Everything will grind, but the skill never

General Director of the Central Design Bureau of Apparatus Engineering (CKBA JSC) Viktor Sigitov has been in the enterprise for more than 30 years. He started from the bottom. But in a difficult time, in 1999, it was he who had to take the burden of responsibility for the entire workforce.

CKBA leads its history since October, 1969, when the Special Design Bureau (SKBTM) was established at the Tula plant of precision engineering to manufacture a completely new product for those times - training equipment (simulators) for training operators and calculating the guided weapons systems of the Ground Forces.

Then the air defense systems "Igla", "Strela", anti-tank complexes "Konkurs", "Fagot", "Metis", "Malyutka" appeared. With the expectation of these developments, the enterprise was created, which since 1974 gained independence. The team in a short time mastered the serial production and delivery of simulators to the troops for anti-tank gunners, tank and anti-aircraft missile systems.

In parallel with the training theme, a new direction was developed - the design of electronic equipment, radio engineering, and television control systems. The main result of the company’s activity at that time was the creation of a radar control system for the all-weather multipurpose anti-tank complex Chrysanthemum-S.

Thanks largely to Viktor Sigitov and the company's management, in the difficult 90, it not only survived, but also preserved the scientific and technical potential, invested in the creation of unified computer simulators for the preparation of modern high-precision complexes weapons. This made it possible, from 1998 to 2006, to supply 17 unified simulators based on modern computer technologies to the Armed Forces of Russia on the basis of modern ATGM Metis, Konkurs, Kornet and others.

Since 2004, the development of weapons systems for the Pantsir-S1 ZRPK has begun here, in particular, equipment for transmitting commands to the rocket and putting it into the beam of the optical target tracking system, manufacturing radio transmitting and receiving systems, a single-pulse antenna array irradiator, signal emitting unit with Doppler frequency shift.

This made it possible to start mass production of components of the MRLS for deliveries to foreign customers and to the Russian army. Foreign contracts also included cool and mobile simulators for the preparation of the calculations of the ZRPK Pantsir-S1, guided weapons complexes Krasnopol and Berezhok. In 2010, a radar module (RLM) of a target detection station for the Pantsir-С1 ZRPK was created and launched into the series.

In 2011, the company started producing simulators for equipping the country's first brigade combat training center. Radar surveillance designed and manufactured radar surveillance for security systems of particularly important public facilities.

Today, simulators are manufactured for the crews of infantry fighting vehicles and tanks: BMPT, BMP-2, BMP-3, BMD-2, BMD-4, T-72, T-80, T-90, artillery systems. D-44, 2C3, as well as for simulators training specialists in artillery units of the heavy flamethrower system TOC-1A and others. And not primitive samples, which have been seen in Soviet times, but high-performance computer complexes with a highly realistic visualization system.

He walked through the shops and saw how enthusiastically people work. Perfect cleanliness, the realm of electronics, the latest machines, laser cutting of metal.
“We put the simulators in at least 30 of the countries of near and far abroad,” states Viktor Sigitov. “And today, where the Pantsir goes, our equipment is also ordered there.” It was the export component that gave us in the past years the profit that allowed us to get on our feet and successfully develop. But in recent years, the state defense order has grown, the volume of which is 80 percent. ”

According to Sigitov, now the company has 1600 highly qualified specialists. “It all began with the mill,” the director recalls with a smile. “Once there was an old mill on the territory of the Maslovskaya industrial test site where we are located.”

In 1999, the company experienced a crisis, only 2500 remained from 340 employees. And now the youth is breaking here. They take a competition from the University of Tula - 20 – 30 people annually. Forging a fusion of maturity and youth. There is no staff turnover, the average salary has grown to 45 – 47 thousand rubles.



CKBA is entrusted with OCD, which opens up good prospects, including in the main radio engineering direction. Among the latest developments is a radar module with an active phased antenna array of a target detection station for the Pantsyr. The new AFAR will allow, in particular, to double the range of target detection of the Pantsir-SM ZRPK, which is in the testing phase. As the first deputy general director and chief designer of the RTS Alexander Khomyakov said, the station will detect small targets at distances up to 70 kilometers, and airplanes up to 100 kilometers. In the CKBA, the Pantsir-SM ZRPK also developed a multifunctional radar station with a phased antenna array. The product is complex, suffice it to say that there are only about 40 thousands of phase shifters in it. When using it, the range of fire will increase to 40 kilometers.

Among other experimental developments of the TsKBA is a sea-based detection station.

For the first time, TsKBA produced an experimental batch of ground-based and airborne targets for the Kornet-D1 ATGM (based on the Tigr vehicle). The identification system allows you to detect air and ground targets at a distance of 15 kilometers.

One of the promising developments is a probe-free meteorological measurement of the wind profile, made to the order of rocket forces and artillery. Until the end of 2016, it will be certified as a measurement tool.

High competence enables the enterprise to successfully solve current tasks and work for the future. There is no load of old concepts, which facilitates a creative search. In general, the products of CKBA JSC comply with the highest international standards.

"Boxes" for "Almaty"

In 1996, Russia was invited to the first Eurosatory exhibition in France.

“Your humble servant was part of the delegation of the KBP and sheikhs, foreign military experts, walked around our exposition,” recalls Victor Sigitov. - For the first time, a simulator was shown there for training Cornet operators. The French became interested and offered to cooperate with the Thomson company, but CKBA signed an agreement on the creation of ATGM training equipment using computer technologies from the Russian Ministry of Defense. Since then, 20 has been involved in simulators for the Ground Forces for years. They are also created for the newest armored vehicles: the Armata, the Kurganets, the Boomerang.

Externally, the simulators look like ordinary iron boxes. But the main secret is inside. I was forbidden not only to enter, but also to photograph. Just see what is called, with one eye. It was possible to notice that in the simulator several displays in a row, as, apparently, in the tank "Armata", the most modern means of communication, mechanization and automation, thereby simulating the real combat situation. Moreover, the simulators are very reliable (they work on 8 – 16 hours per day) and are easy to operate, which allows operators to learn and shoot at mobile targets during the week.

“The simulators are designed, manufactured, factory tested and are waiting for the state,” explained Sigitov. “Upon their completion, they will be mass-produced.”

Simulators for the Pantsir ZRPK can simultaneously provide for the preparation of calculations for six combat vehicles at once. Radar, thermal imaging and video environments are being created for them. That is a complete adaptation to reality. The central machine itself finds the targets, distributes them between the calculations. Calculations of combat vehicles begin to defeat the set goals.

In the huge hall (workshop) there is a strict situation: clean floors, white coats of employees, bright daylight, huge displays on the wall, where information is displayed, say, about the target and the grenade launcher shot. It is evident that the company is on the rise, performs a large number of OCD, young people have also reached out here, and old cadres who have not lost their qualifications are returning. It is felt throughout all that people are not serving a number, but working for the future. Not for nothing, apparently, in the shops of these enterprises all the time did not leave the feeling that I was in a super-modern European enterprise somewhere in Lyon, and not in Tula.

In the Central Design and Research Bureau of Sports and Hunting Weapons (TsKIB SOO is a branch of the Instrument Engineering Design Bureau JSC), the pulse of time and the challenges of the epoch are also keenly felt. For the first time in the world, TsKIB SOO proposed, developed and put into service a system of active protection of tanks - from hand grenade launchers to ATGM. There is no such weapon in any army.

A unique dvukhsredny special automaton (ADS) was immediately created, which will be supplied under contracts to the Ministry of Defense, the Ministry of Internal Affairs, the FSB, the Rosguard, and other security agencies, as well as for export. According to Alexei Sorokin, director of the TsKIB SOO branch, mass production will begin in 2017. Already received a large number of applications, including from abroad. The amphibious assault rifle is capable of firing both on land and under water. A unique modification is ready, which so far is not intended for wide display at all.

It also produces the original submachine gun PP-2000 and GSH-18 - the easiest in the world. I, as a stock officer, especially liked him. It is very convenient to hold in hand, therefore, and take aim. The mass of the gun - only 490 grams. The magazine contains 18 cartridges, including a special 7H31 armor-piercing cartridge, which pierces ten millimeters thick steel sheet at a distance of ten meters. By the way, the name was given to him by the first letters of the names of the developers Vasily Gryazev and Arkady Shipunov.

Extremely popular, in demand in the army is a grenade launcher with the original layout and pump-reloading scheme GM-94. He enters the Armed Forces under the LPO-97 nomenclature and is intended mainly for combat in urban environments, has a thermobaric shot.

A lot of orders are also on a grenade launcher mounted AGS, which weighs only 16 kilograms (for comparison: the best American mounted grenade launcher weighs 47 kg). It is resistant to shooting, easy to manage. And with the use of the PAG-17 sight, the effective range of fire increases to 2100 meters. Already there are upgraded samples in which characteristics are significantly exceeded, a new grenade is made.

They work in TsKIB SOO and on a promising sniper complex (weapons, aiming, ammunition), which will include the OTs-03 sniper rifle. Its size is only 90 centimeters, which distinguishes the sample from the long-barreled SVD. Next year it is planned to complete the test.

It also produces a sports rifle MC 116P, which became the best in serious international competitions in shooting at 800, 900, 1000 yards. It is in great demand, but for the time being it is not necessary to talk about an increase in production, since all capacities are loaded with the implementation of the GOZ. Although the expansion is already engaged. As the head of the company, Alexei Sorokin, said, within a few years TsKIB SOO will enter the production of 8 – 15 thousand units of civilian products per year.

Samples such as the special revolver OTs-38, a two-medium automatic automaton, and some others have no analogues in the world at all. In general, today in the production is about 40 promising developments: means of destruction, military weapons, civil nomenclature.

Selection by "Competition"

Tula Arms Plant - the oldest enterprise in Russia. Like him - units in everything in the world. From the first days of its existence, the plant issued for the army a full range of small arms and cold arms, became a reliable arsenal of the Fatherland.



Today, a large-scale modernization is underway: new buildings are being built, the shooting complex is being reconstructed. Work continues to improve the IT infrastructure, earned a modern fault-tolerant data center. The first building of the mechanical assembly plant was commissioned, where modern workplaces were created, which made it possible to attract talented young people. At the expense of the enterprise, personnel are being trained at TSU and MSTU “Stankin”. While in Tula, he witnessed the ceremonial opening of a physical and mathematical school named after the outstanding gunsmith Arkady Shipunov.

The main products of the company are high-precision anti-tank missiles with a tandem warhead 9М113М designed to destroy armored vehicles equipped with dynamic protection; nine-millimeter small-sized machine guns, having the size of a submachine gun, but in terms of effective firing range are much superior to it and affect manpower, unarmored equipment at a distance of up to 200 meters; nine-millimeter assault rifles, special loudspeakers, and special sniper rifles, VSS, with an aimed range of 400 meters, designed for silent, flameless firing.

“98 percent of the company's revenue is made by our Konkur anti-tank guided missiles and others. "Competition" - quite an age product, but also the most popular. Its characteristics are still satisfied with many armies of the world, including the Russian one, - notes Ilya Kurilov, General Director of PJSC "TOZ". “For this rocket, there are virtually no unattainable goals, there are only limitations related to the design that was laid earlier, in terms of firing range and power.”

But for the “Competition” ATGM, deliveries of a modernized missile with a tandem warhead and an extension mechanism capable of overcoming the dynamic protection of modern tanks had already begun. The range of defeat rose to four kilometers (in the American FGM-148 Javelin - two kilometers). Office of the wire line. Penetration - 800 millimeters. This is the thickness of the armor of almost all modern tanks, including the Abrams, Merkava and others.



To expand the line, the plant put into production the main components of the already new product, which is firing at a much greater distance, has another power, physical management principles. In particular, in accordance with the existing and prospective contracts with AO KBP, the first serial batches of parts and parts of the 2016М9М-133 Cornet-M were manufactured in 2, Kurilov explains: “Planned activities for the development and preparation of its modifications with a range of five and ten kilometers. Products are sold both to the state customer and through the PTS line ”.

Two more new products were put on production in the 2015 year - an upgraded special rifle and an upgraded special rifle special. Now there is a good demand for them, including along the GOZ line. They are so good (he shot, I confirm) and, alas, they are secret that they are not delivered to foreign customers. But there is already their modernization. Under the program "Warrior" released a new product, which is adopted. Its characteristics are improved relative to previous samples.

Recently, the Tula Arms Factory has purchased more than 100 modern CNC machines that produce products. It is not surprising that over the past five to six years, the company's revenue has grown by a factor of 11 and is about ten billion rubles. There are social programs at the plant, a new sports complex has been built, football and hockey teams have been created. Thus, the problems that the plant experienced in 1990-e - the beginning of 2000-x, behind. TOZ today is among the ten best enterprises in the country, many of the weapons models produced here have no analogues.

And the management plans are already connected with new orders and the final re-equipment of the plant.

15 years and all life

Nevertheless, the production and the shops of the subsidiary enterprise of OJSC KBP, JSC Shcheglovsky Val, are most striking. Not only because it is one of the most modern and computerized enterprises, which these days turned exactly 15 years. But also because several years ago I already managed to come here when the leader and legendary designer, developer of automatic small arms of aviation, sea and land-based, Academician of the Russian Academy of Sciences, Doctor of Technical Sciences, Hero of Socialist Labor Arkady Georgievich Shipunov was alive.

Then he saw how much soul and love he invested in his offspring, with what kind of respect and respect the vice-premier of the Russian government communicates with him. Perhaps, thanks to Shipunov’s foresight, his efficiency and foresight, the enterprise was able to survive in the 90s and rise to its full height. But for this it took the last 15 years and the whole life of Shipunov.

Shcheglovsky Val JSC initially focused exclusively on products of the PCP. Today it is a steadily developing enterprise equipped with modern high-precision equipment and staffed by highly qualified personnel, which is headed by General Director Vladimir Popov. This is a new modern production site of the KBP, where work is being done on the serial production of heavy military equipment, primarily such items as the Pantsir-С1 air defense missile system (from 2006), the BMP-2М infantry combat vehicle, the BMD fighting compartment "Bakhcha-U". The first contracts for Pantsir in 2006 were with a foreign customer. Our Ministry of Defense conducted tests in the more stringent conditions of this unique machine, and from 2009, deliveries to the Armed Forces of the Russian Federation began.

“When we first entered here, there were half-destroyed shops of the combine plant,” recalls Popov. “Full devastation reigned, there were not even floors, and in their place dirty pits filled with lube ...”

In the battle to create an assembly shop on the orders of Arkady G. Shipunova rushed a group of enterprising employees. In the shortest possible time - in three years a shop appeared, in which the BMD-4 first began to be assembled.

As in other enterprises of the Tula defense industrial complex, equipment is being upgraded in parallel, in particular the Pantsir-S1 air-defense missile system, the Bakhcha-U and Berehok combat modules. The tests of the prototypes confirmed the correctness of the adopted circuitry and design solutions, the achievement of high performance of weapons and military equipment. Thus, the BMP-2 increased combat effectiveness seven to ten times.

In the initial years of existence in the JSC “Shcheglovsky Val”, work was carried out in two directions. A large-scale reconstruction of the production base for the creation of a closed production and technological cycle was carried out, mainly for the manufacture of products "Bakhcha-U", "Pantsir-S 1", "Berezhok". And the development of new sites for the production of products of the KBP. Mechanical processing shop was reconstructed, new modern equipment was launched.

The developments of Bakhcha, Berehok, Bereg allowed to increase combat effectiveness to the level of the best modern world standards and even surpass them. The modules are based on a unified automated fire control system, as well as:

the family of anti-tank missiles "Cornet" and "Arkan";
30-mm family of automatic guns 2А42 and 2А72;
100-mm 2A70 cannon launcher with an ammunition of guided missiles "Arkan" and unmanaged shots "Cherry";
30-mm automatic grenade launcher with ammunition grenades GPA-30.

All this will be delivered to the Russian army, confirmed the chief designer of the company Oleg Sitnikov.

The brightest diamond in the crown of weapons manufactured at Shcheglovsky Val JSC is Pantsir-S 1. Today, the car is known worldwide, participated even in the Sochi Olympics. But not everyone knows that the ZRPK was born literally in agony. There were problems with the creation of the location channel, and the attempt to cooperate with specialized companies was not crowned with success. Shipunov decided to do the locator himself, although the competence of the KBP was not. And yet for two years, the locator turned out.

The uniqueness of the “Carapace” consists precisely in the placement on the basis of each combat vehicle of the most advanced radar-optical means for detecting and tracking targets and two effective types of anti-aircraft weapons - missile and cannon. This provides a continuous zone of destruction of targets at a range of up to 20 kilometers and a height of up to 15 thousand meters. The combat capabilities of the Pantsir-C1 air defense missile system allow an effective fight against any type of manned and unmanned aerial attack equipment, including aviation high-precision airborne weapons in various climatic and electronic environments day and night. It can equally successfully operate both in the Middle East at temperatures up to plus 50 degrees, and in the Arctic.

All combat work processes are automated, and the crew remains with only the tasks of observation and control. Computing means of a combat vehicle select the most dangerous targets for firing and automatically determine the use of rocket or cannon weapons. Each machine conducts bombardment of up to four targets simultaneously and can work both independently and as part of a battery, including on the go. This allows you to use it to cover the columns of military equipment during the marches. In the world there is not a single machine that would work with such precision on the go.

Its uniqueness and that is assembled from modules, completely autonomous, ranging from topographic location to the terrain to the destruction of the target. Shipunov created a fully digital machine. The self-diagnostic level reaches 80 – 90 percent, and the crew can use the menu to determine the status of any system. In combat positions, it is fully integrated with such systems as the ZRS C-300, C-400, all communication protocols are implemented. Can fight with unmanned aerial vehicles having a small reflective surface. No wonder that the Olympic Games in Sochi were entrusted to guard the Pantsiry. And on the Victory Parade in Moscow, six samples of the KBP and Shcheglovsky shaft were: the Kornet ATGM on the chassis of the Tigr vehicle, the Pantsir-S1 air defense system, the Bakhcha BMD, the Kurganets, Armata combat stations, "Boomerang". None of the CB of Russia can not boast of such a set.

“KBP know-how is the manufacture of target tracking radars and missiles for the Pantsir-S1 air defense missile system,” says Popov. “There is no locator with such dimensions and TTX in the world.”

In 2018, a new “Carapace” will appear on the tracked course for the Ground Forces. In the same year, the already upgraded Pantsir-SM air defense missile system will be manufactured here on a new platform from KamAZ. “In two years, I think, we will come out to manufacture a fundamentally new installation batch of the ZRPK,” Popov opens the veil of secrecy. “This will be a tool of a fundamentally new class.” With a range of one and a half times, or even two times more. Speaking at the ceremonial meeting devoted to the 15 anniversary of Shcheglovsky Val JSC, general director of the JSC High-Precision Complexes Alexander Denisov said that 15 years is a young age for the company, but much has been done over the years. Today it is the most modern platform for the serial assembly of the WTO, and the contribution that Shcheglovsky Val makes to the equipment of the Armed Forces of Russia is difficult to overestimate.
