Day of fire protection of the Russian Federation - dry sleeves
The first decree on the establishment of the fire service was issued by Tsar Alexei Mikhailovich 30 on April 1649, and the document entitled “Ordinance on Gradsky blessing” was called, which established a strict procedure for fighting fires in Moscow.
Nowadays, in Russia, a separate service no longer exists - firefighters have teamed up with rescuers and formed a renewed organization of the Emergencies Ministry. However, on the basis of Presidential Decree No. 539 of 30 on April 1999 of the Year “On the Establishment of the Day of Fire Protection”, the fire department celebrates its own holiday - as it was before “optimization”.
In 2001, a presidential decree was issued, according to which the State Fire Service was created. Today it is a powerful operational service within the Ministry of Emergency Situations.
The state-of-the-art equipment is equipped with the most up-to-date technology: various types of fire-fighting vehicles, helicopters, boats and ships. The fire service is engaged in extinguishing and preventing fires, carrying out fire supervision and training of the population.
Every year, state inspectors conduct one and a half million control measures, thanks to which it is possible to prevent about 450 thousand fires in all regions of Russia without exception.
Each year, about 130 thousand fires are registered in the Russian Federation, causing about 19 thousand people to die. This is more than the total losses of the USSR in the war on the territory of Afghanistan. Unfortunately, it does not do without casualties from the fire brigades themselves. Thus, the annual statistics of the Ministry of Emergency Situations says that on average, about 30 firefighters die during fire extinguishing.
According to statistics, 72,4% of fires is registered in the residential and industrial sectors. The main reasons for their occurrence are careless handling of fire and violation of fire safety rules in the operation of electrical equipment and household appliances.
Even from a small flame that was unleashed in a limited area, dozens of people can die, so what about the fires that occur in large institutions and events with a large number of personnel.
Several examples of large fires in our country during different time stages can demonstrate that a ridiculous accident can cause a real disaster.
In February, 1977, a fire broke out at the hotel "Russia", the reason was forgotten by a soldering iron that was switched on in the radio center. The fire covered an area of three thousand square meters. Burned fifth, eleventh and twelfth floors. During the fire, more than a thousand people were evacuated, 42 people died, another 52 people were hospitalized with injuries and burns, including 13 firefighters. The fire was assigned the highest category of danger - the fifth.
The most terrible tragedy of modern Russia took place on December 5 2009 in the club “Lame Horse” of the city of Perm. The event at the club was attended by about 300 people. From the sparks of the festive fireworks, the ceiling caught fire, the fire just rushed across the room. The victims of the fire were 156 people.
Of the wildfires, the largest occurred in the 2010 year. Due to the extreme heat, the ecological situation has deteriorated, peat and forest fires have intensified in the Ryazan, Nizhny Novgorod, Ulyanovsk, Vladimirov regions, as well as the Republic of Mari El and Mordovia.
The total area of burnout, which included settlements, forests, agricultural land, amounted to more than one and a half million hectares. Thousands of people have been evacuated. Fortunately, there were no large numbers of victims. But in any case, every loss is a sorrow for the country.
More than 26 thousand units of equipment and about 150 thousand people were thrown into the fight against the fire element.
Of course, today the fire service is a reliable, cohesive army of professionals in their field who can cope with any kind of confrontation with fire.
According to the Emergencies Ministry of Russia reports, 2017 fires were eliminated by the fire and rescue units during 365, of which 273 was a fire in the residential sector. 64 people suffered, 45 people were rescued from them.
In order to reduce the number of man-made fires, supervisory bodies of the Main Administrations of the EMERCOM of Russia in the constituent entities of the Russian Federation are taking preventive measures. But, unfortunately, those preventive measures that are already being carried out in our country are clearly not enough. Therefore, every day thousands of fire service people are on high alert to immediately react to one or another emergency signal.
Even on their professional holiday, people of this brave profession are on combat duty. After all, tragedies do not have a schedule and, as a rule, they happen at that moment when you don’t expect them at all.

The fire service is the most powerful operational structure within the EMERCOM of Russia. Due to the high technical equipment and professionalism of firefighters, it is possible to significantly reduce the response time to fires and emergencies, which means that in the shortest time possible, to come to the aid and rescue the victims.
The EMERCOM of Russia continues to work to improve the social security of its personnel. Conditions of combat duty are being created and constantly improved. This year, more than half of the fire and rescue units will receive funds for capital and current repairs. For many of them, this will be the first time in the last decades. Improving the living conditions of service is taking care of our firefighters, about every fire guard who takes up duty on a daily basis with honor and dignity. This year, for the first time in many years, we will reconsider the issues of staff clothing. We plan to introduce new types of combat and protective clothing, shoes and equipment for the military sub-divisions, taking into account the climatic conditions and the tasks to be performed. The EMERCOM of Russia pays great attention to the issues of preventive work and the development of the system of control and supervisory activities, the introduction of a risk-based approach.
Our main task is to reduce the administrative burden on organizations and citizens engaged in entrepreneurial activities. We are sure that as a result of the project implementation the number of fires will decrease and, as a result, the number of victims will decrease.
