Social elevator as the key to the success of Putin’s policies and the future of Russia
However, at his press conference, Vladimir Vladimirovich, answering the question about his recent appointments and the beginning of the planting season, remarked that personnel is a problem today.
The problem, if you look deeper, not in frames, but in a social elevator. More precisely, in its absence.
It is great that Putin understands this problem, but here is the option when even his volitional decision cannot fix the situation. And the staff is really not enough. From here, and often surprisingly, the appointment of people to positions who, at first glance, are far from the essence of fieldwork.
I refer to one ancient Greek term.
Meritocracy (lit. “power of the worthy”, from Lat. Meritus - worthy, and other Greek κράτος - power, government) is the principle of management, according to which the most capable people, regardless of their social origin and financial wealth, should occupy leadership positions. Used primarily in two ways. The first meaning of the term corresponds to a system in which managers are appointed from among specially wards talents (such a system is largely the opposite of both aristocracy and democracy). The second, more common, value implies the creation of initial conditions for objectively gifted and hardworking people so that in the future they will have a chance to occupy a high social position in conditions of free competition.
This thing, as well as the social elevator, we do not have and is not expected yet. Unfortunately.
Why? And everything is simple. And just the last 25 years. From the very moment that power in the country passed not even to a political party that is in opposition to the ruling party, but to a group of individuals. In legal terms, to a group of individuals. Which, in fact, sent into non-existence both the meritocracy and the social elevator, since the basis for the rule of this group was the exclusive right to personnel policy and other pleasures of the state system.
We see the results today with our own eyes.
Let's be short and honest: today 90% of power, wealth and fame belongs to the “successful leaders” of the Yeltsin privatization. Those who successfully managed to snatch in those years. This applies to all: bankers, senior government officials, political leaders, industrialists, and, perhaps, the stars of show business of the first magnitude.
The remaining 10% can not be considered, they are the exception rather than the rule. The fact is that power and money in today's Russia belong to a very narrow circle of the "Yeltsin family." Moreover, this circle is very closed, it was formed long ago (25 years ago, after all), and it’s almost impossible to get into it even in third roles.
Closed elite system. This is not even the class of “new nobles” that I have invented, these are the new kings of all of Russia. The nobles just run errands for them.
And in such a closed system there is no place for meritocracy even of the Soviet type.
A society where there is a meritocracy, first of all it is a society in which merits are rewarded. What and how - the second question. Diligent and many years of successful work, military or civil feat, charity, scientific discoveries. And, of course, merit should be rewarded. The reward can be expressed in different ways, from monetary reward and career ladder, to the improvement of social status and universal fame.
There are enough examples of the manifestation of meritocracy in the Soviet past, up to the deputy of the Supreme Soviet. With the Presidium of the Supreme Council of the Central Committee of the CPSU it was more difficult, but nonetheless. It is possible to diversify the Soviet experience, but the fact is that in the USSR the meritocratic line in society simply had a place to be.
A strange example might be, oddly enough, the Soviet Army. And, I am sure, many will agree with me here, and it is easier to develop a thought. We are still mostly servicemen.
The rules of the Soviet game were known to all. If you serve in the army, then you rise to a certain military rank / position automatically according to your experience, simply if you have conscientious service and no “flights”. That is, the service without complaints - a guaranteed upward movement, I stress, to a certain level.
If one wanted to go even higher, of course, either an academy or a higher party school was required. Well, or any other additional merit. And everything was clear to everyone. Is not it?
Moreover, such a system was extended not only to the army. But the army being here describes very well the society as a whole. This was called the already forgotten Soviet term "confidence in the future." In complex. If you want - have a guaranteed piece of bread in its place, if you want - try and grow further. And they tried and grew.
Today everything looks different. You can honestly be promoted not even to the major, as in Soviet times, but to the colonel. It is possible and higher. But at the same time you will not get to the elite. There, as in that old joke, when "the marshal has his grandchildren." Grandchildren are not grandchildren, but many (as has been narrated more than once) have come across the fact that someone (with a protege) is guaranteed an easy way up, and someone the role of a hard worker-performer. And above no longer jump.
And on all the steps of the service ladder, the higher, the more outspoken protectionists and approximate "high-sitting gentlemen." And in a dispute between two individuals, one gifted, but “from the street” and untalented, but with the presence of “godfather”, it is not necessary to say who will be given preference and rewards. And the whole conscientious service, merit and talent in such a situation go to the forest. Apart from, of course, the talent to appease the higher authorities in an orogenital way.
Let someone decide that all this is controversial, well, but for the most part it is. At least, today’s examples are not just donating, but pouring like from a bucket of a career excavator.
And there is no way to influence this situation. Not the middle class, much less the common people. Everything is painted 25 years ago, and something can only be changed by very radical methods. The “higher elite” can only be kicked out of their positions by using extreme measures. Just because for these years the fortified areas around each of the "new kings" are built up so that they are taken aback. Examples of "indestructible" above the roof, from Chubais to ... pick yourself.
Yes, there are polls showing the attitude of the people to those who rule today (and yesterday). These surveys show that the people, for the most part, have a very bad attitude towards the "ruling elite." No, Putin personally, Shoigu and Lavrov are respected, fact. The rest of the elite are firmly in the ranks of parasites, thieves and traitors. And what about those who “sit well” on these polls? Yes, do not care.
Far from walking, take our adored Ministry of Finance. Does anyone say that this is not Putin’s brainchild, but Yeltsin’s child? Another (and fair) question, why still?

And professionalism implies promotion in the hierarchy of “according to merit,” according to professional results and achievements. Is it possible to make a career in the Ministry of Finance guided only by professional skills? Without loyalty?

For a talented and ambitious professional is a threat to a stupid but loyal “effective manager.”

And in this whole picture of today's Russia there is simply no place for respect for talents and achievements in the scientific and educational fields. Except when they can bring a lot of money or are needed for defense.
And this, I'm sorry, horror. Because a society in which only officials, businessmen, artists, athletes and pop singers are respected simply has no future.
Nevertheless, a simple man in the street will easily call a dozen names of the “stars” of show business or successful businesswomen, but ask at least three doctors to name - there will be a complete silence. I do not want to preach about a certain communist equality, it is clear that this is nonsense. But our inequality is also wrong, as it were. I would say shameful.
Inequality, in which, does not take into account talents and merit, working for the common good. But dominates only what leads to individual enrichment. No matter what, the ability to trade in air, resources or steal. The main thing is successful. For, until recently, the stolen billion, but the “own” that came across would surely not have sat where and for what it should be.
The system of social elevator, the main thing, which is guaranteed to work, is the key to the success of Russia. When the posts responsible for the future of the country, people will get, regardless of the degree of kinship with the wife of the Prime Minister, and because of their abilities and merit.
And loyalty to the country, not the interests of the "family".
