According to the recommendations, the Russian military police should counteract the emergence of organized criminal groups on the territory of settlements, freed from illegal armed groups and not yet having law enforcement agencies. The emergence of organized crime groups contribute militants, hiding under the guise of civilians.

In order to organize the population, centers for reconciliation of the warring parties (TsPVS) are created, which include military police units. TsPVS start to work only after the withdrawal of all military units. TsPVS employees and military policemen have the right to apply “some measures of state coercion”, including physical force, special means and even firearms. weapon. It is forbidden to use them in relation to pregnant women, disabled people and young children, except in cases when they offer armed resistance or commit an attack. The fundamental principles in the activities of the military police are recognized legality, publicity, respect for the rights and freedoms of man and citizen.

The tasks of the military police include the protection and defense of the facilities of the Center, including medical facilities where assistance is provided to civilians; escort of TsPVS employees and deminers who mine the terrain; patrolling the streets of cities already liberated from gangs.

Military police have the right to stop crimes and offenses, to detain the persons who committed them. In the case of a curfew, the police check the documents of the citizens. They can detain suspects of crimes until circumstances are clarified.

When performing special tasks, units of the Russian military police must coordinate the procedure for interaction with Syrian law enforcement agencies (state security services), state and local authorities, public associations and organizations, and sometimes with individual citizens.

The military police is a new structure for our armed forces. Therefore, we have our own non-standard approaches to its application. In Syria, the Russian military police solves both traditional tasks — protecting the bases and controlling the behavior of their servicemen — and not peculiar to such formations. Military police operate in areas where, for political or other reasons, directing combat units is problematic. They solve, in fact, peacekeeping tasks.
