The state does not need your taxes. The state needs another ...

Instead of the preface:

My acquaintance, a downshifter who was ideologically crazy about anarchism, once proudly stated that he did not intend to feed “these gangsters in the government” and in principle does not pay any taxes. Thoughtfully examining his car with packages from the supermarket in the back seat and lowering the degree of malice to the lowest possible, I naively asked:
1. How did his technical inspection materialize without paying transport tax?
2. How does he charge his horse by avoiding fuel excise?
3. How does he manage to provide himself with heat, light, water, without participating in the business of natural monopolies?
4. How does he buy anything at all if the price of the goods already contains a fucking cloud of taxes and duties?

The “control shot” for the principled anarchist was the calculation of his personal participation in filling the budget of the state he hated in the amount of 60% of all his household expenses.
- God Damned .. Shirt! - he yelled like a sow before feeding - they laid it over, bastards !!!

It was necessary to open the eyes of a naive nihilist dreamer on the essence of direct taxes in post-industrial society, which have long been an irreplaceable source of budget filling and successfully mutated into an extremely effective tool for managing the electorate.

Taxes as an effective tool for population management

The absurdity of the system of charging direct taxes is easily revealed by the following example - imagine a dialogue ... well, for example, in a barbershop:

- How much is a haircut?
- 15% of your current income ...

It's ridiculous, right? But exactly the same situation exists at the macro level. Moreover, not only in the form of providing accurate and specific figures of budget expenditures by an unknown part of the income of an incomprehensible number of taxpayers. It looks even funnier to collect taxes from that part of the population, which itself exists at the expense of taxes - from doctors, teachers, officials, military ... About the military in general a separate conversation. I will highlight my sincere conviction: Taking taxes from those who shed blood for the Fatherland is embarrassing and unfair.

So, the State is perfectly aware of this absurdity, propping up the budget revenues with quite objective fees, which you can’t avoid, you will not go round. The government is not even trying to make the well-known figure of government spending depend on someone's completely unpredictable revenues, preferring to replenish the budget where it is difficult or impossible to get out of paying taxes.

It looks very clearly and convincingly on the diagram, where the personal income tax, around which so many copies break, takes modest 13%, and the corporate income tax generally looks like a mathematical error:
The state does not need your taxes. The state needs another ...

The modern state, which operates the instruments of the global market, controls the energy and infrastructure, can easily do without taxes. Fees "wired" into the price of natural monopolies, rent for the use of natural resources, infrastructure, border (customs) fees and duties make it possible to abandon the most scandalous methods of replenishing the treasury and focus on indirect, which are much harder to circumvent and much easier to pay.

The Russian state, as can be seen from the structure of the budget of the Russian Federation, does so, loudly confirming the Pareto rule, in full compliance with which 80% of revenues is provided by one fifth of the entire tax list, and 80% of all tax scandals - the remaining 20% of the "sacred debt of citizens."

But the state is not in a hurry to abandon them. And it's not a lack of means for existence. Simply, taxes have long been transformed from a tool of maintaining the state apparatus into a tool for managing taxpayers. And the more complicated and complicated the tax system is, the more efficiently it puts pressure on the population, forcing it to be cunning and mistaken, and therefore making it guilty and more controlled, ready to compromise with the government in general, and with a specific official - in particular.

I would add that taxes, like glamor, prevent taxpayers from uncontrolledly capitalizing their income and make it possible to quickly and effectively deal with disagreeable and disloyal ones.

Tax-free empires are not fiction at all, but reality itself.

The two most famous economically powerful powers - the Roman Empire and the United States emerged and were built as completely tax-free. The needs of the Roman budget were covered by natural rents, the needs of the US budget - by import-export duties.

The first corporate tax in the United States was introduced only in 1909 year - through 133 year after the foundation, and personal income tax - only due to the need to finance participation in the First World War and was ... However, these rates should be brought in full (where not forget that dollar xnumx, this is xnumx dollar xnumx:

1% income tax up to 20 000 $;
2% on income from 20 000 $ to 50 000 $;
3% on income from 50 000 $ to 75 000 $
4% on income from 75 000 $ to 100 000 $
5% on income from 100 000 $ to 250 000 $
6% on income from 250 000 $ to 500 000 $
7% on income from 500 000 $ and above

The Russian Empire, too, would have been classified by current fiscals as tax havens, where there existed extensive tax-free zones and whole tax-free classes (for example, Cossacks). And it was generally considered a good form to exempt from taxes for services to the Fatherland. It would seem - take and use ready-made experience, however ...

All this modern statesmen know perfectly well, but still the fetish in the pockets of fellow citizens is not at all in the search for food, but exclusively and solely for the purpose of forming everyone guilty, intimidated, and therefore - controlled mass.

In addition, direct taxes — for those who understand their social rather than monetary nature — are a unique marketing tool for providing a global competitive advantage. The Anglo-Saxons, by the way, understand this perfectly, and therefore turned their countries into one big offshore zone with zero direct taxes for foreigners, and earn well on countries that stifle their own enterprises with heavy lifting and simply pushing them into the arms of caring "comrades" on Wall Street and the City of London.

Within these countries, the seemingly terrible taxes with highly-advertised fiscal discipline at first approximation lose their menace, since all these passions relate exclusively and only to really high-paying people.

And the taxation of wages, for example, in 60 000 rubles looks like this:

6.5% - analogue of the Russian PIT
4.4% - social insurance

The Russian level in 13% British taxes reach when salary passes for 115 sput per month

And only when the monthly salary rolls over 555 000 rubles per month, the British start to unfasten the "nightmarish" 34% income tax + 5% - social insurance.

Because British direct taxes do not pursue the goal of filling the budget, but solely - the goal of demonstrating British fiscal superiority in the foreign market and preventing the accumulation of capital in the domestic. The latter is solely as a protective barrier erected by the current elite to make it difficult for the plebs to enter its ranks.

Why do they know this, but change nothing?

Why change something that suits you completely? The interest from the unpredictable share of profits is in fact very convenient precisely because of its uncertainty, and the huge amount of all sorts of various taxes simply amazes with its complexity.

"Do you think that the main corruption is growing at the stage of distribution of budget funds? Naivnyak! How many taxes are actually collected in the state? How do you know this figure? From newspapers? Ok. And how can you check? On other newspapers? That is, someone somewhere then, after counting the revenues of the state treasury in a column, or simply pressing the "Total" button, someone says there: "Tell the press that during the reporting period millions of people were collected, which is 98% of the plan" ... Are you sure that kavyrnadat, and not two more? Where there is a simple, convenient, affordable and understandable way check these numbers? There are no such? Well, then let's remember the classic joke about Vasily Ivanovich and his victory in poker:

- And we are accustomed to believe each other's word ...
- Well, here, me, Petka, the map and went ...

When and who can change all this?

Only when the food supply of the current elite narrows to such an extent that the remaining feed will be less than half of it. It is then that a revolutionary situation will emerge, where, under the slogan of restoring justice, the deprived troughs of parven will find revolutionary passion and begin to offer truly revolutionary changes, in particular, a more open, competitive, understandable and friendly (in relation to the population) tax policy.

A change of the current government, by the way, is not at all necessary for this. Particularly sensitive (informed) managers usually initiate from above those processes that must be started in order not to be below.

It remains only to closely monitor the process of distribution and redistribution of resources under the carpets of the corridors of power and try:

a) not to oversleep the moment when they begin to offer something sensible.
b) do not die early, as the feed will be missed not only by the elite.

Judging by the dances and dances in these very corridors of power, it does not take long to wait, the movement is serious. So, "For Health!", Which is still useful for all of us. And our state definitely does not need taxes. Tested in practice, confirmed by arithmetic - even what is going is not used.

The process of distribution and redistribution goes on without us and constantly. So, we remain aloof from smoking, we are not involved in this .. An example of avoiding taxes of small and medium-sized enterprises — a sign changes every five years — and preferential taxation is ensured ... And as for progressive tax is a pipe dream under our law .. Who will offend a loved one ..

Probably in vain I read it on Monday morning ... But thanks to the author, Sergey Vasiliev, for opening my eyes to such obvious facts. It's just that every day everyone is so busy with different problems, deeds, concerns and other things that there is no time to think about the very thing that is written in the article. Indeed, because we pay tax even when we do nothing, for example, we go fishing and enjoy nature.
Everything was true in the cartoon about Cipollino: for simple rain - 100 lire, for heavy rain - 200 lira, for rain with thunder and lightning - 300 lira. - Silently !!!!

There is no interest in this. All that the Russian oligarchy needs is that no one would touch them much. They touched only a little, if not suffering.

It must be understood that capital is an international concept. In no way connected with the ethnic group. Capital is not bound by national restrictions, almost.

Well, of course, you cannot justify the arrogant Saxons, but the Russians should also understand that the power is not popular, but a bourgeois state.

I think you have simplified the concept of downshifting too much. By the way, the above word EGOIST is by no means of Slavic origin. Well, one cannot express in one word in Russian "deliberate rejection of the surplus benefits of civilization." Somewhere like that - I did not climb Wikipedia. And there is such movement. And there is no getting away from it. And foreign words in Russian are needed - otherwise self-isolation. It was not for nothing that Tsar Peter Alekseevich introduced Dutch and French revolutions.
Here the new minister of education also interrupted a young lady - "I do not recognize the word callabarazionist - there is a Russian word traitors!" ... I was immediately jarred. My grandmother, the wife of an officer, remained in the occupation in Minsk. With two babies in her arms. Nowhere to go - got a job in agricultural work. Rutabaga, carrots and cabbage were grown in the fields. She left the children, waited for her husband from the war. All checks passed. And her Minister of Education, with one stroke - into traitors ...

Great article. I haven’t read anything better on this topic. Everything is clear and accessible.

I always wondered why such a complex tax system.
By the way, in Canada, direct serious taxes are removed from the plebs, in addition to all those hidden. Plebeians dance from 25 to 50% of direct taxes. Plus VAT. Plus, mandatory auto insurance, which formally is not a tax, but that there is a real tax.
And of course "the end of the American dream." Everyone lives from paycheck to paycheck. To accumulate, something is not possible.
Information in retail is not felt. But real estate is growing in price. Young people for 15 years can not buy a home. Improvements are not expected.

Interesting article. I fully agree with the Author regarding the taxation of military personnel. I remember at the end of the 50s my father, being a major of the SA, stopped paying the tax "for childlessness" at the birth of my younger brother, the third child in the family .... But about doctors and teachers, not everything is so simple ... Having studied with taxpayers' money (of the people), working in private structures, "rip off" the same taxpayer "as sticky". The approach must be selective ... But this will never happen! The state will "tear" from everyone and even toughen tax collections ...

So far, the figures only know about VAT - up to 20%, and preferential VAT (12%) will be increased by 2% each year in order to bring it also to a rate of 20% ...

Well, the stump is clear, we will have to pay for all these ferdibodies - both directly and indirectly ...
It seems to me that indirect taxes on an ordinary resident turn a hole in your pocket even more than direct ones ... Unnoticed, but significantly ...

Well, what about the budget ... It doesn’t bother anyone to go to the Ministry of Finance website, view the revenue and expenditure parts of the budget over the years ...

Well, with certain categories of taxpayers, which need to be either completely released or partially released, the author has gone a little too far, and the existing ones are hard to administer, and even with such complications this will be a mess at all. Maybe it’s better to work on the efficiency of the distribution of taxes already collected ?! Indeed, only recently Golikova said about the ineffectively spent amounts of 1 trillion over the past year (read kickbacks, etc.), and in this situation, the funny thing is that she didn’t consult with anyone above about this statement and nobody turned her back afterwards, so it’s more like the truth. In general, having a reserve of funds in the form of 1 trillion to talk about new ways to replenish budget funds is ridiculous and blasphemous.

Feeding from the treasury? Official? Very noticeable ... Will it be difficult to administer? I can imagine how difficult it is to comply with the decree - "Military servicemen on active military service and military pensioners are not subject to taxation." Yes, just the head will burst! Of course, having strained a lot, you can find several dozen puzzling cases when it is not so easy to determine whether there is still a person in the service or not. But in all other cases ...
The biggest difficulty here is that you will have to lay off entire departments that are now engaged in "complex calculations". This is unbearable, we understand ...
You can not get into a showdown for such a trillion. There will still be a trillion, for which they cut there. But to drastically reduce the tax pressure on business, which you have introduced under the dictation of "civilizers", and in general to abolish for the majority of citizens (consultants also helped) is urgently needed.
Immediately the crisis would have shrunk and disappeared without saying goodbye. And rapid growth would begin, and even what ... it is impossible. I understand. Heck...

Good article. Thanks to the author.
On my own, I want to add about the existence of taxes that can be considered undeclared, but they exist for the same purpose - the robbery for the purpose of debilitating the population.
    It's about advertising.
Of course, I am not against advertising, the purpose of which is to inform the public about the appearance of new goods and services. But, systematically interrupted films, programs, deprive people of the opportunity to appreciate and understand the depth of ideas expressed by the author or to notice the absence of such ideas of this author. This has an effect on mental activity, a person ceases to analyze, in the best case, only a diagram of events remains from viewing, also not always.
And who pays for the ads? In the end, the population, and usually buying completely different goods, but at inflated prices. Advertising on central TV is not a cheap thing, millions paid for advertising are included in the cost price column and are included in the price of all goods of the manufacturer. This especially affects the price of drugs. Why is it that they advertise drugs that need to be used only as prescribed by the doctor, and the doctor knows better which drugs should be prescribed, because they were not only taught at the institute, but are now being systematically sent to study? The answer is to increase the price of medicines. And they increase, and the price does not increase by 5-10%, but at times. I bought Aspark for 51 rubles / pack. 50 tab. (Analogue of panangin from advertising) - after advertising panangina, the price of asparkama! increased to 150 rubles. Feel the difference when spending per month is 90tab. = 30days * 3r / per day, given that this is only part of the therapy, a significant increase.
It would be normal if the films were not interrupted, but allocated time for advertising periodically, for half an hour, possibly thematically. If you need to make apartment repairs, summer residences, people will specially set aside time to watch ads. If there is a person in the family (child, sick, elderly) requiring care, they will view hygiene product advertisements.
But this is not. And there isn’t for one simple reason: the population must have an information mess in their heads, the process of comprehension is disrupted, moreover, at our expense and without our consent.

In addition to the article about taxes, I can add that the state perfectly calculated how much it should pay its citizens so that they would not die. And enough of these payments is just for those expenses that are controlled by natural monopolies: communal, devour, refuel. It happens that it’s not enough, then you have a direct road to the (hell) bank for a loan, but even there you will regularly salivate the state.

I am always worried about the phrase "change the government." The source of power is the people. Is it really necessary to change for aliens?
And then, here you and I all taxed and WHAT?
Two stories. 1. You buy gas and its state takes 80% of the cost, and all other moneybags receive only 5-10% of this amount. Those. 5-10% goes to the bourgeoisie.
    2. You are buying gas now half the price and 80% of its value you give to the bourgeoisie, 5-10% goes to the state.

What is the conclusion? And the conclusion is simple: the bourgeois can at any time raise the price for you personally, they may not sell you gas at all. it is less profitable. And you will "heat with wood".

And the second point is duties. Does anyone know what this is? I doubt it. I will look at your faces when foreign friends introduce their own in response to our duties. Although duties have already been introduced, they are disastrously small.

I bought a used car in Japan. The price is 1500 dollars. Shipping 500 dollars. Duty 2700 Euro.
      Are they catastrophically small ?!

Statewide or for your pocket? In the first case, a miser, and in the second, I do not know - what if you took Abramovich’s daughter as a zhona?

    a) not to oversleep the moment when they begin to offer something sensible
    b) do not die early, as the feed will be missed not only by the elite.
Unfortunately, I overslept when they offered something sensible and I don’t even remember when it was, but when they start offering, we go to point b) we wouldn’t die early .... If they offer something, it’s an increase in the retirement age.
\\ Judging by the dances and dances in these very corridors of power, it’s not long to wait \\\ - who knows, for me it looks like a struggle of Nanai boys with the same principles and results. I liked the article - a little interesting about the state in which we live ..

When you look at the slicing of the "pie" (which for some reason has no customs duties), is it really not clear to everyone how much taxes should remain:
    Excise taxes
    - Payments for the use of land resources - the same excise taxes
    -Customs duties.
    VAT (floating rate)
Everything else is the troubles of officials.
Adjust the VAT rate and make everyone who should pay it.
Social taxes, income, profit - why ???
Buy goods with your money - pay VAT - denyuzhka falls into the treasury.
If you want to withdraw earned capital abroad - pay at the border the amount of VAT charged.
And take it wherever you want!
And if you invest here, do not pay anything.

It’s better not to go into these “jungle” of digital charges. We paid, we pay and we will pay, it’s kind of ... studied, we study and we will learn to live.

In addition to tax, there are still fines. Which there is always something to give out, a legal way of taking money from the population. Recently, laws have been enacted restricting the will and freedom of the people.

Taxes - this is what we must collect in the common fund and accumulate and they must return to us. Then there will be no problems. What is happening here is hardly a return. A banal example of Plato. After all, this year, only because of the election, the owners of this tax have chipped in for road repairs. In subsequent years, crumbs will reach the regions .. or even forget. Everything will accumulate in the pockets of close ones. But on the other hand, scanty payments to Plato, caused an almost double increase in the cost of road transport services.
