The JDC is a Rostec subsidiary that is part of the aviation cluster. His work is led by Anatoly Serdyukov, ex-Minister of Defense, and since 2015, the industrial director. He is on the UEC board of directors and chairs two committees: on personnel and remuneration, and also on strategy. In addition, Serdyukov was included on the boards of directors of all large enterprises in the industry, including Aviadvigatel, ODK-Perm Motors, Salyut Gas Turbine Engineering and Production Center, MMP them. V.V. Chernysheva, UMPO, Kuznetsov (as well as Rosvertol, Russian Helicopters, Kazan Helicopter Plant).
Losses and shortages

The corporation combines more than 85 percent of the assets of the Russian engine industry. But the share of the market occupied by it is less. From the UEC strategy, it follows that the corporation in the long term seeks to retain at least 70 percent of the domestic market for gas turbine equipment. That is, the structure of assets is unsatisfactory or they are not fully used.
Interestingly, in case of a corporate loss, the activity of the head company of the UEC is profitable, although in 2015 the net profit decreased by 30 percent. This is mainly due to a reduction in dividends received from subsidiaries and affiliates, an increase in own business expenses, an increase in the number of employees of the parent company, which was 31 people (by state) in December 356, and an increase in the wage bill.
JDC pays dividends. Their size at the end of 2014 of the year amounted to 120 million rubles (with net profit - 621,9 million rubles.). According to the results of 2015, the UEC Board of Directors recommended that shareholders decide at the annual general meeting not to pay dividends (with a net profit of 434,8 million).
But enterprises that are members of the UEC, dividends are transferred to the parent company. For example, "ODK-Star" (Perm) for the payment of dividends for the 2015, sends 233,3 million rubles.
According to the JDC report for 2015, the capacity utilization for the year was 95 percent. Therefore, new ones are needed. So, on OMO them. PI Baranov upgraded power, allowing to produce engine parts for the missile carrier Tu-160М2. It was reported that the same enterprise would produce engines for the Il-112В light military transport aircraft and the regional Il-114 light aircraft. But not everything works out. For example, starting from 2013, the issue of the construction of the industrial complex "Per-Oper Motors" is being considered. It was expected to start in 2016. But due to lack of funding, the dates are postponed. The project is estimated at 40 billion rubles. Own funds are not enough, but money is not allocated from the federal budget, since it is necessary to complete the previously started construction projects. But the project started under the release of the engine PD-14 for the aircraft MC-21. The dates when construction will begin are not called.
Sensitive Deal
China is focused on the status of a world power in the design and manufacture of aircraft engines. This is stated in a written statement by the President of the People's Republic of China Xi Jinping, which was read at a solemn meeting on the occasion of the establishment of the Chinese Aviation Engine Corporation (Aero Engine Corporation of China). Obviously, our country is actively promoting this. But do we not forget about our interests?

Deputy Prime Minister Dmitry Rogozin said: “We informed the Chinese side about the start of work on the difficult Russian aviation an engine in the segment up to 35 tons, the decision to create which in May was made by the President of Russia, corresponding funds were allocated. This practically solves the issue related to the creation of a long-range wide-body aircraft. ” And more: “Until now, neither in the Soviet Union, nor in the Russian Federation there has been such a production, such a powerful engine. They are released only by General Electric and Rolls-Royce. Now this kind of engine will appear for a joint Russian-Chinese project. ”
But the question is: who will produce this engine, as, indeed, the aircraft?
The head of Aviadvigatel, Alexander Inozemtsev, believes that it is the Perm design bureau that will design the new engine from 25 to 50 tons based on PD-14 developments, and serial production should be organized at the Perm Engine Company or Kuznetsov. But with the current policy of Beijing on the development of the internal market there are risks that everything will not be quite so.
China is establishing a conglomerate of aircraft engine manufacturers. According to media reports, it will include Sichuan Chengfa Aero Science & Technology Co., Avic Aviation Engine Corp. and Avic Aero-Engine Controls Co.
This conglomerate and may deviate production of PD-35. Shanghai Consulting Galleon Group announced that in the coming 20 years, China will invest 300 billion dollars in the creation of military and civil aircraft engines.
China has contracted to purchase the 24 Su-35 fighter aircraft and seems to be negotiating the joint development of a military aircraft engine, but Beijing refuses to give any details about the "state of discussion of this sensitive topic."
Competitors are cheaper
To be competitive, you need to constantly reduce costs. This goal of the JDC has declared, but how it is fulfilled is unknown.
But there is the following information: The Pentagon and Pratt & Whitney have reached an agreement on the production of the next two batches of engines for the newest F-35 fighter. It provides that the cost of the base version of the power plant is reduced by 3,4 percent, and the engine for vertical takeoff is cheaper by 6,4 percent.
At the moment, Pratt & Whitney has delivered 262 propulsion systems, new batches will go this year.
