman of the congress, which are provided by the agency, information about the US intentions to control the ports of Russia in Primorye for the implementation of sanctions against North Korea is not true.

Approximately the same is written in America.

American Republicans are expected to enforce new sanctions against Pyongyang, aimed "at the shipping industry of the willful state and using slave labor," reports Washington Post.

Admiral Harri Harris Jr. has already warned lawmakers that the question is not “if,” but “when.” Sooner or later, Pyongyang successfully builds a nuclear missile capable of striking the United States. And therefore, senators should promote measures of pressure on the DPRK.

The new bill is the brainchild of Ed Royce from California, Republican, chairman of the House of Representatives Foreign Affairs Committee, and Rep. Eliot Engel from New York, Democrat.

The report says that the draft law concerns courts that are rightfully owned by North Korea or countries that refuse to comply with UN resolutions against the DPRK. They are forbidden to be in American waters or to arrive in the ports of the United States. Goods “produced by forced labor” by workers in North Korea will be banned for delivery to the United States. Anyone who uses "slave labor exported by North Korea to other countries," according to this draft, will be punished with sanctions in accordance with the Law on International Emergency Economic Powers.

It also states that during periods when the American people are confronted with unusual or extreme threats, the President of the United States receives broad powers in accordance with the law, including the right to block or prohibit transactions with property located in the United States.

According to Mr. Royce, companies from Senegal, Qatar, Angola "import" North Korean workers, who then send their wages to Pyongyang, giving their homeland billions of dollars a year in hard currency. “This is the money that Kim Jong-un uses to promote his nuclear and missile programs, and also pays his generals, buying their loyalty to his cruel regime,” believes Republican Ed Royce. “That's exactly what the high-ranking defectors I meet are saying.” So let's shake his wallet! ”

In addition, the new bill requires the Trump administration to determine within 90 days whether North Korea is a state sponsor of terrorism.

In a separate but related document, US Secretary of State Rex Tillerson appealed to the governments of Southeast Asia, asking them to ensure a “hermetic” application of sanctions against North Korea.

On the control of foreign ports, as well as sea waters that are not related to the territory of the United States, the newspaper does not report anything.

Therefore, we add, the "control" of the Americans for Vladivostok is canceled.

07.27. What forest to send them to? Likewise, Russia could blame the United States for sponsoring terrorism and put forward exactly the same demands. Russia may blame US banks for which there are accounts for the sale of weapons, drugs, and from which terrorism is sponsored. Can we declare a boycott to the vile banks? Implementing UN Decisions? Yeah! Does the US discipline these decisions? If you search the ships, then we can offer a search of all ships passing near Syria? In addition to the courts of Syria, Russia and Iran. Why can’t Russia put forward such a proposal?

Trump, something smart man. An attempt to "control". This is a test for the stitching of our muscles. So is the blow to Syria. This is a more dangerous adversary than Obama. Because there are other people standing behind him than behind the monkey’s back

Inspecting foreign ships in unilateral obligations undertaken by themselves and without the approval of international institutions is piracy. Russian sailors know how to deal with pirates who attacked a ship. The most harmless thing will be - washing off the deck with a bartsboat, like garbage, or something else. Yes

The Federation Council was not about “international law” (or its violation) was supposed to mumble (Americans had no right to spit for a long time), but to clarify how big a hole would be in the board of the “Arly Burke” class destroyer when a Bastion missile hits it or "Ball." This is what inspires! And congressmen get to the swollen brains right away ...

Another procurement under sanctions against anyone. Rivet their internal bills, allowing to impose sanctions under far-fetched bundles. The predictability of Americans is amazing.
There will be no war with the Pacific Fleet, the course will skip a couple of times, our (of course, according to international rules, they will ignore the requirement to stop for inspection), the Americans will lag behind and then declare that since they did not stop, it means "we are sure that we transported nuclear warheads and missiles to the DPRK." -> sanctions.

No, well ... uh ... eccentrics who call themselves "lawmakers", and we have enough. Moreover, at all levels. But, to such an extent of insanity ... Here the Americans, indeed, are ahead of the rest.
However, this is historical for them, if you recall all the ridiculous laws of the states that have not yet been repealed.
