Social elevator as the key to the success of Putin’s policies and the future of Russia

124
When our president understands the essence of the problem, expresses concern and bewilderment, the majority of the performers begin to rush about like scalded boiling water, and things often get off the ground.

However, at his press conference, Vladimir Vladimirovich, answering the question about his recent appointments and the beginning of the planting season, remarked that personnel is a problem today.

The problem, if you look deeper, not in frames, but in a social elevator. More precisely, in its absence.

It is great that Putin understands this problem, but here is the option when even his volitional decision cannot fix the situation. And the staff is really not enough. From here, and often surprisingly, the appointment of people to positions who, at first glance, are far from the essence of fieldwork.

I refer to one ancient Greek term.

Meritocracy (lit. “power of the worthy”, from Lat. Meritus - worthy, and other Greek κράτος - power, government) is the principle of management, according to which the most capable people, regardless of their social origin and financial wealth, should occupy leadership positions. Used primarily in two ways. The first meaning of the term corresponds to a system in which managers are appointed from among specially wards talents (such a system is largely the opposite of both aristocracy and democracy). The second, more common, value implies the creation of initial conditions for objectively gifted and hardworking people so that in the future they will have a chance to occupy a high social position in conditions of free competition.

This thing, as well as the social elevator, we do not have and is not expected yet. Unfortunately.

Why? And everything is simple. And just the last 25 years. From the very moment that power in the country passed not even to a political party that is in opposition to the ruling party, but to a group of individuals. In legal terms, to a group of individuals. Which, in fact, sent into non-existence both the meritocracy and the social elevator, since the basis for the rule of this group was the exclusive right to personnel policy and other pleasures of the state system.

We see the results today with our own eyes.

Let's be short and honest: today 90% of power, wealth and fame belongs to the “successful leaders” of the Yeltsin privatization. Those who successfully managed to snatch in those years. This applies to all: bankers, senior government officials, political leaders, industrialists, and, perhaps, the stars of show business of the first magnitude.

The remaining 10% can not be considered, they are the exception rather than the rule. The fact is that power and money in today's Russia belong to a very narrow circle of the "Yeltsin family." Moreover, this circle is very closed, it was formed long ago (25 years ago, after all), and it’s almost impossible to get into it even in third roles.

Closed elite system. This is not even the class of “new nobles” that I have invented, these are the new kings of all of Russia. The nobles just run errands for them.
And in such a closed system there is no place for meritocracy even of the Soviet type.

A society where there is a meritocracy, first of all it is a society in which merits are rewarded. What and how - the second question. Diligent and many years of successful work, military or civil feat, charity, scientific discoveries. And, of course, merit should be rewarded. The reward can be expressed in different ways, from monetary reward and career ladder, to the improvement of social status and universal fame.

There are enough examples of the manifestation of meritocracy in the Soviet past, up to the deputy of the Supreme Soviet. With the Presidium of the Supreme Council of the Central Committee of the CPSU it was more difficult, but nonetheless. It is possible to diversify the Soviet experience, but the fact is that in the USSR the meritocratic line in society simply had a place to be.

A strange example might be, oddly enough, the Soviet Army. And, I am sure, many will agree with me here, and it is easier to develop a thought. We are still mostly servicemen.

The rules of the Soviet game were known to all. If you serve in the army, then you rise to a certain military rank / position automatically according to your experience, simply if you have conscientious service and no “flights”. That is, the service without complaints - a guaranteed upward movement, I stress, to a certain level.

If one wanted to go even higher, of course, either an academy or a higher party school was required. Well, or any other additional merit. And everything was clear to everyone. Is not it?

Moreover, such a system was extended not only to the army. But the army being here describes very well the society as a whole. This was called the already forgotten Soviet term "confidence in the future." In complex. If you want - have a guaranteed piece of bread in its place, if you want - try and grow further. And they tried and grew.

Today everything looks different. You can honestly be promoted not even to the major, as in Soviet times, but to the colonel. It is possible and higher. But at the same time you will not get to the elite. There, as in that old joke, when "the marshal has his grandchildren." Grandchildren are not grandchildren, but many (as has been narrated more than once) have come across the fact that someone (with a protege) is guaranteed an easy way up, and someone the role of a hard worker-performer. And above no longer jump.

And on all the steps of the service ladder, the higher, the more outspoken protectionists and approximate "high-sitting gentlemen." And in a dispute between two individuals, one gifted, but “from the street” and untalented, but with the presence of “godfather”, it is not necessary to say who will be given preference and rewards. And the whole conscientious service, merit and talent in such a situation go to the forest. Apart from, of course, the talent to appease the higher authorities in an orogenital way.

Let someone decide that all this is controversial, well, but for the most part it is. At least, today’s examples are not just donating, but pouring like from a bucket of a career excavator.

And there is no way to influence this situation. Not the middle class, much less the common people. Everything is painted 25 years ago, and something can only be changed by very radical methods. The “higher elite” can only be kicked out of their positions by using extreme measures. Just because for these years the fortified areas around each of the "new kings" are built up so that they are taken aback. Examples of "indestructible" above the roof, from Chubais to ... pick yourself.

Yes, there are polls showing the attitude of the people to those who rule today (and yesterday). These surveys show that the people, for the most part, have a very bad attitude towards the "ruling elite." No, Putin personally, Shoigu and Lavrov are respected, fact. The rest of the elite are firmly in the ranks of parasites, thieves and traitors. And what about those who “sit well” on these polls? Yes, do not care.

Far from walking, take our adored Ministry of Finance. Does anyone say that this is not Putin’s brainchild, but Yeltsin’s child? Another (and fair) question, why still?

Why does Zhirinovsky openly, in question to Putin, roll a barrel at Nabiullina, reproaching her that she continues to flash OUR money in the stabilization fund in the USA, and what’s the answer ...

Probably because the hierarchy of the Ministry of Finance was built a long time ago and not by Putin? Or are there options? But let's take the thesis that loyalty and professionalism are the basis of any hierarchy.

And professionalism implies promotion in the hierarchy of “according to merit,” according to professional results and achievements. Is it possible to make a career in the Ministry of Finance guided only by professional skills? Without loyalty?

Why do you think why nothing shines to Glazyev or Delyagin?

Yes, spit on professionalism and on a bright head too. The main thing - to be "their". The main thing is loyalty.

What is very disturbing is the fact that Putin has “his own” - the cat cried. He actually openly admitted this at a press conference. Hence, first of all, a series of such strange appointments.

No one to bet. No frames. And get them, it turns out, nowhere.

This is the answer to the question why, instead of the Minister who has been caught stealing, the “miracle-genius” is put without higher education, but with the Gaidar School of Economics behind him. Elite worked fine.

Appointments, appointments, appointments ... Where from? Who are these people? And the most important question today: whose people are these?

It is clear that professionalism today is the second thing. The main thing - "whose you will." And it turns out some confrontation between Putin and the family of EBN. And I can not say that the first one definitely wins. On the contrary.

The fact that Putin has a problem with personnel, not even professional, but loyal is a fact. And the family will not twitch, so far everything is in order. With frames including.

In general, the matter is not even in hierarchical structures. The point is not that hierarchies prefer loyal dubores to professionals at the highest levels. The fact is that neither conscientious work, nor special merits, nor talents are in demand at all. Moreover, they are even harmful. For a talented and ambitious professional is a threat to a stupid but loyal “effective manager.”

If you are a cool mathematician, then you need to go to America, because the maximum that you can count on with us is a teaching job at a university. Salary? Do not make me laugh. Bonuses in the form of bribes from students - everywhere.

Rocket is also an option. In the West (that Europe, that the USA) are ready to pay a thousand for a thousand. Dollar / euro versus ruble.

And in this whole picture of today's Russia there is simply no place for respect for talents and achievements in the scientific and educational fields. Except when they can bring a lot of money or are needed for defense.

And this, I'm sorry, horror. Because a society in which only officials, businessmen, artists, athletes and pop singers are respected simply has no future.

Nevertheless, a simple man in the street will easily call a dozen names of the “stars” of show business or successful businesswomen, but ask at least three doctors to name - there will be a complete silence. Bockeria and Roshal can still be remembered. Well, in connection with the latest events - Dr. Lisa. And that's all ... You shouldn't even talk about teachers.

I do not want to preach about a certain communist equality, it is clear that this is nonsense. But our inequality is also wrong, as it were. I would say shameful.

Inequality, in which, does not take into account talents and merit, working for the common good. But dominates only what leads to individual enrichment. No matter what, the ability to trade in air, resources or steal. The main thing is successful. For, until recently, the stolen billion, but the “own” that came across would surely not have sat where and for what it should be.

The system of social elevator, the main thing, which is guaranteed to work, is the key to the success of Russia. When the posts responsible for the future of the country, people will get, regardless of the degree of kinship with the wife of the Prime Minister, and because of their abilities and merit.

And loyalty to the country, not the interests of the "family".

You say that there are no such people? I am sure that there is. Down there at the regional levels. Without a chance to get to where they could benefit Russia.

It's good that Putin understands this. It is bad that while he can not change the current situation.

And in Soviet times, the prospects were not obvious, but the author of the article why decided that everything was ideal in the USSR, although this was not at all the case.
In order not to go far for an example, take Gorbachev, Yeltsin, Kravchuk and Shushkevich and evaluate their "positive" energy for the benefit of the whole country. There is no positive result, and after all they were raised from the bottom and climbed the social elevator to the highest positions in the country, but as a result? As a result, they destroyed the country and ignited the flames of civil war on its outskirts.
Here you have the Soviet experience. It turns out that not everything was so good if they could not identify and weed out the destroyers, but not the creators.

And if it is even more honest? Who has been successful in privatization. Perhaps those who used the social elevator during the Soviet era. And there was only one lift - Komsomol-party activity. But activity was not meant to be hard work and dedication, not intelligence and creativity, and even more so not uncompromising truthfulness. Activity was understood as the ability to flap beautifully, to depict violent activity and reporting, where you need to lick, in front of whom you need to bend and not piss against the wind. It was these criteria for selecting cadres for power that inevitably guaranteed a flood of the country's top leadership with hypocrites and traitors. The arrival of an illiterate assistant combine operator to the trough of power is not at all an annoying misunderstanding, not allowing the KGB, as most sovietus nostalgatorians still think. "Daduda" at the head of the most reading country in the world is a natural result of the activity of the social lift in the Bolshevik way.

Not as a whole in the article, but as a smear for the picture — how in the army how to get rid of shit ... to send for promotion to another place or to the academy, and if someone fumbles, then his commander appreciates and will not let go of himself ... Hence the favorite proverbs on the sidelines:"Fools love work!" и "Those who are lucky are on the way!". laughing

Our conversation is apparently completely inaccessible to citizens of other states. The topic is really serious, Roman outlined it quite fully. I could add a lot from experience, but this is completely unnecessary. It is not even surprising that there are no professionals literally everywhere. In the morning I started the box. Everywhere they crush the bear. The second day every 15 minutes. And 5, and Russia-24, and Russia-1. Well have pity on the bear! Early in the morning "The main version of the disaster was a piloting error!" From what? That is, all versions are swept aside at once, the priority is: our man is a fool, just as inept! Remember the Frenchman who ran into a snow blower at Domodedovo (?). Also right away - the driver of the snow blower DRUNK !! Why not a pilot? Why not a terrorist attack? Under Soviet Power, at least somehow they followed the media. Or now their main task is to screw up their country? Or do they understand only the words "Mainstream" and "Rating", and without understanding everything else, they read from the monitor in an online translation from English?

Try to recruit from the Soviet period, from 1960 to 1991, the same elite for which you are not ashamed and we will try to compare them with those that came after 1991. I think that it will be equally divided in both periods, despite the change in orientation in the country.

This means that one should not mention the word "elite" with reference to a group of certain persons for reasons and without reason. I doubt that Putin does not have the personnel he needs. EP who raised the election? Definitely Putin raised the EP in the elections. So with whom he surrounded himself, he needed those, otherwise he would have pulled others up or at least arranged competition between them. And so EP and all! So she is the Yeltsin-elite in front of you in conjunction with the president.

Well, what does it mean upstairs. They were not allowed into the political elite either; they had their own children. And in the middle echelon of the elite, you can then and now break through. There used to be slogans, advanced work, a trade union. Now money, and a good relationship with the bosses, although a good relationship with the bosses were in favor even then.

For so many years of rule, it was already possible not only to understand the current situation, but also to correct it. Gorbachev was also happy that he was surrounded by the Yanayevs, Pavlovs and other vile persons, so where is Gorbi now? And what is his name? That's right - nothing ... But if you look for normal ones and don’t find it, then they’re looking like that ... A lot of kings have grown up in every corner ... they are absolutely indifferent to the interests of Russia, Putin, the People ... The main thing for them is to grab more and run away ... It's a shame that for those citizens of Russia for whom the concepts of Honor, Conscience, Motherland in most cases do not shine in their careers .. there is a minimal ceiling through which you can no longer jump over without betraying your conscience ...

"
Some of those engineers turned into a turner, but many remained ordinary engineers until retirement.

The article recalls the old story about the good king and the bad boyars who pervert all his good thoughts. Or a method about a good and bad investigator. Not for that in 1991 there was a bourgeois-oligarchic coup and the thief came to power so that there would be some kind of social elevators in Russia. Under the USSR, too, the "kingdom of heaven" was not observed, that is, one hundred percent justice, but there was certainly no such lawlessness as now. Our main problem is the colossal stratification and polarization of our society, which is actually divided into the estates of masters and everyone else (as yet personally, but conditionally, free). Another problem that we got from 1991 and related to the first problem is the robbery of the people by squeezing out (privatizing) state and collective farm property by a bunch of former communists and Komsomol members who suddenly became democrats and entrepreneurs, denouncers of the Soviet totalitarian regime. These problems are slowly but surely pulling our long-suffering country into a new Troubles. War and devastation really do not want to. Our "partners" will immediately take advantage of this. But you cannot live on like that. If any cardinal changes are possible, then only as a result of some kind of emergency of all-Russian scale, when the country may be on the verge of destruction. The sluggish civil war escalated after the 1991 bourgeois coup. We must face the truth. Society is still divided into red and white and the Communists have nothing to do with it. Recently, pro-government political, pseudo-cultural figures and groups have made more and more attempts to impose on the population of Russia the idea of "reconciliation" between the "red" (the majority of the population robbed since 1991) and the "white" (bourgeois, bureaucrats, "creative" intelligentsia, etc. the "elite" of society). It is felt that Military Review did not escape this trend, there are many similar conciliatory throws. This is done to maintain the existing status quo, i.e. the power of the bourgeoisie over the rest of the poor population and to continue such a "banquet". The idea of "reconciliation" supposedly to maintain a common country for all. We do not need a new Troubles, but unless the "elite" has peacefully surrendered the acquired back-breaking labor since 1991. Does such a country have a happy future for slaves and masters? The year 1917 showed that no. What should be “tomorrow” so that it, this “tomorrow” the country generally had. We need a transition to a new state system - socialism (taking into account the mistakes of the Soviet Union), the nationalization of strategic sectors of the economy, the elimination of private ownership of the means of production. It is necessary to change ideology (not superficial, official-patriotic), state system, mobilization economy and preparation of the country for a possible global war. Perhaps the blind man does not see the increasing possibility of such a war. Need a purge of society from top to bottom. And such large-scale events are possible only under socialism, if the leader of the country and his team have political will. True, now in Russia there is no leader at the level of F. Castro, V.I. Lenin, I.V. Stalin, E. Guevara. As for Himself, he is most likely part of this same "elite" or family, and he stands guard over its interests. Well, I will not believe for anything that EBN suddenly had a conscience at the end of 1999, and he decided to retire. Just the so-called elite decided to change the top manager. As for the economy, unfortunately, it is focused mainly on the export of raw materials. The economy stagnates for a long time, if it does not fall. Why do we need to develop our industry? It’s better to let foreigners start on something that has not yet been stolen and aggravate dependence on TNCs (TNBs). Import substitution is just a fiction. Replacing one import with another. According to the zombie man, they always talk about the opening of some new industries. Where is it, maybe on another planet? I don’t know how in other cities, but in my hometown (the administrative center of the subject of the Russian Federation in the NWFD) and in the region too, everything only falls below the plinth, with work getting worse and worse. In addition to verbiage, no return. Even when the Communist Party had a majority in the Duma, not a single normal law was adopted. With the beginning of perestroika in the USSR, the same rushed from one extreme to the other - the reign of Brezhnev was dubbed stagnation, and the last years of the existence of the Russian Empire - the rise of the economy and the improvement of the social situation in the country.
For example, I like socialism more than capitalism, but I do not want neither my country, nor myself and my relatives, the transition to it through the next October Revolution.
This question is not an idle one and requires an objective consideration, without sweeping accusations of the current authorities of all mortal sins, because the very socialists who dreamed of communism led us to the current situation in the country, but they didn’t count on strength.
It turns out that before asking the question "What's next?" you need to at least decide "Where is it next?"

The article was impressive and not at all a shake of air. This is exactly what Russia needs and exactly what needs to be achieved. Russia is extremely rich in smart people, but they, as the author correctly said, are not in demand. Floating, therefore, is the other side of the coin. Russia is also rich in such people, so to speak, in natural balance. The task is colossal and, in my opinion of the old teacher, should start from scratch. Family and school. And this is such a failure! If the family somehow keeps on grandfather's traditions, then the school is in a full enclosure and these are not empty words. Real teachers are negligible, even in Soviet times there were few of them, but there were. And now sheer dullness or those who should not be allowed close to children. Businessmen. So what do we expect from a school, from such a school created by the works of G.G. Fursenko and Livanov and the like? But we have a lot of talented children, I know not by hearsay. So not only conditions for development are not created for them, the school frankly puts a stick in its wheels: a schedule, incomprehensible subjects imposed by just anyone, a dimensionless school week, etc. etc. A sensible education system will be built from kindergarten to university and a system for selecting talented children, and there will be personnel. And the motivation should be appropriate, not the proverbial "golden calf". Then Russia will rise again. Nobody can destroy the communist experience. He will definitely be reborn.

We have personnel, we have no one to give these personnel a go: the family has nothing to do with it. Managers must gain experience in "lower positions", and competent people, often, do not want to occupy low-paid or very hemorrhoid positions. Even if someone from the young and literate was able to get into the middle of the management chain, then they are entrusted with work that does not affect anything. To move up you need to have someone familiar with a certain weight in the organization. There are exceptions, but not often.
The concept of a social lift is not entirely appropriate here, since now this concept is associated with the theory of elites. Rather, it is appropriate to use the concept of "social mobility". I would not be in a hurry to try to weave exactly the Yeltsin layer of managers, as an inhibiting one: here it is rather a problem of society as a whole, since the social upheavals of the last 40 years have left a huge imprint on the behavior of the population (the comments are crumpled, because the topic is huge, and there is no desire to write a lot, in order to properly cover it, you need to cite a cloud of examples and, on their basis, lead a discussion).

It's good that Putin understands this. It is bad that while he can not change the current situation.
Why is there such confidence in what "understands" and what "cannot change"? He has been at the helm of the state for 17 years. And what is the positive outcome? And then, can't it? The main question is whether he wants to change the situation? As is known, he himself selected personnel for the highest government posts, mainly from among his friends from the former office in which he himself served. And what, these people turned out to be outstanding statesmen, caring for our common cause, or greedy bastards who got hold of the state trough? Whoever you take - there is nowhere to put brands. Vaughn has already taken Belyaninov, the former head of the FCS, under protection. And he advised Sechin to "be more modest" in a fatherly way. One thing is true - Putin actually has no personnel. There are no worthy ones.

Dear Roman, I have cited understated figures. 99% of the country's wealth is owned by 1% of the population. The result may be a social explosion. I will give an example of how in 1979 I was transferred to work in Moscow in the MCI of the USSR (Head of 6 GU). Since 1964, I started working at NII-33. For 15 years he defended two dissertations, created as Ch. the designer a number of systems of military hardware adopted into service, became Deputy. Chief Engineer NII-33. The defense department of the Central Committee of the CPSU checked my documents for a year to entrust me with the leadership of 250 thousand specialists at more than 40 enterprises. I was recommended by 3 Commanders of the USSR Armed Forces. And how are the leaders coming forward now? Do they know technology, technology? Do they understand that for industrial enterprises and defense research institutes there should be an interest-free loan for fulfilling orders on military and military equipment? I think not. And it hurts me for the country. It hurts that those research institutes and industrial enterprises that I created were reduced in number by 5-8 times or even closed altogether (I'm talking about the Russian Federation). I have the honor.

At the regional level what? It's better? Business and power, nepotism, and mutual responsibility are merging in the same way. Everything in our country is like that.
How to deal with this phenomenon there are no recipes. He can search abroad, in some places there are successful results, in Singapore, for example. At one time, I was against ideology and party committees, but they were necessary, sometimes there was concrete benefit from them on personnel issues. Towards the end, they were also squirting, especially in top management. The prosecutor's office needs to be given additional powers to remove officials from power for neglecting the law.

It took him a year to convince his father to allow him to go to the front. The persistence of the commander in chief was associated with the features of the baptism of fire of Vasily, which took place in the summer of 1941 in the sky over Mtsensky. He took off under bombs on an airplane without ammunition and literally pushed out German bombers, simulating frontal attacks. For this feat, he received the first of his three orders of the Red Banner.

His second appearance at the front took place in January 1943 as a commander of one of the fighter regiments. In this position, he personally shot down three planes, and in the group - more than ten. According to the memoirs of colleagues, after his attacks, German bombers lost control, after which other squadron aircraft finished them off. At the same time, Vasily preferred to consider them shot down in a group, which explains the presence on his personal combat account of only three enemy aircraft. At the end of May 1943, the father’s patience again ran out, which was greatly facilitated by a wound in the leg, a hunt declared by the Germans for “the son of Stalin,” as well as a passion for alcohol. It was this addiction that became the official reason for the removal of Vasily from the post of regiment commander. In this case, the order was personally signed by his father. Moreover, he was forbidden to fly.

However, in January 1944, he went to the front for the third time. This time in the position of commander of an aviation division. He participated in the hostilities for the liberation of Belarus and the Baltic, taking a personal part in the sorties. Each of them was a whole special operation. In flight, he was accompanied by several dozen fighters. This was not something out of the ordinary, since similar security measures were taken in relation to a number of other famous Soviet aces, for example, Pokryshkin.

      another source
Vasily was appointed to the command post of the 32nd Guards Fighter Aviation Regiment in 1943, just at a time when military operations were the most active and dangerous. He made frequent sorties as part of a flight group, during which dozens of enemy aircraft were destroyed.

There were cases when members of the squadron saved Vasily from mortal danger during an attack on enemy aircraft.

Once, Fedor Prokopenko, a colleague in the regiment, saved his life, after which Stalin gave him a photo with the inscription: “Life is Homeland. Thank you for life. I owe you life. ”
At that time, one after another, the sons of influential people - Vladimir Mikoyan, Timur Frunze and Leonid Khrushchev - died. In this regard, Joseph Vissarionovich categorically forbade his son to fly on combat missions, but the latter did not even listen to his father. He was aware that he should not be captured under any circumstances of life, therefore he did not take a parachute for tasks, so that in case of which he would not give up alive.

His division liberates Minsk, Vilnius, Grodno and is fighting for many other cities. During the storming of Berlin in 1945, Colonel V.I. Stalin distinguished himself with such geniuses of Soviet military aviation as Pokryshkin and Kozhedub, and was awarded the state award.

      more http://mywebs.su/blog/people/7802/:
In the hardest summer for the country in the year 42, the Headquarters of the Supreme Commander instructs Colonel Stalin to form a full-blooded combat air group. Able to withstand Goering's best air squadrons. Vasily personally selects the most experienced and seasoned hardened air battles pilots. The fighters got what they needed - the new Yak-9, which was in no way inferior to the fascist vultures.

Everything, from the idea to its practical implementation, into the creation of the 434th air regiment, renamed the Guards 32nd IAP after the Battle of Stalingrad, belonged to Vasily. The finest hour for the regiment was July 29. On this day, pilots Vasily Stalin shot down 34 enemy aircraft, losing only one. No aviation regiment has achieved such results in the entire war.

Personally, the command forbade Vasily to take part in air battles. And he, at every opportunity, violates these prohibitions. And two enemy fighters personally shot down by him and several in group battles are the results of violations of these prohibitions.

Running a little ahead, we add: Vasily mastered all types of fighters, which were then in service with the Soviet Air Force, and even bombers. He was awarded the title "First Class Pilot, but it is not assigned to amateurs.

But not only ardor, but prudence, the ability to defend their position distinguished Vasily Stalin among other commanders. In those hot days, he refused to obey the order of Air Force Commander-in-Chief Novikov to send two regiments to attack the crossings, sensibly judging that they did not have enough fuel to return home. In other words: fighting friends were doomed to death. The reckless order remained unfulfilled.
War would have been different for the rest of his life. Vasily is not one of those. Staff, inspection work is not on it. Stubbornly seeks return to the army. In January 1944 he was appointed commander of the 3rd Guards Air Division operating in the zone of the upcoming offensive of the 1st Belorussian Front.

The air superiority of the Luftwaffe in the air has long been broken. The main adversary is on earth. She stubbornly resists, trying to break out of the huge cauldron prepared by the front commander Rokossovsky. The bulk of the 3rd Guards Air Division is based at the Slepianka airfield near Minsk. The German units leaving the encirclement rushed here. There was a real threat of the destruction of the material part of the air division. Here is how Vasily Stalin described his actions in a subsequent report to the commander of the 16th Air Army:

“I make a decision to save material values, guards banners and secret documents of the division headquarters and unit headquarters. I give orders to evacuate them to the north-east of Minsk, I instruct the chief of staff to organize ground defense on the outskirts of the airfield. Himself on the U-2 left for the airport in Dokukovo - to organize a night start, then returned to Slepianka. The evacuation of headquarters by that time was over. She went quickly and organized, although already under mortar fire. The results made themselves felt the next day: our planes made 134 sorties. The attack they carried out paralyzed and divided the enemy group into small groups. In ground combat, 200 soldiers and officers were destroyed, 222 were taken prisoner. ”

And then comes a list of awards.

Between the lines of the stingy combat report, one can guess the ability of the young commander in an extreme situation to make and implement an unmistakable decision. That is how the commander of the air army Rudenko subsequently evaluated his actions.

In a similar situation happened to get in the Lithuanian city of Šiauliai. Together with the 3rd Air Division, a regiment of torpedo bombers was based at the airfield. They fell under the cutting edge of more than 250 enemy tanks and four infantry regiments, seeking to regain the city. Just a little more - and the tanks will cover our planes with their fire. Powerful “Bostons” rise one by one, moving away from danger. The division commander was the last to leave the airfield on his fighter. “Oh, and he was fearless,” later Alexey Skryabin, a pilot of one of the torpedo bombers, spoke of him later.

Characteristic detail. The future Hero of the Soviet Union three times Alexander Pokryshkin and Vasily Stalin were appointed division commanders at the same time. And both at the final stage of the war were three times noted in the orders of the Supreme Commander-in-Chief I.V. Stalin.

A new step in his military biography is the commander of the air corps. The corps is based in Germany and Hungary. The position is general, but Vasily is still a colonel. Only in 1946 I.V. Stalin was inferior to the insistence of the Minister of Defense Bulganin and signed the idea of assigning him the title of Major General. There was Vasily at that time 25, the youngest general of the Soviet Army.

Nowadays, borosopisy are very eager to sneaky little rattle: they say, he received the next high posts - the deputy commander, and then the commander of the Air Force of the Moscow Military District - thanks to his father. Yes, even when, they say, already became an alcoholic.

However, an impartial analysis of the track record - from lieutenant to general - suggests otherwise. Joseph Vissarionovich three times rejected the idea of prematurely raising his son in ranks and award reports on him.

If you and I don’t begin to somehow help our President Putin, then with his departure a revolution awaits us, did you mean that ?! And therefore, comrades, you and I have no other choice but to change the system. We must proceed from simple contemplation to action, otherwise our future will be sad. And God save us from revolution.

The question is very urgent, but it cannot be resolved in principle, in view of a system that does not allow this.
The author did not offer a prescription, but, on the contrary, the last two sentences lead away from treatment.

there was only one lift — Komsomol-party activity. It was these criteria for the selection of cadres to power that inevitably guaranteed the flood of the country's top leadership with hypocrites and traitors, "
      Here Mahmut is absolutely right.
