Today, a special motorized military unit of the North-Western District of the National Guard of the Russian Federation celebrates the 50 anniversary.



For half a century, the protection of public order on the streets, train stations and in the metro of the northern capital, together with police officers, has been provided by members of the special motorized military unit of the Russian National Guard.

Every day, servicemen detain violators of public order, as well as citizens suspected of committing crimes or wanted.

Over the past two decades, some have successfully ensured the security of numerous international events. In 2003, the 300 anniversary of St. Petersburg was widely celebrated. The military ensured safety at the main festive venues. In 2006, they ensured the security of the G8 leaders, and in 2013, the G20. Today, it is difficult to imagine the holding of the annual St. Petersburg International Economic Forum and the Scarlet Sails Alumni Festival without the participation of the staff of the Moscow High-Frequency Committee.

Currently, the St. Petersburg special motorized military unit of the North-Western District remains one of the foremost in the troops of the National Guard of the Russian Federation, reliably guarding the rule of law and the northern capital. Only from the beginning of 2016, military units completed more than 200 objectives for the protection of public order and public safety, together with law enforcement officers detained over 25 thousands of public order offenders, including more than 200 people who are suspected of committing criminal offenses seized 3 firearms weapons and more 1,5 kg of narcotic drugs.

30 September 2016 festive events dedicated to the 50 anniversary of the establishment of the SMHF will be held on the territory of the military unit, as well as in the cultural center of the State Department of the Ministry of the Interior of Russia in St. Petersburg and the Leningrad Region. They will be attended by the command of the North-West District of the National Guard troops of the Russian Federation, representatives of state authorities, leaders of the interacting security forces, veterans of the unit and other guests of honor.

September 30 Special motorized military units (SMVCH) were formed as part of the internal troops of the USSR Ministry of Internal Affairs. Over the past 1966 years, much has changed. The USSR ceased to exist, the names of the ministries that included the internal troops changed not once, but the soldiers of special motorized military units continue to protect the peace of citizens, protect security and law and order in Moscow, St. Petersburg, the administrative centers of the regions and large industrial cities of the country.

The decision to create special motorized units was taken at the Ministry of Public Order Protection of the USSR on the basis of a decree of the Central Committee of the CPSU and the Council of Ministers of the USSR concerning measures to strengthen the fight against crime. Initially, three parts were created - in Moscow, Leningrad and Kiev. The first commander of the unit was a front-line officer - Colonel Nikolai Martynovich Khutorna. The basis of the commanding team were officers of units of the Ministry of State Security, the army, and partly the police.

      The MPSFs were created on the basis of the Decree of the Central Committee of the CPSU and the Council of Ministers of the USSR of July 23, 1966 No. 571 “On Measures to Strengthen the Fight against Crime” and the order of the USSR Ministry of Public Order (MOOP) (the author incorrectly named the ministry - the Ministry of Internal Affairs in an article on the military organization.       In total, 43 military units were formed, including three regiments in Moscow, Leningrad and Kiev, 40 separate battalions in large administrative and industrial cities of the USSR with a total number of 10 thousand people and 2 companies. Their main service is the protection of public order. The method of service is patrolling, both independently and jointly with police officers of territorial bodies. Due to the specifics of the military service, military servicemen had a special daily routine: they had to hang up late at night, at about 24 hours, the rise was also postponed to a later date, around 8.00:XNUMX.
      The personnel of the MISF of the Ministry of Internal Affairs of the USSR were involved in military-service tasks to ensure law and order and public safety during mass events with a large number of citizens: solemn meetings and processions, concerts, sports events, etc. Of the most famous celebrations, this is the XXII Olympic Games in Moscow in 1980, the XII World Festival of Youth and Students in 1985, the Goodwill Games in St. Petersburg in 1994.
      Beginning in 1988, the MISF performed military-service missions in resolving ethnic conflicts in Sumgait, Osh, Fergana, Baku, Chisinau, Yerevan, North Ossetia and Ingushetia, Nagorno-Karabakh, the Abkhaz Autonomous Soviet Socialist Republic, as well as in the aftermath of the earthquake in Leninakan and Spitak (1988).
