Vladimir Putin. Russia: the national question

Vladimir Putin. Russia: the national questionFor Russia - with its diversity of languages, traditions, ethnic groups and cultures - the national question, without any exaggeration, is fundamental. Any responsible politician, public figure should be aware that one of the main conditions for the very existence of our country is civil and inter-ethnic consent.

We see what is happening in the world, which are accumulating the most serious risks. The reality of today is the growth of interethnic and interfaith tensions. Nationalism, religious intolerance become the ideological basis for the most radical groups and movements. Destroy, undermine states and divide societies.

The colossal migration flows — and there is every reason to believe that they will increase — are already being called the new “great migration of peoples,” capable of changing the habitual way and appearance of entire continents. Millions of people in search of a better life are leaving regions suffering from hunger and chronic conflict, poverty and social insecurity.

The most developed and prosperous countries, which had previously been proud of their tolerance, came up against the “aggravation of the national question”. And today - one after another they announce the failure of attempts to integrate into the society a cultural element, to ensure non-conflict, harmonious interaction of various cultures, religions, ethnic groups.

The “melting pot” of assimilation junk and chadit - and is not able to “digest” the ever-increasing large-scale migration flow. A reflection of this in politics was “multiculturalism”, which denies integration through assimilation. It makes an absolute “minority right to distinction” and, at the same time, does not sufficiently balance this right - with civil, behavioral and cultural duties towards the indigenous population and society as a whole.

In many countries, closed national-religious communities are being formed, which not only assimilate, but even refuse to adapt. There are neighborhoods and entire cities where already generations of visitors live on social benefits and do not speak the language of the host country. The response to such a model of behavior - the growth of xenophobia among the local indigenous population, an attempt to firmly protect their interests, workplaces, social benefits - from "alien competitors". People are shocked by the aggressive pressure on their traditions, their habitual way of life, and they seriously fear the threat of losing their national-state identity.

Quite respectable European politicians are starting to talk about the failure of the “multicultural project”. In order to maintain their positions, they are exploiting the “national map” - transfer to the field of those who themselves had previously considered marginal and radical. Extreme forces, in turn, are dramatically gaining weight, seriously claiming to state power. In essence, it is proposed to talk about compulsion to assimilation - against the background of "closedness" and a sharp tightening of migration regimes. Carriers of another culture must either “dissolve in the majority” or remain a separate national minority, even if provided with various rights and guarantees. And in fact - to be excommunicated from the possibility of a successful career. Frankly speaking, it is difficult to expect loyalty towards one’s own country from a citizen who has been placed in such conditions.

Behind the “failure of the multicultural project” stands the crisis of the very model of the “national state” - a state that has historically been built solely on the basis of ethnic identity. And this is a serious challenge that Europe and many other regions of the world will have to face.

Russia as "historical state"

With all the external similarity, the situation with us is fundamentally different. Our national and migration problems are directly related to the destruction of the USSR, and in fact, historically, of big Russia, which was formed at its core in the 18th century. With the inevitable degradation of state, social and economic institutions. With a huge development gap in the post-Soviet space.

After declaring sovereignty 20 years ago, the then deputies of the RSFSR, in the heat of the struggle against the "Allied Center", launched the process of building "national states", even within the Russian Federation itself. The "Allied Center", in turn, trying to put pressure on opponents, began to play a backstage game with the Russian autonomies, promising them to raise the "national-state status." Now the participants of these processes shift the blame on each other. But one thing is obvious - their actions equally and inevitably led to collapse and separatism. And they had neither courage, nor responsibility, nor political will to consistently and persistently defend the territorial integrity of the Motherland.

What the initiators of “plots with sovereignties”, perhaps, did not realize, all the others, including those outside our state, understood very clearly and quickly. And the consequences were not long in coming.

With the collapse of the country, we were on the verge of, and in certain well-known regions - beyond the civil war, and it was on ethnic grounds. We managed to extinguish these pockets with tremendous exertion of strength, great sacrifices. But this, of course, does not mean that the problem has been resolved.

However, even at that moment when the state as an institution became critically weak, Russia did not disappear. What Vasily Klyuchevsky said in relation to the first Russian Troubles happened: "When the political braces of public order broke down, the country was saved by the moral will of the people."

And, by the way, our holiday 4 of November - the Day of National Unity, which some superficially call the “Day of Victory over the Poles,” in fact, is the “Day of Victory over itself”, over internal hostility and strife, when the estates, nationalities realized themselves to be a single community - one people. We can rightly consider this holiday as the birthday of our civil nation.

Historical Russia is not an ethnic state or an American “melting pot”, where, in general, everything is one way or another migrants. Russia arose and developed over the centuries as a multinational state. A state in which there was a constant process of mutual addiction, mutual penetration, mixing of peoples at the family, friendly, and official level. Hundreds of ethnic groups living on their land together and next to the Russians. The development of vast territories that filled the entire history of Russia was a joint affair of many peoples. Suffice it to say that ethnic Ukrainians live in the space from the Carpathians to Kamchatka. Like ethnic Tatars, Jews, Belarusians ...

In one of the earliest Russian philosophical and religious works, The Word about Law and Grace, the theory of the “chosen people” itself is rejected and the idea of equality before God is preached. And in the Tale of Bygone Years, the multinational character of the ancient Russian state is described: “But who speaks Slavonic in Russia: the glade, the Drevlyans, the Novgorodians, the Polochans, the Dregovichs, the Northerners, the Bougins ... But other peoples: Chud, Merya, all Murom, Cheremis, Mordva, Perm, Pechera, Pit, Lithuania, Corsa, Nara, Liv - they speak their own languages ... "

It was about this special character of Russian statehood that Ivan Ilyin wrote: “Not to eradicate, not to suppress, not enslave someone else’s blood, not to strangle a foreign and other Orthodox life, but to give everyone a breath and a great Motherland ... to observe everyone, to reconcile everyone, to give everyone pray in their own way , to work in their own way and the best from anywhere to engage in state and cultural construction. "

The core that holds the fabric of this unique civilization is the Russian people, the Russian culture. This is just the core of all sorts of provocateurs and our opponents will try to pull out of Russia with all their might - under the fake talk about the right of Russians to self-determination, about “racial purity”, about the need to “complete the 1991 case of the year and finally destroy the empire sitting on its neck the Russian people. " To ultimately - to make people destroy their own homeland with their own hands.

I am deeply convinced that attempts to preach the ideas of building a Russian “national”, mono-ethnic state run counter to our entire thousand-year history. Moreover, it is the shortest way to the destruction of the Russian people and Russian statehood. And any viable, sovereign statehood in our land.

When they start shouting: “Enough to feed the Caucasus,” wait, tomorrow there will inevitably be a call: “Enough to feed Siberia, the Far East, the Urals, the Volga region, the Moscow region ...”. It was according to such recipes that those who led to the collapse of the Soviet Union acted. As for the notorious national self-determination, which, while fighting for power and geopolitical dividends, have repeatedly speculated politicians of various directions, from Vladimir Lenin to Woodrow Wilson, the Russian people have long since identified themselves. The self-determination of the Russian people is a polyethnic civilization, sealed by the Russian cultural core. And this choice was confirmed by the Russian people time after time - and not by plebiscites and referendums, but by blood. Throughout its millennial history.

Common cultural code

The Russian experience of state development is unique. We are a multinational society, but we are one people. This makes our country complex and multidimensional. Gives tremendous opportunities for development in many areas. However, if the multinational society affects the bacilli of nationalism, it loses its strength and strength. And we need to understand what far-reaching consequences may condoning attempts to incite national enmity and hatred towards people of a different culture and a different faith.

Civil peace and interethnic harmony is not just a once-created and frozen picture. On the contrary, it is a constant dynamic dialogue. This is the painstaking work of the state and society, which requires very subtle decisions, a balanced and wise policy, capable of ensuring “unity in diversity”. It is necessary not only to respect mutual obligations, but also to find common values for all. You can not force to be together. And you can not force to live together according to the calculation, based on the weighting of benefits and costs. Such “calculations” work until the moment of crisis. And at the moment of crisis they begin to act in the opposite direction.

The confidence that we can ensure the harmonious development of a multicultural community rests on our culture, history, type of identity.

It may be recalled that many citizens of the USSR who turned out to be abroad called themselves Russians. And they considered themselves as such, regardless of ethnicity. Another interesting fact is that ethnic Russians have never and nowhere in any emigration constituted stable national diasporas, although both numerically and qualitatively were represented quite significantly. Because in our identity - a different cultural code.

The Russian people are state-forming - in fact the existence of Russia. The great mission of the Russians is to unite and fasten civilization. By language, culture, “world responsiveness,” by definition of Fyodor Dostoevsky, to bind Russian Armenians, Russian Azerbaijanis, Russian Germans, Russian Tatars ... To bind together in this type of state-civilization, where there is no “nationality” common culture and common values.

Such a civilization identity is based on the preservation of the Russian cultural dominant, the carrier of which are not only ethnic Russians, but all carriers of such an identity, regardless of nationality. This is the cultural code that has undergone serious tests in recent years, which they have tried and are trying to crack. Nevertheless, he certainly survived. However, it must be nourished, strengthened and cherished.

A huge role here belongs to education. The choice of the educational program, the diversity of education is our undoubted achievement. But variability must be based on unshakable values, basic knowledge and ideas about the world. The civic task of education, the education system is to give everyone that absolutely obligatory amount of humanitarian knowledge, which forms the basis of the self-identity of a people. First and foremost, we should talk about the rise in the educational process of the role of such subjects as the Russian language, Russian literature, national history - naturally, in the context of the entire wealth of national traditions and cultures.

In some of the leading American universities in 20-s of the last century, there was a movement for the study of the Western cultural canon. Every self-respecting student had to read 100 books on a specially crafted list. In some universities in the United States, this tradition has been preserved today. Our nation has always been a reading nation. Let's conduct a survey of our cultural authorities and form a list of 100 books that every graduate of the Russian school should read. Not to memorize at school, but read it yourself. And let's do the final essay on the subject of reading. Or at least we will give young people the opportunity to show their knowledge and their worldview at olympiads and competitions.

Corresponding requirements should be set by the state policy in the field of culture. I mean such tools as television, cinema, the Internet, popular culture in general, which form the public consciousness, set behavioral patterns and norms.

Recall how the Americans with the help of Hollywood formed the consciousness of several generations. Moreover, introducing not the worst - from the point of view of national interests, and from the point of view of public morality - values. There is a lot to learn.

I emphasize: no one encroaches on the freedom of creativity - it’s not about censorship, not about the “official ideology”, but about the fact that the state is obliged and has the right to direct its efforts and resources to solve conscious social and social problems. Including the formation of a worldview that holds the nation together.

In our country, where many in their heads have not yet ended the civil war, where the past is extremely politicized and “pulled” to ideological quotations (often understood by different people to the exact opposite), subtle cultural therapy is needed. A cultural policy that at all levels - from school aids to historical documentary - would form an understanding of the unity of the historical process in which a representative of each ethnic group, as well as a descendant of the “red commissioner” or “white officer,” would see his place. I would feel myself the heir of the “one for all” - the contradictory, tragic, but great history of Russia.

We need a national policy based on civil patriotism. Anyone living in our country should not forget about their faith and ethnicity. But he must first of all be a citizen of Russia and be proud of it. No one has the right to put national and religious features above the laws of the state. However, the laws of the state themselves must take into account national and religious particularities.

I believe that in the system of federal authorities it is necessary to create a special structure responsible for issues of national development, inter-ethnic well-being, interaction of ethnic groups. Now these problems are under the jurisdiction of the Ministry of Regional Development and behind the heap of current tasks are being crowded into the second or even the third plan, and this situation must be corrected.

This should not be a standard office. Rather, we should talk about a collegial body that interacts directly with the president of the country, with the leadership of the government and has certain powers. National policy can not be written and implemented exclusively in the offices of officials. National, public associations should be directly involved in its discussion and formation.

And, of course, we look forward to the active participation of the traditional religions of Russia in such a dialogue. The basis of Orthodoxy, Islam, Buddhism, Judaism - with all the differences and features - are basic, common moral, moral, spiritual values: mercy, mutual assistance, truth, justice, respect for elders, the ideals of family and work. These values are impossible to replace, and we need to strengthen them.

I am convinced that the state and society should welcome and support the work of traditional religions of Russia in the system of education and enlightenment, in the social sphere, in the Armed Forces. At the same time, the secular character of our state should certainly be preserved.

National policy and the role of strong institutions

Systemic problems of society very often find a way out precisely in the form of interethnic tension. It must always be remembered that there is a direct correlation between unsolved socio-economic problems, the evils of the law enforcement system, the inefficiency of power, corruption and conflicts on a national basis. If you look at the history of all the recent inter-ethnic excesses - almost everywhere we will find this “trigger”: Kondapoga, Manezhnaya Square, Sagra. Everywhere there is a heightened reaction to the lack of justice, to the irresponsibility and inaction of individual representatives of the state, disbelief in equality before the law and the inevitability of punishment for the criminal, the conviction that everything is bought and there is no truth.

When it comes to the fact that in Russia, and especially in historical Russian territories, the rights of Russians are infringed, this suggests that the state structures do not fulfill their direct tasks - they do not protect the life, rights and safety of citizens. And since the majority of these citizens are Russians, it is possible to parasitize on the theme of “national oppression of the Russians” and clothe a legitimate public protest in the most primitive and vulgar form of ethnic unrest. And at the same time on every occasion to vote about "Russian fascism."

It is necessary to give an account of what risks and threats are in situations that are fraught with a transition to the stage of national conflict. And in the most rigorous manner, without regard to ranks and titles, it is necessary to assess the actions or inactions of law enforcement agencies and authorities that led to interethnic tension.

There are not many recipes for such situations. Do not erect anything in principle, do not make hasty generalizations. It is necessary to thoroughly clarify the nature of the problem, the circumstances, the settlement of mutual claims in each particular case where the “national question” is involved. This process, where there are no specific circumstances, should be public, because the lack of operational information gives rise to exacerbating rumors. And here the professionalism and responsibility of the media are of paramount importance.

But there can be no dialogue in a situation of unrest and violence. No one should have the slightest temptation to "push the power" on these or other decisions with the help of pogroms. Our law enforcement agencies have proven that they can cope quickly and clearly with the suppression of such attempts.

And one more fundamental point - we, of course, must develop our democratic, multi-party system. And now decisions are being prepared aimed at simplifying and liberalizing the procedure for registering and operating political parties, and proposals are being implemented to establish the election of heads of regions. All these are necessary and right steps. But one should not be allowed - opportunities for creating regional parties, including in the national republics. This is a direct path to separatism. Such a requirement, of course, should be made to the election of regional leaders - those who try to rely on nationalist, separatist and similar forces and circles should be immediately, in the framework of democratic and judicial procedures, excluded from the electoral process.

The problem of migration and our integration project

Today, citizens are seriously worried, and let's say frankly - annoying, many of the costs associated with mass migration, both foreign and domestic. The question also arises - whether the creation of the Eurasian Union will not lead to an increase in migration flows, and therefore to an increase in the problems existing here. I think that it is necessary to clearly define our position.

Firstly, it is obvious that we need to increase the quality of the state migration policy by an order of magnitude. And we will solve this problem.

Illegal immigration can never be completely eliminated anywhere, but it must and can, of course, be minimized. And in this regard, the intelligible police functions and powers of the migration services need to be strengthened.

However, a simple mechanical tightening of migration policy will not work. In many countries, this tightening only leads to an increase in the share of illegal migration. The criterion of migration policy is not its rigidity, but its effectiveness.

In this regard, the policy regarding legal migration, both permanent and temporary, should be extremely clearly differentiated. That, in turn, suggests obvious priorities and favored regimes in migration policy in favor of qualification, competence, competitiveness, cultural and behavioral compatibility. Such a “positive selection” and competition for the quality of migration exist throughout the world. Needless to say, such migrants integrate into the host society much better and easier.

The second. We are actively developing internal migration, people are going to study, live, work in other regions of the Federation, in major cities. And these are full-fledged citizens of Russia.

At the same time, those who come to regions with different cultural and historical traditions should respect local customs with respect. To the customs of Russian and all other peoples of Russia. Any other - inadequate, aggressive, provocative, disrespectful - behavior must meet the appropriate legal, but tough answer, and first of all by the authorities, which today are often simply inactive. We need to see whether all the norms necessary for controlling such behavior of people are contained in the Administrative and Criminal Codes, in the regulations of the internal affairs bodies. It is about tightening the law, introducing criminal liability for violation of immigration rules and registration standards. Sometimes it is enough to warn. But if the warning is based on a specific legal norm, it will be more effective. He will be correctly understood - not as the opinion of an individual police officer or official, but as a requirement of the law, the same for all.

In internal migration, civilized frames are also important. It is also necessary for the harmonious development of social infrastructure, medicine, education, and the labor market. In many “migrationally attractive” regions and megalopolises, these systems are already working at the limit, which creates a rather difficult situation for both “indigenous” and “newcomers”.

I believe that we should go on tightening the rules of registration and sanctions for their violation. Naturally, without prejudice to the constitutional rights of citizens to choose their place of residence.

The third is the strengthening of the judicial system and the construction of effective law enforcement agencies. This is fundamentally important not only for external immigration, but, in our case, also for internal, in particular, migration from the regions of the North Caucasus. Without this, an objective arbitration of the interests of various communities (both the receiving majority and migrants) and the perception of the migration situation as safe and fair can never be ensured.

Moreover, the incapacity or corruption of the court and the police will always lead not only to dissatisfaction and radicalization of the host society of migrants, but also to the rooting of the “showdown on concepts” and the shadow criminalized economy in the very environment of migrants.

We must not allow for the emergence of closed, isolated national enclaves in which not laws, but different kinds of “concepts” often act. First and foremost, the rights of the migrants themselves are violated, both by their own criminal authorities and by the corrupt officials.

It is on corruption that ethnic crime flourishes. From a legal point of view, criminal groups built on the national, clan principle are no better than ordinary gangs. But in our conditions ethnic crime is not only a criminal problem, but also a problem of state security. And it must be treated accordingly.

The fourth is the problem of civilized integration and socialization of migrants. And here again it is necessary to return to the problems of education. We should talk not so much about the focus of the educational system on the issues of migration policy (this is not the main task of the school), but above all about the high standards of national education as such.

The attractiveness of education and its value is a powerful lever, a motivator of integration behavior for migrants in terms of integration into society. While the low quality of education always provokes even greater isolation and secrecy of migration communities, only now it is long-term, at the level of generations.

It is important for us that migrants can adapt normally in society. Yes, in fact, an elementary requirement for people who want to live and work in Russia is their willingness to master our culture and language. Starting next year, it is necessary to make mandatory for acquiring or extending the migration status of the exam in the Russian language, in the history of Russia and Russian literature, in the basics of our state and law. Our state, like other civilized countries, is ready to form and provide migrants with appropriate educational programs. In some cases, mandatory additional vocational training is required at the expense of employers.

And finally, the fifth is close integration in the post-Soviet space as a real alternative to uncontrolled migration flows.

The objective reasons for mass migration, and this has already been mentioned above, is a colossal disparity in development and conditions of existence. It is clear that a logical way, if not eliminating, then at least minimizing migration flows, would be to reduce such inequality. For this, there is a huge number of various humanitarian, left-wing activists in the West. But, unfortunately, on a global scale, this beautiful, ethically immaculate position suffers from obvious utopianism.

However, there are no objective obstacles in order to realize this logic in our historical space. And one of the most important tasks of Eurasian integration is to create for peoples, millions of people in this space, the opportunity to live and develop adequately.

We understand that it is not from a good life that people leave far to distant lands and often not in civilized conditions earn themselves and their family the opportunity for human existence.

From this point of view, the tasks that we set inside the country (creating a new economy with effective employment, recreating professional communities, developing productive forces and social infrastructure evenly throughout the country), and Eurasian integration tasks are a key tool through which migration flows to normal. In fact, on the one hand, to send migrants to where they will least cause social tension. And on the other - so that people in their native places, in their small homeland, could feel normal and comfortable. You just need to give people the opportunity to work and live normally at home, in their native land, the opportunity that they are now largely devoid of. There are no and cannot be simple solutions in national politics. Its elements are scattered in all spheres of the life of the state and society — in the economy, social sphere, education, political system and foreign policy. We need to build such a model of a state, of a civilizational community with such a device that would be absolutely equally attractive and harmonious for all who consider Russia their homeland.

We see the direction of the work ahead. We understand that we have historical experience that no one else has. We have a strong foothold in the mentality, in the culture, in the identity that others do not.

We will strengthen our "historical state", inherited from our ancestors. State-civilization, which is able to organically solve the problem of integration of various ethnic groups and faiths.

We lived together for centuries. Together we won the most terrible war. And we will continue to live together. And for those who want or are trying to divide us, I can say one thing - do not wait ...

GDP should succeed! There will be a change of softness in it and an eye for "world opinion" does not slow it down, but in the current conditions, it is necessary to conduct a policy more rigidly and more mobile! And about the mobility of GDP, I think, is known to everyone on this site, since it is so hot when discussing HIS person!

Be sure to get it! The history of cohabitation and a common struggle with external enemies is a confirmation of this, we are not starting from scratch ...
But education and culture need to be pulled up ...

Oh, here I think they will "put pressure on gas" - a motley, not unified society can be consolidated with an "image of the enemy", the KGB people know this. Just look at this site and the general "pendosny" hysteria among many representatives.

It seems to me that the Baltic (primarily Estonian) experience deserves more attention. Of course, it’s a shame for the situation in which our compatriots found themselves, but now Russia itself is rapidly turning into a country that is losing its traditional culture and language. Therefore, it is necessary to unequivocally give not only citizenship, but also a residence permit only after examinations in the language and knowledge of the laws.
Now it seems to me more and more that Russian-speaking citizens in the Baltic states have begun to understand the validity of the requirements of local authorities.

I think that an examination on knowledge of the laws should also be organized for indigenous citizens. And then legal illiteracy is our scourge. The less a person is legally savvy - the less ethics and culture are in him (gopnik and cattle if you want).
An elementary example: read the reviews of our tourists who traveled to Egypt at the Golden Five 5 * hotel. Tin. They come to a foreign country, get drunk, climb into the pools after 6 pm (according to their rules, you can’t go into the water after 6), and even the Egyptians call them chocks. And ours are offended after that that there is no service. All this is accompanied by a selective obscenity with stories about utopian and prosperous five-star Russia, where the service is simply extraterrestrial and, they say, chunks study with us (although everyone understands that this Russian tourist saved six months from a tiny salary for this trip, paying a rent for rotten Khrushchev )
And then abroad they shout: Russian barbarians, etc.
Conclusion: meager material wealth is an occasion to blame migrants.

Where I am leading: in order to understand the solution of the national question, one would have to cultivate oneself. I do not argue that a huge number of visitors from the CIS (in fact, this is the "bazaar") with their baggage of knowledge and skills are only suitable for driving minibuses and working at construction sites. But not all of them.
One of the reasons for intolerance is the legal illiteracy of both ours and future Eurasian fellow citizens.
Personally, I am for peaceful coexistence and tolerance.
And I’m ready to drop a bomb on Lvov - there a lot of Nazis got divorced.

The citizens of the Baltic states finally understood who really fed them and continues to feed them. Because of this, the Nazi ardor faded. They urgently remembered the Russian language and are very respected by tourists from Russia.

Well thought out balanced article. Both areas of activity and implementation mechanisms are indicated.
As for the essence of the issue, in principle I agree, but do we (the Russian people) have the right to forget about the victims of interethnic clashes of the 90s? Can we morally amnesty Chechens, Tajiks, Moldovans, Uzbeks for the physical destruction of representatives of the Russian minority? Or for the tacit support of those who carried it out?

There are many examples from history when forgiveness moved the forgiven to amazing good deeds! I can say (everyone’s personal business is to forgive or not to forgive) that on these tragic pages of the history of Russia, you need to learn to avoid repeating the pre! Exactly, do we have the right to forget and amnesty for the destruction and extrusion of Russians of those who now fill Russia with national communities and societies and are not going to assimilate at all - they sneeze at local traditions and Russian culture, boorishly demonstrating this sneezing. VV himself notes the failure of the policy of integration of migrants and their assimilation in the society where they came to earn money. It is NECESSARY to change the migration policy in Russia - it’s a pity that this is V.V. does not understand!

Dear baskoy, in modern history, neither Chechens nor Tajiks were massacred in Russia. While in Chechnya and Tajikistan it was. It was not just people who disappeared there, but entire villages (Chechnya) and microdistricts in cities (Tajikistan), where representatives of non-local nationalities lived compactly, all of whom were called "Russians."

... "When political bonds of public order broke down, the country was saved by the moral will of the people." Here is the golden glory of our historian, the basis for the formation of our national idea, which we so cannot define for all these years!

... Stop feeding the Caucasus ...- the issue is very sharp, nervous ....- it is difficult to understand the Russian citizen from the Volga or Ural provinces why billions go to one (moreover, it turns out that it’s not from the federal budget, but Allah filed), and make ends meet ........
With all this, there is no other way out of the impasse .... at least at this stage. If we cannot "defeat the" Caucasus "by military means (of course, due to political factors), then we have to pay in money ... for relative stability in the region.

Sorry, why then, from your point of view, should the Urals feed the Ulyanovsk Region? Redistribution of income is a normal function of the state.
You repeat the mistake of the Bolsheviks, who argued that since only the working class and the peasantry create material wealth, then they should only exist. But in fact, it also requires intelligence, and managers, and traders who do not create wealth. Naturally, I do not conduct direct anology between classes and regions. But geopolitically, Russia benefits from the presence of Chechnya, Ossetia, and Dagestan. Agree that sometimes a higher price is paid for geopolitics.

Namely, these enclaves were and remain criminal gangs. Privileges for Georgians are Stalin’s business. "The pivot that holds the fabric of this unique civilization is the Russian people, Russian culture."
    -----------------------
It turns out that this is not a Russian civilization, but a Eurasian one, with a "core", you know. Again they are driving us in the USSR. And in the USSR there was a lot of good things, but not a national policy. The Russians are again a fastening solution between bricks. Therefore, the Russians in the constitution can again not Mention. Again it is proposed to create an anti-Russian Ministry of Nationalities.
It turns out that the Poles from the Kremlin were not driven out by the Russian people, but by the "civil nation" from many ethnic groups.
"The Russian people are state-forming - by the fact of the existence of Russia." It was not the Russian people who created the state; it arose by itself, but the Russians were there a paper clip "in fact." Strange statements. By the way, in the USSR (= the Russian Empire), Russians were the connecting link. And in Russia there are 80% of us. Feed the brains to chauvinists- national men can be in five months. Experience can be borrowed from Stalin. But this tovarischi "Eurasians" do not wish.
Again, Russians are divided into red and white. That's all, the division is over, do not dream. The nation is already united. For the whites, we now have Jews, who make up those 5 percent of the population that live as "white" people. But the army, in which case they are will not defend.
“We must not allow closed, isolated national enclaves to arise in our country” - It is curious. They have existed in the Caucasus and Central Asia for twenty years. Is it weak to make regions instead of national republics - Kazan there, Grozny, Nalchik, Yakutsk? Weak. But Russians enclaves - no. Terrible fascists will start. But what enclaves in general? This is our country. No national enclaves. Governors General. So it was and so it will be.
Ethnic crime on corruption, they say, is booming. And who are the officials? Russian count on the fingers.
The full impression that the article is not addressed to the Russian people, but to citizens of "democratic" nationality, to whom the prime minister is trying to justify the need for concessions to the Russians, not even concessions, but declarations of concessions, while making a beautiful appearance in front of the people. He does not want to understand that Russia is not the USSR. . Or it cannot.
However, there is a roll. Already the Russians have appeared as state-building. They are afraid, however. They are afraid of their own and ours. Only they cannot sit on two chairs. And there’s only one choice, either with us or the Hague. It’s time to choose.

It turns out that the Poles from the Kremlin were not driven out by the Russian people, but by the "civil nation" from many ethnic groups.

Excuse me, but where are you representatives of the same Finougorsk tribes Delhi? Who lived, for example, in Murom? Or Moscow Tatars? So whatever one may say, then there really was a "civil nation".
And who are the officials? Russian count on the fingers.

Most of the officials are Russian, there are Ukrainians and Tatars (judging by their last names), representatives of small national groups (we have Mordovians in the Urals), there are only a few Caucasians, and not everywhere, even in the police (we don't have them). There are more Kazakhs, but very few compared to Russians.
By the way, it is in the USSR (= Russian Empire) that Russians were a link.

The USSR is not the Russian Empire.
For whites, we now have Jews, who make up the 5 percent of the population who live as "white" people. But the army will not defend them if something happens.

And how do you feel about Lev Yakovlevich Rokhlin? To one of our best generals and by nationality a JEWISH?

Which lived let’s say in Murom?
        -----------------------------------------
Murom from the 12th century became Russian (or "Russified" there, which is the same thing). You are still antes, polyans and Krivichi remember. Umora, by God.

        Or Moscow Tatars
        -----------------------------------------
In the Time of Troubles, the Tatars fought on both sides, it is not known which one is more.
        Links are darkness.

Most officials are Russian, there are Ukrainians and Tatars (judging by the names)
        --------------------------------------------------
Our officials in Moscow are all Jews. With different surnames. Maybe the Urals are more fortunate. I hope so.

The USSR is not the Russian Empire.
        -------------------------------------------------- -
But the Russians are the "connecting link" here and there.

And how do you feel about Lev Yakovlevich Rokhlin?
        -----------------------------------------

You mentioned the word "Russified", but we have a lot of Russified nationalities, if you call for the mono-nationalization of the country, where will you go to these people? Either forcibly drive into the "Russians" what they want to tell a lie, or evict (destroy) together with the non-Russianized.
We really have almost no Jewish officials, Tatars and Bashkirs are much more.
In the Russian Empire, Russians were not a link; there was no national question at all.
You are wrong about Rokhlin, I had the honor to serve under his command as an "untrained private". In vain I just went into politics. It is very interesting who else is a Jewish general. Shamanov, Troshev, Kazantsev are not.

            1) Russified nationalities, who consider themselves Russian in several generations.
They simply speak Russian of other nationalities — not Russified, but simply — I do not like this word — Russian-speaking Yakuts, for example, Tatars or Kalmyks.
            2) I did not call for mono-nationalization. But the destruction of national republics and the creation of provinces. National republics are a time bomb. Then, according to the UN criteria, Russia is a mono-ethnic country, 80% of Russians, whatever government officials weave.
            3) There were subjects in the Russian Empire. A synonym for citizens. But the Russian people connected the whole empire.
            4) Rokhlin did not know, but you, being an ordinary, were unlikely to be friends with him.
Of the generals offhand Grachev, Makarov Jews. I do not want to delve into the issue.

I would not say . Of course, no one dances under a pea. but do not forget the language and teach children. we can take Russian as a second foreign one and pass it for a certificate (which is not a little at a system of scoring points for a certificate). And the songs are sung in restaurants and the local channel is in Russian. It all depends on the attitude of parents to Russian culture. in the 2nd generation, everything is much more complicated, but in the 3rd, I think only a few will preserve the language. And this is not only for the Russians, for everyone. We have a lot of people here mixed up, but the problems with the language (country of arrival) are the same

In this I agree with you. Sovkovskaya reality, taught us how to survive and adapt to any conditions. In Israel for 20 years, immigrants from Russia have advanced and assimilated faster and better than anyone. There is absolutely no doubt about it. At the same time, the bulk have become quite tolerant and tolerant people. And I'm talking about almost 1 million. who arrived (over 20 years) almost 20% of the country's population. You know, I noticed (and I have enough friends in Germany, Canada, the USA) when crossing the border all this extra soviet pathos disappears somewhere, giving way to a desire for normal human values, family and understanding of other groups of the population (not coinciding with you in their views and orientations).

In order to solve the national question it is necessary:
    1. The law should be one for all,
    2. A person in his homeland should be able to earn a normal life for himself and his family.

As I understand it, no one has been properly involved in national politics in Russia for 20 years.
What caught my eye was again a lot of words - must, must, we need. I haven’t found anything concrete. Therefore, I repeat one of my favorite sayings - fog in my head - fog in the tongue ...
One thing is certain, Russia is the state of many nations. We can’t live otherwise. We either bend ourselves or eat us.
Now is the time when the rules of the Soviet national "community" have sunk into oblivion, and there are no new ones yet ... There is no single idea, there is no common goal that united different peoples.
Do not forget that the Russian Federation was a very powerful locomotive and this is very important! From the Russian Federation were considered and respected. Around the Russian Federation united ...
I want, finally, to see the SPECIFIC program in numbers, surnames of responsible persons, nat. question from the candidate.
And a separately spelled out clause clarifying the definitions of "Russian people, Russians"

Moreover, the author himself notes that the solution of the national question depends on the quality of the work of the legislation, it is actually obvious that it is impossible for a country of uncontrolled bureaucracy to defeat clannishness, community and, accordingly, national crime, and even more so they cannot be defeated by a set of general phrases and arguments on the topic "we will work on this "(we will create a couple of hundred more senseless committees of" lezginka and balalaikas "to employ the children of officials) ... in general, it would be better to return the confiscation of property for economic crimes and strict control over the income of civil servants, you see, the national issue would no longer need to be solved

A curious comment on this article from http://nomina-obscura.livejournal.com/:
I read Putin's article about the national question. There are many, so anyone too lazy to read, a brief summary:
    1. Russians are a special special spiritual people, who are not entitled to self-determination (as it is written). The nation state is a fascist provocation (it is also written so). To consider the economic and social benefits of the Caucasus as part of Russia is a fascist provocation (as it is written). In general, any attempt to sit down and calmly calculate the civil rights and profits available to Russians from other nations is a fascist provocation (as it is written). Down with European rationalism, give pain and madness! (not written like that, but implied) The "special Russian cultural code" is constantly mentioned (my guess is IDDQD).
    2. It is necessary to form a civic identity based on the Russian one. At the same time, in the process of assimilation, the new Russians should not be allowed to forget their ethnic and religious identity. That is, a Chechen must become a Russian, only we will constantly remind him that he is a Chechen and, moreover, a Muslim. How he will then become Russian is unclear, and in general, the erasure of ethnic and religious identity is the first step in any assimilation program, but since this is a pre-election crap, what difference does it make that he contradicts himself. To match Islam with Russian secular humanism on the basis of the Christian picture of the world - I will think about it tomorrow, that is, never. All the same, you are stupid bandersha and blogs, and never ask about the essence of "Russian civil identity", I will just do magic passes with my hands in front of your eyes and you will immediately forget everything. Click! Have already forgotten. Next item!
    3. We will not introduce visas with Central Asia. No, we will not introduce. But still we won’t introduce it. And the third time we will not introduce. Do not enter, do not enter, do not enter. IDDQD, forgot! You calm down, your eyelids become heavy, your problems go away from you, 12 migrants slowly dissolve in your head, you are standing on the riverbank, a warm summer breeze rattles birches, spirituality shines from behind, there are no migrants, but there are none because I'm Putin and I chatted this question. The next item!
    4. In total, we need more migrants, it is bad to count the Caucasian money, there will be no nation state, there will be no national identity, there will be no fair elections, the Russians have a special cultural code, after typing which they shut up and begin to believe my promises that are not even mine, and general reasoning in the spirit of "It would be nice if the rolls grew on the trees." Who is against the buns in the trees, right? Are you against buns and want specific promises, proposals and projects? Easy! IDDQD! I will type this code as much as necessary, because my name is Vladimir Putin, I did not give a single promise, did not put forward a single proposal, did not offer a single solution, but I wrote many thousands of signs of a weakly patriotic (not even a strong patriotic, a person with cold fish-eyed tiredly imitates orgasm and patriotism) crap, which boils down to the ingenious thought "I am for all good against all bad." An important point - I wrote it in such a tone, as if I had just come to power, "What are you boiling about, guys? Putin has some kind of prank? Well, business! years engaged! ". Who ruled all the previous 12 years is not clear. The State Department, I guess. They brought the country, damned Americans. But nothing, Putin will fix everything, though he still doesn't know how.
This text is the apogee of Putin's vacuousness, the only meaningful moment is adherence to the Soviet concept of multinationality. ALL. There is nothing else there. Chatter, chatter, chatter, tons of non-binding chatter ("The law enforcement system must work well," "the horse is oats," "and if an elephant and a whale fight, who will collect whom?"), Tiresome, tedious, exhausting. No flamboyant rhetoric. No jingoism. No patriotism. Nothing but boring soviet bubnezh.

I tried to read the article carefully. But the further I went through the text, the more questions arose. By the end of the reading, I think that the most important question was finally formulated. Vladimir Vladimirovich, if my memory serves me, YOU HAVE BEEN AT THE TOP OF POWER FOR 12 YEARS, AND THAT HAS BEEN HINDERED YOU EARLIER TO SOLVE THE QUESTIONS YOU PUT. Who prevented the removal of the destroyers of education? Or were you busy at the gallery? And there was no time for that. With whose approval did the Criminal Code appear in 282, according to which Russians are now being pressed, not Chechens or Tajiks? Who filled the TV channels from morning till night on STATE TV: murderers, pedophiles, perverts, corrupt cops and other moronicism? What kind of preservation of the core of the nation - Russian culture can we talk about if "Dom - 2" and other moronic programs are on TV, if radio and TV propagandize the vocabulary "Ellochki are cannibals", if students on the Unified State Exam do not demonstrate knowledge, but play a guessing game ... And there is much more to list. And the awakening self-awareness of Russians and other peoples of Russia - you call them "condoms", "banderlog" and "fascists". First, cleanse your government of the enemies of the Russian and other peoples of Russia, and then we will think about how to solve the national question in Russia.

Without tricky words with scientific plaque and without verbal husk, Putin set out a simple and clear view of our past and a look into the future. With this message to the voter, Putin says very simple things, freedom, equality and fraternity. What familiar words, so many of you will say and be right! You can “hammer” these words in Yandex and see the definition of what it is about. Great words of the French revolution! The words, of course, were very good, but thoughts and deeds are still different. France, in the person of its people, wanted to get all these simple definitions at once and that's all, so in the end it turned out, the people got what they wanted. Screamers and heralds, for national happiness and prosperity, always at the top of the wave with foam, such expressors of popular anger are immediately and there are very, very many of them. France at first received a complete free will, power was shared by all interested persons from the local bourgeois to the feudal lords, at times taking all peasants and urban inhabitants as their allies, but everything remained the same, but the slogan remained the same: “Freedom, equality and fraternity " Then France received a number of small tyrants-revolutionaries, and finally the real dictator, Napoleon, came to power, and the dictator also waged wars of freedom, equality and fraternity in all surrounding countries. All of Europe should have been happy with France, and no one could escape from common, freedom, equality and fraternity. The results of the burning desire to make everyone happy and show the path to freedom, equality and fraternity have long been known to all, these results are studied in history lessons in schools and universities. The result of the revolution for France itself was complete disappointment and emotional desolation, in everything! During the turbulent revolutionary transformations and “liberation” wars, famines and diseases, the population of France decreased by more than 10% of the pre-revolutionary population and this, despite 20 more than a few years after the start of the revolution, people everywhere multiplied the same way, at that time , in Europe. The revolution was accomplished, the population of France was thrown into the furnace of the revolution, and those slogans and ideals that were raised above the simple Jacques and Marie were trampled and torn, everything returned to its former circles. The power remained virtually the same and only a leisurely flow of centuries of history brought France closer to its historical ideals. Revolution or evolution, what to prefer! Nature chose evolution! And man often chooses a revolution! Or is the choice of nature in favor of man a choice of revolution? This excursion into the recent past of France is instructive, but even more instructive is the lesson presented in the history of Russia, we have something to remember. Almost a century has passed since the 1917 year, and the wounds are bleeding all over. The wounds are bleeding, and there are a lot of people who want to pick up these wounds as quickly as possible, the “revolutionaries” are working out their shekels and 30 silver coins. The work of various "gevolucioners" is well paid for by their real homeland, here they are temporary workers and only for the duration of a business trip to destroy Russia, and if you say that to the "gevolucioners" the screech rises immediately, we are the conscience and mind of the nation, and the rest of the people (rabble and cattle ) can’t even think it, all the brains are drenched, and dare not. We have already decided everything for you. These “rulers” of thoughts, as they consider themselves, see no equal, to their beloved, with their opinion: Our opinion is correct and unique and we know better what “our” people need. But the people are in their understanding, a synonym for cattle, and it is written on their faces. But the time of the "revolutionaries" is passing, and they and their masters are in a hurry. This “face” of the people distorts the foundations of the existence of the Russian people and the whole history, Lenin and Trotskyist successors-decisors of the fate of the Russian people and the entire Russian Empire, then called and destroyed the “prison of peoples”. As the country collapsed, camps for the people were created all over the country by themselves, and the rulers and executioners in these camps were all fit, fiery “revolutionaries”, well, it happened. And actually, why it’s a matter of selection and why it happened, it was a deliberate decision of the entire revolutionary kagal, to get such an inheritance in their hands and not keep it - this is the height of stupidity. They will object to me why there were only one Jews, there were other nationalities, of course, there were others, only in the form of “wedding generals”, and for the appearance they were not the most intelligent, but as V.I. wanted. Lenin, ordinary “cooks”. Well, those who are poorly versed in history can check with their own hands, by a simple method, we are looking for comrade. Trotsky and his orders on the organization of the camps, then you can start watching from the Elephant camp on the Solovetsky Islands, we are looking for the total number of camps and their superiors, and even more interesting are the shooting threes from the 1918 year to the 1937 year. Then one can trace the fate of these “revolutionaries”, how later these - executioners, camp leaders and troika troopers suddenly became victims and how the whole “memorial” mourns them, again with all the kagal. And it was Stalin alone who was to blame, and we have nothing to do with it, it just so happened. Even poor A. AND. Solzhenitsyn in his documentary work, “200 Years Together” (not everyone can handle it, it’s more a surname), began to count in detail and with a precision of a comma, but how did “revolutionaries” strengthen their power from and to. How power was seized in the army, how it was strengthened by the leading “revolutionaries” from their kagal. How power was seized in cities from the smallest to the largest, everywhere strengthened.

Since then, culture has not come out of the occupation, it will not break through, it will be stopped at distant approaches, and those who dared to speak out against it, the “revolutionaries” from the culture, will immediately bite and trash, they are masters in this. We should listen to Putin’s words, and he says bluntly, about the rejection of the facts of fraternity in our lives, from the economy and culture, and to government in the national republics. You need to think about how to return a simple Jewish guy, such as Dmitry Bykov and others, to simple but noble work such as a tailor, even a good tailor, watchmaker, barber, shoemaker, tinker, and many different good professions, just do not forget your the past, and those who do not remember their past or do not want to remember their past, will be very disappointed. The national question is in the forefront in Russia, and intolerance in culture and national fraternity should be eradicated. Culture must be freed from the occupation of national communities, first of all. The second point can be put on print and television, they also require liberation from the invaders and the dominance of national fraternities. It is here, the press and television, that incite national intolerance and incitement to hatred, to pit the people of Russia against each other, and this is done quietly and quite decently, turning and twisting facts, making black out of white. The goal is one, in any way to hide the truthful information, focusing on tertiary matters, leading the main problems away from attention. So in a nasty way, hissing and spraying poison everywhere, the population is fooled. A simple thing is instilled into the population, it turns out that Putin and his gang have stolen, and the gang includes all the Chekists, the entire police, the entire army, all the Ministry of Emergencies and the cooperative “Lake”. But it turns out the whole country with tears in her eyes recalls the 90 years, as it was difficult for everyone, but we were all happy. True, everyone was happy in their own way, some with brown bread, or even without it, but others were just a little lucky. But all the “Family” and close family of “Semibankirshchiny”, as if were happy. The country was successfully robbed, as in the 1917 year. All 90 years there was a preparation for national prosperity, a little bit was not enough. And our “popular” intelligentsia, in the 90 years, suddenly wept sharply, the state does not give money. And why should the state give money to theaters. Where in London or New York there are so many state theaters, and we have hundreds across the country. Are there any state theaters there? There, after all, the market decides everything, and why we have a state. After all, all our film and theater artists wanted to have royalties in the West. And if you want everything, here you are, take how much you take away the fees, everything is in your hands. Personally, I myself had to watch a picture in 90, near a hardware store on Taganka, a little man was selling electric bulbs, there was always a box with lamps at his feet and he offered them to passers-by in a simple way. At first glance, I recognized him as an artist, albeit not very famous. That's how many artists traded. But blessed and happy years have passed, the hard years of Putin’s cruel tyranny have come, the artists and creative intelligentsia are “almost impoverished,” the state gives them little. And almost all the money in the film industry is actually state-owned and the squabble comes from money, and not from moral principles, there are few of them. And our artists have small privileges, not everyone of course has the opportunity to get apartments from the state for free. Even if the artists have been littered with the last few millions, they will not refuse freebies. Do you have such an opportunity? There are theaters and they pay salaries there, even if you are not busy in the repertoire, where can you see this in the West, this is communism! Our all, in the person of the “creative intelligentsia,” managed to fulfill the dream of a simple Soviet man: to work as in the Union, and to receive salaries and fees as in the West. No, it’s definitely Communism !!! Not for everyone. They will tell me right away, they deserve it, but of course they deserve it. But only Aunt Manya and Uncle Petya did not deserve it, although they plowed all their lives and would not pay them without work. But now ask them, ours, everything how you lived, so they all will answer at once, it was the most-most, well, just the most-happiest period in our life and it just happened at the dawn of democracy. Now all, with rare exceptions, the intelligentsia and the "artistic bohemia", it has become unbearably bad to live in this totalitarian Putin's Russia, he is to blame for everything. And most importantly, he overshadows all the stars from the "elite", in the light of Putin they fade.
All the issues that Putin raised in his opinion to become important, each point can be resolved technically, either this way or that - this is only a matter of time, everything is solved.
But problems in people's heads are much more difficult to solve.
Everyone knows the famous dictum “Devastation is not in closets, but in the heads”. (with)
That’s what the main work will be directed at, the devastation in the minds, and this is history, literature, pedagogy, school. And the school itself and the textbooks will have to be liberated, all from the same occupation, Soros chicks and their selection products, just now they are crawling out. But everything is in our hands. You can fix everything.
The time has come to educate the citizens of Russia, now there is no hunger, and there is not enough spiritual food. No, of course pops are piled up, on every corner. Everywhere there are only “stars”, from pop music, literature, art, all the sky in these stars. But upon closer inspection, it turns out that this is an optical illusion. It’s just that someone well covered the real starry sky from the gaze of people, it is covered with a black cloth with sewn sequins, but if you remove this cloth and the stars will shine in the sky. The stars were always there and never disappeared, just the stars are eternal !!! (c) Pirmanov

Article Russia: the national question is wonderful. In it there is not a single word with which it was impossible not to agree. If it were signed by any of the publicists or other members of the press, I would be ready to kiss him. But beneath it is the signature of Prime Minister Vladimir Putin. And this immediately changes the approach to article perception. The publicist acts on society in a word, and there is no other instrument in his hands. The chairman of the government holds the entire state apparatus. And the prime minister should write a report at the end of his term. In this report, I would very much like to see numbers characterizing how many enterprises appeared in the national lands during the reporting period. What products began to be produced at these enterprises. How many jobs are there. How many people remained in their small homeland to work in these enterprises, and did not go to work in Moscow and St. Petersburg. And what is the concrete contribution of the chairman of the government in the appearance of these jobs. What has been undertaken by the government in the field of finance and lending, including in national lands. And all this with figures, with corresponding links to specific government decrees, and reports on their implementation. In general, let it be written in a boring language in the style of the reports of the Central Committee of the CPSU for the next congress, but on business. And if such a report would have been written in a lively, boring language, then there would be no price to it. I agree, perhaps such information has already been submitted, but it seems to me that it is smeared with a thin layer on television news, newspaper pages. I ask you, Vladimir Vladimirovich, exert the efforts of your assistants to copy such a report, connect your friend Boris Akunin, who is hiding under the pseudonym, for literary processing. We honor, focus, and possibly give our vote for you in the upcoming elections. And you encourage our president for another 12 years and as a bonus, another 3 years is possible.

Putin says that such a concept of Russia as a national state of Russians should not be, if this happens, it will be the beginning of the country's quick decline. Russian himself, I live in Kazakhstan, here too, sometimes I raise patriots with similar patriots, they can be understood, the Kazakh language competes with Russian and does not always win, but thank God, the majority of sane people. Russia is strong in the number of its peoples, it is necessary to accept it and make it its dignity, it is necessary to start with oneself, not to give a bribe to the traffic cop, to decide by law - this is the fight against corruption, to stand up for the weak, to help the disabled person - to destroy social discord. The discord between the peoples has never brought to good, look at the USA, the Negro will never go into the Latinos quarter and vice versa, we don’t need this, we need to build a policy like in the union, my whole country is my homeland, then I think many problems will disappear in principle.
