Throughout 2016, the Ministry of Defense as a whole and various individual structures from its structure regularly reported on certain events, actions and plans. On December 22, an extended meeting of the Board of the Ministry of Defense was held at the National Center for Defense Management, during which several speeches and reports were made. The main results of the outgoing year were summed up in a report by Defense Minister General of the Army Sergei Shoigu. In his report, the head of the Ministry of Defense touched on a number of important topics in the field of the country's security, from military-political problems and threats to numerical indicators of the current modernization of the army.

Structure and number of troops
In the outgoing year, the military department continued to carry out its existing plans for improving the quality of the armed forces. During the year army manning was brought up to 93% of the required quantity. The number of contract servicemen brought to 384 thousand people. First time in stories a full transfer of the sergeant’s staff to a contract basis was carried out.
Through structural transformations and the formation of new formations, the combat potential of the ground forces was increased. Ten new compounds appeared in their composition, including one tank and four motorized rifle divisions. Tasks have been completed to maintain the required level of combat readiness of strategic missile forces. At present, 99% of the available launchers are in a ready state. More than 96% of the complexes are ready for an immediate launch. Three new reconnaissance battalions, six tank companies, as well as two electronic warfare companies and two equipped with unmanned aerial vehicles appeared in the airborne troops.
The most important result of 2016's work was the renewal of the missile attack warning system. The state tests of three radar stations of the Voronezh family, built in Orsk, Barnaul and Yeniseisk, were completed. Next year, the stations will be put on alert. Three more available complexes (Baranovichi, Murmansk and Pechora) were refined using modern technologies. Thanks to these works, for the first time in history, it was possible to create a solid radar field of the missile attack warning system, which completely covers all the borders of the country and is able to detect all possible threats.
Rearmament
One of the main tasks of the Ministry of Defense and many different industrial enterprises is the creation and production of advanced weapons and equipment necessary for the re-equipment of the army. In 2016, the rearmament program that started a few years ago continued. General rearmament figures are as follows. The share of modern weapons and equipment in the units of constant readiness brought to 58,3%, their serviceability - 94%. At the same time, for obvious reasons, such indicators are slightly different in different types of armed forces and combat arms.
The strategic nuclear forces of Russia in 2016 got the 41 ballistic missile, which allowed to bring the share of modern weapons in this area up to 60%. As part of the strategic missile forces, four regiments of the Yars complex were put on combat duty in stationary and mobile design, and the navy began operating the Vladimir Monomakh missile submarine cruiser. Aviation The nuclear triad component was replenished with two modernized Tu-160 aircraft and two Tu-95MS.
In the outgoing year, ground forces received 2930 units of new or upgraded weapons and equipment, thanks to which the share of new models reached 42%. Deliveries of this year allowed to re-equip two missile brigades, two anti-aircraft missile brigades, two anti-aircraft missile regiments, one special-purpose brigade, three artillery battalions, and also 12 motorized rifle and tank battalions.
The aerospace forces began to operate the 139 modern aircraft of all classes and types, as well as four regimental sets of C-400 SAMs. Also, the anti-aircraft missile system VKS 25 missile-gun systems "Pantsir-S1" and 74 radars of several types. In total, the share of new technology in the VKS is now 66%, the serviceability of aircraft - 62%.
Particular attention in the framework of the current rearmament is given to unmanned aerial vehicles. This year, 36 new formations appeared in the armed forces, the task of which is to operate such systems. During the year, the troops received 105 complexes from 260 drones. In total, the army is armed with more than 600 complexes, which operate over 2 thousand devices. The intensity of operation of such equipment has been increased by one and a half times compared to 2015.
Naval equipment fleet new technology increased to 47%. This was facilitated by the transfer of 24 new surface ships and vessels, as well as two multipurpose submarines. It should be noted that in the framework of the current rearmament in the interests of the fleet, warships, multi-purpose boats and various auxiliary vessels of several projects are being built. In addition, this year several new ships, ships and submarines were laid, which would be part of the fleet several years later.
The share of new weapons and equipment in the airborne troops is also 47%. To obtain such figures, the defense industry built and upgraded 188 units of the material part. Of particular interest in this are recent events. On December 24, a solemn ceremony was held in Ryazan, dedicated to the transfer of the 137-th Guards Parachute Regiment of the 106-th Guards Airborne Division to the 31. During this event, the troops received the first battalion set (4 unit) of the landing vehicles of the latest model BMD-XNUMXM. Soon, the Airborne Forces should receive a few more such parties, but this will happen only next year.
For effective work, troops need appropriate communication and control systems. This year, the army received 22 thousand modern radio stations, etc. equipment, which is 6% more than last year's supply. The consequence of this was an increase in the share of new equipment to 49%.
As part of the rearmament of the army, the Ministry of Defense and Industry are facing some problems that lead to the failure of the deadlines. Due to such difficulties, the troops could not get 49 units of the main types of weapons and equipment. However, the main tasks of the 2016 Year State Defense Order were generally resolved. One of the means to simplify the solution of such problems was the development of new approaches to the financing of work.
Combat training activities
In 2016, the Ministry of Defense conducted five surprise comprehensive inspections of the combat readiness of troops. All military districts, branches of the armed forces and the branch of service were involved in these events. In addition, authorities and some non-military structures were involved in the teachings. The Kavkaz-2016 exercises are of particular importance in the combat readiness check program. In their course, formations from the four armies were transferred to 2,5 test sites, thousands of kilometers from the permanent bases, where they effectively solved combat training tasks.
In total, 3630 exercises of various levels, including inter-specific 1250 exercises, were conducted during the year. All these activities allowed the personnel to work out their skills and test themselves in conditions as close as possible to the combat ones. The command and control bodies of the armed forces, in turn, confirmed their ability to lead large groups in various conditions. 130 polygons with 89-98% loading are used daily in training events.
The current approach to personnel training has yielded relevant results. According to the estimates of the Ministry of Defense, the annual raid of military aviation pilots increased by 21% compared to 2015 year, naplavlennosti crews of the surface fleet and submarine forces - by 70%. The number of homogeneous tactical ship groups increased by 27%. In the airborne troops observed 5-percent increase in the number of parachute jumps.
Aerospace forces and the navy continue to conduct patrols in different parts of the planet. Thus, long-range aircraft made 17 sorties during the year, the purpose of which was to patrol the waters of the Northern, Norwegian, Black, Japanese and Yellow Seas. Also, the routes of the bombers ran over the western Pacific Ocean, the northeastern part of the Atlantic and the Arctic.
The ships and ships of the Navy carried out an 121 expedition to the Arctic, Central and North Atlantic, as well as to the Caribbean. The regular presence of Russian ships in the Gulf of Aden, characterized by unfavorable conditions for navigation, has been established. For the fourth year in a row, the Operational Command of the Far-off Sea Zone has been protecting Russian interests in the Mediterranean. The tasks are performed by the squadron, which includes up to 15 ships and vessels.
Syrian operation
During 2016, the Russian armed forces, represented primarily by the Aerospace Forces, continued to carry out combat and other tasks on the territory of Syria. By the time the December 22 report was announced, aviation had managed to execute almost 19 thousand sorties, during which 71 thousand air strikes against enemy targets were carried out. The score of liquidated terrorists goes to tens of thousands, about 1500 units of equipment and a significant number of different objects have been destroyed. Several hundred pieces of military equipment and tens of thousands of small arms were confiscated.
The approach used to organizing departures and rotation of flight crews has led to the fact that at the moment 84% pilots of the VCS have real combat experience gained during the Syrian operation. As in the past year, both planes and helicopters of tactical aviation and strategic bombers are involved in combat operations.
The Syrian operation continues to be used as a testing ground for testing the latest types of weapons and equipment. To date, in the context of the current conflict, 162 has tested new and modernized models of weapons and equipment. In particular, attack helicopters Mi-28H and Ka-52, as well as front-line aircraft Su-30CM and Su-34 were tested. During such operation, some problems with existing samples were identified. In order to correct the discovered deficiencies, the Ministry of Defense decided to temporarily suspend the purchase of 10 types of equipment and weapons.
Plans for next year
Next year, the Ministry of Defense will continue to develop the armed forces by one means or another. Already identified the main goals and objectives that need to be addressed in 2017 year. First of all, it is necessary to increase the overall combat capability of the army, as well as to strengthen the groups in the Arctic, West and South-West directions. The share of new weapons and equipment in the units of constant readiness should reach 60%.
In the case of ground troops, the planned rearmament is as follows. The units will receive two brigade sets of Iskander-M operational tactical missile systems. Three divisions of military air defense will receive the system "Tor-МХNUMX". Also, troops will need to get 2 units of various armored vehicles, including tanks.
As part of the ground component of strategic nuclear forces, three regiments will be transferred to modern missile systems. Strategic aviation will need to get five upgraded long-range bombers of existing types. In order to protect against possible attack next year, three new Voronezh-type radar stations will take over full-fledged combat duty.
The aerospace forces will receive 170 aircraft of all classes and types next year. The C-400 complexes will be supplied to the four anti-aircraft shelves. The fleet will have to receive eight ships and nine combat boats. Coastal troops of the Navy will receive four ballistic missiles "Ball" and "Bastion".

The outgoing year was not the easiest for the Russian armed forces. The continuation of the implementation of the existing instructions, the rearmament and the buildup of combat power are associated with certain difficulties, which, however, are successfully overcome. Thanks to the systematic work of the entire army personnel and the help of other structures, primarily the defense industry, the goals were achieved, although some tasks remain unresolved. Nevertheless, in general, the year was successful, as evidenced by official figures.
Successful work this year allows us to meet the new 2017 with optimism. Next year, the army will again have to address a number of critical issues, but current trends show the fundamental possibility of achieving success in this endeavor. It is already clear that the coming year will not be easy again for the armed forces, but the tasks they face are of particular importance.
