The Russian Federation should be ready for warfare in the information and aerospace fields, said Army General Makarov, Chief of the General Staff of the Russian Armed Forces.

"At present, the center of military operations from the sea and land - traditional theaters of war - has shifted to the information and aerospace fields. The concepts of the network-centric war have gone far ahead. We estimate how well and efficiently these issues are solved by leading Western countries," said Makarov during the general meeting of the Academy of Military Sciences, held in Moscow.

That is why without an integrated approach to solving the problem, including changing the outlook of the military leadership on the management of subordinate formations; creation of unified ACS; the development of modern technical means of intelligence, which will fill the network; the adoption of a sufficient number of high-precision weapons, which really need such information, all initiatives will turn into a waste of money.
Thus, in order to create opportunities, and the very prerequisites for the implementation of the "network-centric" concept in the Russian army, it is necessary to solve a complex task both within the Armed Forces and the country as a whole. This is a search for new technological solutions, the transfer of the defense-industrial complex to an innovative development path, clarification of charters and manuals, the development of new forms and methods of using groups of forces, and training of personnel to work with modern hardware and software.
In this regard, it is advisable to intensify work on the creation of truly united control bodies, the development of modern algorithms for their work in solving various combat missions, the formation of a list of means that we plan to link into a network, understanding why and, most importantly, why it is needed. It is necessary to actively implement information technologies in the daily activities of the Armed Forces. But first you should conduct an audit of all deployed and planned to deploy computer networks.
Otherwise, we will spend a lot of money on the fashionable trend and, in the end, we will step on the American rake, when “unexpectedly” the unsolvable problem of uniting these separate, independent networks and nets will arise.
