Standard conditions and procedures necessary to ensure a cessation of hostilities
The Russian Federation and the United States of America as co-chairmen of the International Syria Support Group (MGPS), in accordance with the provisions of the Joint Statement on the cessation of hostilities in Syria from February 22 2016, indicated contact persons and determined the order, the interaction between Russia and the United States to promote compliance and control of the cessation of hostilities regime (DFB) in Syria.
1. In order to exchange information, as well as to facilitate the de-escalation of tensions between the parties, in order to further end hostilities on the territory of Syria, Russia and the United States of America created hotlines to simplify the process of rapid information exchange.
2. In the event of a violation or possible violation of the conditions of the FARP, including the resumption of hostilities by one of the parties participating in the FSP, against the other party also participating in the FSP, using all types of weapons (including small arms, mortars, artillery, anti-tank guided missiles, as well as air strikes), the Russian Federation and the United States will be guided by the provisions of the International Syrian Observatory for the Compliance with the DFID (ISTF) and the following standard procedures Rpbd
3. Authorities will promptly request all necessary additional information from the party or parties suspected of violating the RAPD, so that the MGPS co-chairs can assess the nature and extent of the alleged violation, as well as the extent to which the violation represents a potential threat to compliance. Russia and the United States, respectively, should ensure the maximum possible completeness and objectivity of the information received on these alleged incidents and the intentions of the party / parties to comply with the terms of the PAD.
4. Authorized bodies should, jointly or independently, determine the circumstances of the violation of the FSP, document the established facts and, if necessary, take measures to collect additional information.
5. Authorities will immediately inform each other about measures or necessary actions taken to prevent further violations and eliminate the escalation of tension, and should take all available non-violent measures to restore compliance with the WSPD.
6. In accordance with the Joint Statement, military force may be used for the purpose of proportional self-defense. Any party participating in the DFBD who uses military force against the other party involved in the DFB must notify the Authorized Bodies of the CGS DFID MGPD and / or the Special Envoy of the UN Secretary General on Syria about the circumstances related to the use of military force.
7. In the event that Russia or the United States resorts to the use of military force against terrorist groups excluded from the PAP, in geographic areas located in close proximity to the parties participating in the PAP, the party resorting to the use of military force will notify the other side of the Special Envoy UN Secretary-General on circumstances related to the use of military force, and on measures taken to prevent strikes on parties involved in the PSP.
8. In order to obtain relevant information on actual or potential violations of the DF & A, authorized bodies and co-chairmen of the MSCP, MISP, may request information from the parties and the Office of the Special Representative of the UN Secretary-General for Syria, and may also request information from other members of the IGPS. Additionally, but not necessarily, publications in the media can be considered, including social networks and other open sources of information available through commercial resources.
9. In case of disagreement between the parties regarding their involvement in a specific violation, the priority in resolving them should be the interaction between the Authorized bodies and the co-chairs of the CGS MSDU. In addition, the Authorized Bodies and Co-Chairs of the CGS MGPF, together with the representatives of the Office of the Special Representative of the UN Secretary-General for Syria and other members of the IHPS, can take measures to resolve these disputes by conducting additional investigations and involving interested parties to it.
10. In the event that the co-chairmen of the CGS MSDB, in consultation with the CGS RAPD, determine that the exclusion of a party from the CWPD and the deprivation of the protection provided to it is justified by systematic non-observance of the conditions of the CWPA, they will immediately send a recommendation to the IHPS co-chairs at ministerial level to take appropriate measures in accordance with the Joint Statement.
11. Co-Chairs of the FBG MGPP on a regular basis will send agreed information on compliance with the parties to the MGPP to the MGPS. This procedure will be carried out through the office of the Special Representative of the UN Secretary-General for Syria, who serves as the secretariat.
12. Compliance with the conditions for the cessation of hostilities must be carried out impartially and openly with wide media coverage.

Approach to practical Russian-American efforts
in the fight against LIH and "Jabhat an-Nusroy"
and strengthening the cessation of hostilities
The following aims to facilitate a political settlement of the Syrian conflict, as well as to allow Russia and the United States to work together to destroy Jabhat al-Nusra (DAN) and ISIL, including cutting off the flow of militants, weapons and financing across the Syrian border, strengthening of the cessation of hostilities regime (PAP) with all parties PFB that comply with its conditions.
Separation of the territories controlled by ISIL, DAN and the forces of moderate opposition remains a priority, as well as the separation of the forces of moderate opposition from DAN.
DAN and ISIL must be deprived of safe haven throughout Syria.
Mechanisms:
1) Russia and the United States are stepping up their efforts to immediately ensure full compliance with the RAPD in accordance with a joint Russian-American statement of 22 February 2016 February "Conditions for the cessation of hostilities in Syria."
2) Russia and the United States will soon complete a general map of special areas. These areas include areas dominated by the opposition, areas with a high concentration of DAN formations, as well as areas dominated by the opposition with some possible DAN presence. Technical experts from Russia and the United States will plot the geographic coordinates of these special areas.
3) In the context of a reinforced PFBD, to ensure a period of reduced violence in line with the aspirations of Russia and the United States, the United States and Russia will establish a Joint Executive Center (JRC), which will include Syrian experts and target identification specialists. The JRC should be deployed by mutual agreement.
4) The JRC shall perform the following tasks in the following order:
(a) The exchange of intelligence information and the identification of targets for military action against DAN in special areas. Such information should include lists of DAN leaders, location of training camps for DAN militants, weapons depots, ammunition and materiel, government agencies, personnel concentration areas, weapons and military equipment, as well as supply routes and other targets related to DAN.
b) defining a list of targets for aviation strikes by the Russian Aerospace Forces and / or the US Air Force related to the activities of DAN.
c) after approval of the initial list of targets, setting a date when the Russian and / or US Air Forces will start striking the agreed DAN targets. At the same time, all Syrian air operations using both airplanes and helicopters will be terminated in designated areas with appropriate exceptions for agreed non-combat tasks, such as medical evacuation, rehabilitation of victims, humanitarian supplies and other agreed non-combat tasks.
d) Syrian military can conduct air operations against DAN outside special areas.
e) in the event of a breach of the terms of this document or the PAPD, the United States or Russia may suspend their participation in the JRC.
5) The process of setting targets through the JRC and applying DAN air strikes by the forces of the Russian Aerospace Forces and the US Air Force will be continuous and continuous. As part of the work of the JRC, information should be exchanged on the effectiveness of targeting DAN and on the development of the situation on earth.
6) With the exception of direct threats to Russia or the United States, when preliminary coordination of the goal is not possible, Russia and the United States can act only against DAN facilities that have been agreed in advance, and in accordance with the procedures through existing military channels to prevent incidents.
7) The JRC will also work to build up the most independent, but synchronized efforts to combat ISIS.
8) All of the above efforts will be carried out in accordance with International Humanitarian Law and full compliance with the CPAP.
9) The JRC will develop mechanisms for monitoring performance and to ensure full implementation of the above provisions.
10) The JRC activity modalities and the implementation of the above steps will be determined during the bilateral negotiations that will begin on Tuesday-Wednesday next week and will be completed within 5-7 days.
11) The above steps should be considered as steps towards a more complete understanding between the US and Russia on three interrelated issues aimed at reliably ending the conflict and destroying DAN and ISIL:
a) military and intelligence cooperation between Russia and the United States to defeat ISIL and DAN;
(b) Translating the DFBD into a long-term cease-fire throughout Syria;
c) a political transition in Syria in accordance with UNSC resolution 2254. The United States and Russia recommend the proposal of the Special Representative of the UN Secretary General on Syria as a starting point for the subsequent negotiations of an inclusive group of participants in the inter-Syrian dialogue and will encourage their constructive and positive work.

Reducing violence, restoring access and creating SIG
The Russian Federation and the United States (hereinafter referred to as the Parties) intend to make joint efforts to stabilize the situation in Syria by taking special measures in the area of Aleppo. The main priority is the delineation of territories under the control of ISIL, Jabhat al-Nusra and moderate opposition, as well as the separation of moderate opposition groups and Jabhat al-Nusra.
The parties will set the date and time of the coming into force of the following measures (day "D").
On D-Day for 48 hours, all participants in the cessation of hostilities regime in the Syrian Arab Republic will restore the Russian Orthodox Road Map and begin to fully comply with the terms of the Russian Antimonopoly Policy Directorate, as stipulated by the 22 February 2016 Joint Statement of the United States. In particular:
the cessation of strikes by aviation, missiles, mortars and anti-tank guided missiles;
the rejection of the seizure of territory and the desire to seize the territory occupied by other parties involved in the cease-fire;
providing humanitarian organizations with access to areas under the operational control of the parties to the FSP, as well as the creation of conditions for immediate humanitarian assistance to be delivered to all in need;
a commensurate use of force in retaliatory order in self defense.
The parties will agree and notify the participants about the date and time of the arrival of the D-day.
On the day of “D + 2”, if the conditions of the FSP in Syria continue to be met and the Parties are satisfied with its observance, they will extend the FFAP for an agreed period of time. Subsequently, on the same basis, the Parties may decide on the perpetual nature of the PAP. The parties will use their influence on the participants in order to fully comply with the terms of the WSPD.
Special measures will be introduced on the Castello road (in accordance with the agreed coordinates), in particular:
Starting on day “D” and until the deployment of checkpoints on the “Castello” road, humanitarian aid will be delivered to Aleppo in accordance with the provisions of the WSP, UN procedures, and in coordination with authorized UN representatives. The UN monitoring mission deployed on the Turkish border will continue to inspect and seal the trucks destined for delivering humanitarian aid along the Castello road to the eastern part of Aleppo. The integrity of the seals will not be violated, and the trucks will not be opened by any authorities, between the point of checking and sealing them in Turkey and the unloading point at the warehouses of the UN and its partner organizations in the eastern and western parts of Aleppo.
The Syrian Red Crescent Society (ROSC) (or another agreed third party) will begin work at two checkpoints (at the agreed places) as soon as possible to confirm that, prior to the issuance of the UNOPS checkpoint, as outlined in this very paragraph below, only trucks inspected by the UNOM are moving along the road, and the integrity of the seals is not compromised. A small unit of no more than 20 armed people in each shift, which is allocated by the government and opposition forces, and is equally acceptable to them, will ensure the safety of personnel of the FASC at the checkpoint in the western and eastern ends of the Castello road. The UN will monitor (through a physical presence or remotely) the activities of all personnel at the checkpoint. Checkpoints at which the staff of the JCSC is involved, as well as its physical security, will be transferred under the supervision of an independent international staff of the United Nations Office for Project Services (or another agreed third party) as soon as possible. The internationally controlled checkpoints will ensure the phased unimpeded movement of humanitarian, commercial and civilian transport along the “Castello” road, as well as the non-use of the road for transporting weapons (in accordance with the procedures that will be developed in the future). A phased traffic movement will begin as soon as possible when the personnel responsible for the work of the checkpoint, in coordination with the UN and the Parties, determine that the available capacity is sufficient to organize safe and orderly traffic.
Simultaneously with the deployment of the SPCN or another agreed third party identified in point 3b, pro-government forces and moderate opposition groups will simultaneously withdraw from the Castello road, thereby creating a demilitarized zone.
In particular, pro-government forces:
o Take away heavy weapons, such as armored combat vehicles and infantry fighting vehicles (other than BTR-60 and BMP-1 without ATGMs), Tanks, artillery and mortars, at a distance of 3500 meters to the north
from the road;
Will remove large-caliber machine guns, BTR-60 and BMP-1 without ATGM
2500 meters to the north of the road;
Will withdraw all personnel, armed with small arms
and light machine guns, with the exception of the personnel of two observation posts, at a distance of 1000 meters to the north
from the road;
Will withdraw all personnel and weapons at a distance
500 meters south of the road;
Install no more than two observation posts at a distance
no less than 500 meters north of the road "Castello". The location of the posts will be agreed by the parties, taking into account the terrain (staff no more than 15 people with small arms for self-defense and surveillance equipment);
Will not impede the movement of humanitarian, civil
and commercial vehicles along the “Castello” road;
Will not occupy areas left by opposition groups, or equip positions in the demilitarized zone,
with the exception of observation posts.
Opposition groups will simultaneously take the following actions:
In the eastern end of the road "Castello" in accordance with the agreed map (to be clarified), the opposition will act depending on the actions of the Kurdish militia. If the Kurds remain in their place north of the “Castello” road, then the opposition will remain in their positions. If the Kurds retreat to 500 meters south of the “Castello” road, then this zone can be considered demilitarized, and opposition groups will move to 500 meters north of the “Castello” road;
At the western end of the Castello road (on the line of contact north of the Castello shopping center), the withdrawal of opposition forces will be similar to the withdrawal of pro-government forces.
Opposition formations located in the 31 / 15 square (on the map of the Russian side) in the area north of the Castello shopping center will be relegated to combat armored vehicles and infantry fighting vehicles (other than BTR-60 and BMP-1 without ATGM), tanks, artillery
and mortars on 3000 meters, large-caliber machine guns, BTR-60, BMP-1 without ATGM - on 2500 meters, and personnel with small arms or light machine guns - 1000 meters north of the road "Castello".
On the section of the road from the Castello shopping center to the Lairamun roundabout, opposition groups will take personnel and weapons to 500 meters to the north of the Castello road, which will be a mirror response to the withdrawal of pro-government forces 500 meters to the south of the Kastello road "Between these points;
Opposition groups will not impede the movement of humanitarian, civilian and commercial vehicles on the "Castello" road
Opposition forces will not occupy areas left by pro-government forces or equip positions
in the demilitarized zone, with the exception of observation posts;
Opposition groups will make every effort to prevent the forces of Jabhat al-Nusra from entering the demilitarized zone from adjacent areas under the control of opposition groups.
All Syrians, including militants of opposition groups with weapons, can leave Aleppo on the Castello road, realizing that they will not be harmed and they can go in any direction. Militants who leave Aleppo with weapons must first agree with the UN representatives on the use of the Castello road, as well as the number of personnel being withdrawn, weapons and military equipment. In addition, there will be no harm to civilians and opposition groups who have decided to stay in Aleppo and comply with the conditions of the WSPD.
Data on violations in the demilitarized zone by any of the participants will be sent to the Russian Federation and the United States. In the case of penetration into the demilitarized zone of militants "Jabhat al-Nusra" after the creation of SIG, the United States and Russia will act in accordance with the SIG Mandate.
On D-Day, both pro-government forces and opposition groups located in the Ramusi district will provide safe, unimpeded and sustained humanitarian access to the eastern and western parts of Aleppo. They will also assist in the unimpeded movement of all commercial and civilian transport on the road to Khan-Tuman passing through Ramusu, in coordination with the UN, and establish a monitoring mechanism that should be agreed by the Parties and the UN as soon as possible to ensure continued access. To this end, a meeting of expert groups of the Parties and the UN will be held no later than the fourth day from day “D”. The delivery of humanitarian assistance will be carried out in accordance with the provisions of the FSP and established UN procedures, as well as in coordination with authorized UN representatives. Neither opposition groups nor pro-government forces will launch attacks within the boundaries of the area indicated on the attached map in accordance with its geographical coordinates (hereinafter referred to as “the area”). Neither opposition groups nor pro-government forces will attempt to occupy new territory controlled by the other side in the “district”.
4. The parties will confirm to each other that the Syrian Government
and opposition groups agree to comply with the provisions of the SIG Mandate, including the agreed areas (geographical coordinates determined by the Parties), where Syrian aviation will not be used, except for agreed non-combat sorties, and where the Parties will develop targets for countering Jabhat al-Nusra.
5. The parties will announce the creation of a SIG based on the SIG Mandate
and areas agreed by the Parties, after both Parties are satisfied with the implementation of the measures specified in paragraphs 1-4 (except for the deployment of a checkpoint of the UN Office for Project Services and the corresponding movement of humanitarian, commercial and civil transport and organization of the monitoring mechanism specified in paragraph 3f ), for at least seven days of continuous compliance with the conditions of the FSP.
Appendix A
• Starting on Day D, the Parties will begin preparatory work for the creation of a JRC. This training will include an initial discussion and exchange of information necessary to demarcate the territories controlled by DAN and opposition groups in areas of intense hostilities in order to eventually enter the JRC. A more comprehensive delineation process will be carried out by experts from the time the JRC is created. Preparations for the creation of a JRC will also include: the selection of suitable temporary and long-term accommodation facilities; the identification of the necessary working procedures consistent with the already agreed Mandate; determination of the need for making mutually acceptable adjustments on the already agreed map of the agreed areas, which should be made in accordance with the changes "on the ground" so that the JRC can be fully operational after seven days of continuous compliance with the conditions of the DFS with access in Aleppo in accordance with the provisions this agreement.
• Between D-Day and the creation of the JRC, each Party will determine reliable data to target DAN and ISIL in order to be able to exchange them so that the attacks can begin on the day the JRC is created. Simultaneously with the Russian and American strikes at the goals agreed upon in the framework of the JRC, all Syrian military-air activities (flights of airplanes and helicopters) in the areas agreed by the Parties will be terminated in accordance with the Mandate.
• On “D” day, the government and opposition groups that are parties to the PAPD will confirm to the Parties their commitment to comply with the PAP. Before any violation of the RAPD before or after the creation of the JRC, measures will be applied in accordance with the terms of the RAPD agreed in the February 22 Joint Statement of 2016 of the year and the Standard Conditions and Procedures required to ensure the cessation of hostilities from March 28 of the year of 2016 .
• The Parties pledge to accelerate the deployment of the UNOPS mission on the Castello Road in accordance with paragraph 3b.
• The D-Day will start on 19: 00 Damascus Time on Monday, 12 September 2016.
• Each Party reserves the right to withdraw from this agreement if it considers that its provisions are not implemented.

a) military and intelligence cooperation between Russia and the United States to defeat ISIL and DAN;
(b) Translating the DFBD into a long-term cease-fire throughout Syria;
c) a political transition in Syria in accordance with UNSC resolution 2254. The United States and Russia recommend the proposal of the Special Representative of the UN Secretary General on Syria as a starting point for the subsequent negotiations of an inclusive group of participants in the inter-Syrian dialogue and will encourage their constructive and positive work.

Reducing violence, restoring access and creating SIG
The Russian Federation and the United States (hereinafter referred to as the Parties) intend to make joint efforts to stabilize the situation in Syria by taking special measures in the area of Aleppo. The main priority is the delineation of territories under the control of ISIL, Jabhat al-Nusra and moderate opposition, as well as the separation of moderate opposition groups and Jabhat al-Nusra.
The parties will set the date and time of the coming into force of the following measures (day "D").
On D-Day for 48 hours, all participants in the cessation of hostilities regime in the Syrian Arab Republic will restore the Russian Orthodox Road Map and begin to fully comply with the terms of the Russian Antimonopoly Policy Directorate, as stipulated by the 22 February 2016 Joint Statement of the United States. In particular:
the cessation of strikes by aviation, missiles, mortars and anti-tank guided missiles;
the rejection of the seizure of territory and the desire to seize the territory occupied by other parties involved in the cease-fire;
providing humanitarian organizations with access to areas under the operational control of the parties to the FSP, as well as the creation of conditions for immediate humanitarian assistance to be delivered to all in need;
a commensurate use of force in retaliatory order in self defense.
The parties will agree and notify the participants about the date and time of the arrival of the D-day.
On the day of “D + 2”, if the conditions of the FSP in Syria continue to be met and the Parties are satisfied with its observance, they will extend the FFAP for an agreed period of time. Subsequently, on the same basis, the Parties may decide on the perpetual nature of the PAP. The parties will use their influence on the participants in order to fully comply with the terms of the WSPD.
Special measures will be introduced on the Castello road (in accordance with the agreed coordinates), in particular:
Starting on day “D” and until the deployment of checkpoints on the “Castello” road, humanitarian aid will be delivered to Aleppo in accordance with the provisions of the WSP, UN procedures, and in coordination with authorized UN representatives. The UN monitoring mission deployed on the Turkish border will continue to inspect and seal the trucks destined for delivering humanitarian aid along the Castello road to the eastern part of Aleppo. The integrity of the seals will not be violated, and the trucks will not be opened by any authorities, between the point of checking and sealing them in Turkey and the unloading point at the warehouses of the UN and its partner organizations in the eastern and western parts of Aleppo.
The Syrian Red Crescent Society (ROSC) (or another agreed third party) will begin work at two checkpoints (at the agreed places) as soon as possible to confirm that, prior to the issuance of the UNOPS checkpoint, as outlined in this very paragraph below, only trucks inspected by the UNOM are moving along the road, and the integrity of the seals is not compromised. A small unit of no more than 20 armed people in each shift, which is allocated by the government and opposition forces, and is equally acceptable to them, will ensure the safety of personnel of the FASC at the checkpoint in the western and eastern ends of the Castello road. The UN will monitor (through a physical presence or remotely) the activities of all personnel at the checkpoint. Checkpoints at which the staff of the JCSC is involved, as well as its physical security, will be transferred under the supervision of an independent international staff of the United Nations Office for Project Services (or another agreed third party) as soon as possible. The internationally controlled checkpoints will ensure the phased unimpeded movement of humanitarian, commercial and civilian transport along the “Castello” road, as well as the non-use of the road for transporting weapons (in accordance with the procedures that will be developed in the future). A phased traffic movement will begin as soon as possible when the personnel responsible for the work of the checkpoint, in coordination with the UN and the Parties, determine that the available capacity is sufficient to organize safe and orderly traffic.
Simultaneously with the deployment of the SPCN or another agreed third party identified in point 3b, pro-government forces and moderate opposition groups will simultaneously withdraw from the Castello road, thereby creating a demilitarized zone.
In particular, pro-government forces:
o Take away heavy weapons, such as armored combat vehicles and infantry fighting vehicles (other than BTR-60 and BMP-1 without ATGMs), Tanks, artillery and mortars, at a distance of 3500 meters to the north
from the road;
Will remove large-caliber machine guns, BTR-60 and BMP-1 without ATGM
2500 meters to the north of the road;
Will withdraw all personnel, armed with small arms
and light machine guns, with the exception of the personnel of two observation posts, at a distance of 1000 meters to the north
from the road;
Will withdraw all personnel and weapons at a distance
500 meters south of the road;
Install no more than two observation posts at a distance
no less than 500 meters north of the road "Castello". The location of the posts will be agreed by the parties, taking into account the terrain (staff no more than 15 people with small arms for self-defense and surveillance equipment);
Will not impede the movement of humanitarian, civil
and commercial vehicles along the “Castello” road;
Will not occupy areas left by opposition groups, or equip positions in the demilitarized zone,
with the exception of observation posts.
Opposition groups will simultaneously take the following actions:
In the eastern end of the road "Castello" in accordance with the agreed map (to be clarified), the opposition will act depending on the actions of the Kurdish militia. If the Kurds remain in their place north of the “Castello” road, then the opposition will remain in their positions. If the Kurds retreat to 500 meters south of the “Castello” road, then this zone can be considered demilitarized, and opposition groups will move to 500 meters north of the “Castello” road;
At the western end of the Castello road (on the line of contact north of the Castello shopping center), the withdrawal of opposition forces will be similar to the withdrawal of pro-government forces.
Opposition formations located in the 31 / 15 square (on the map of the Russian side) in the area north of the Castello shopping center will be relegated to combat armored vehicles and infantry fighting vehicles (other than BTR-60 and BMP-1 without ATGM), tanks, artillery
and mortars on 3000 meters, large-caliber machine guns, BTR-60, BMP-1 without ATGM - on 2500 meters, and personnel with small arms or light machine guns - 1000 meters north of the road "Castello".
On the section of the road from the Castello shopping center to the Lairamun roundabout, opposition groups will take personnel and weapons to 500 meters to the north of the Castello road, which will be a mirror response to the withdrawal of pro-government forces 500 meters to the south of the Kastello road "Between these points;
Opposition groups will not impede the movement of humanitarian, civilian and commercial vehicles on the "Castello" road
Opposition forces will not occupy areas left by pro-government forces or equip positions
in the demilitarized zone, with the exception of observation posts;
Opposition groups will make every effort to prevent the forces of Jabhat al-Nusra from entering the demilitarized zone from adjacent areas under the control of opposition groups.
All Syrians, including militants of opposition groups with weapons, can leave Aleppo on the Castello road, realizing that they will not be harmed and they can go in any direction. Militants who leave Aleppo with weapons must first agree with the UN representatives on the use of the Castello road, as well as the number of personnel being withdrawn, weapons and military equipment. In addition, there will be no harm to civilians and opposition groups who have decided to stay in Aleppo and comply with the conditions of the WSPD.
Data on violations in the demilitarized zone by any of the participants will be sent to the Russian Federation and the United States. In the case of penetration into the demilitarized zone of militants "Jabhat al-Nusra" after the creation of SIG, the United States and Russia will act in accordance with the SIG Mandate.
On D-Day, both pro-government forces and opposition groups located in the Ramusi district will provide safe, unimpeded and sustained humanitarian access to the eastern and western parts of Aleppo. They will also assist in the unimpeded movement of all commercial and civilian transport on the road to Khan-Tuman passing through Ramusu, in coordination with the UN, and establish a monitoring mechanism that should be agreed by the Parties and the UN as soon as possible to ensure continued access. To this end, a meeting of expert groups of the Parties and the UN will be held no later than the fourth day from day “D”. The delivery of humanitarian assistance will be carried out in accordance with the provisions of the FSP and established UN procedures, as well as in coordination with authorized UN representatives. Neither opposition groups nor pro-government forces will launch attacks within the boundaries of the area indicated on the attached map in accordance with its geographical coordinates (hereinafter referred to as “the area”). Neither opposition groups nor pro-government forces will attempt to occupy new territory controlled by the other side in the “district”.
4. The parties will confirm to each other that the Syrian Government
and opposition groups agree to comply with the provisions of the SIG Mandate, including the agreed areas (geographical coordinates determined by the Parties), where Syrian aviation will not be used, except for agreed non-combat sorties, and where the Parties will develop targets for countering Jabhat al-Nusra.
5. The parties will announce the creation of a SIG based on the SIG Mandate
and areas agreed by the Parties, after both Parties are satisfied with the implementation of the measures specified in paragraphs 1-4 (except for the deployment of a checkpoint of the UN Office for Project Services and the corresponding movement of humanitarian, commercial and civil transport and organization of the monitoring mechanism specified in paragraph 3f ), for at least seven days of continuous compliance with the conditions of the FSP.
Appendix A
• Starting on Day D, the Parties will begin preparatory work for the creation of a JRC. This training will include an initial discussion and exchange of information necessary to demarcate the territories controlled by DAN and opposition groups in areas of intense hostilities in order to eventually enter the JRC. A more comprehensive delineation process will be carried out by experts from the time the JRC is created. Preparations for the creation of a JRC will also include: the selection of suitable temporary and long-term accommodation facilities; the identification of the necessary working procedures consistent with the already agreed Mandate; determination of the need for making mutually acceptable adjustments on the already agreed map of the agreed areas, which should be made in accordance with the changes "on the ground" so that the JRC can be fully operational after seven days of continuous compliance with the conditions of the DFS with access in Aleppo in accordance with the provisions this agreement.
• Between D-Day and the creation of the JRC, each Party will determine reliable data to target DAN and ISIL in order to be able to exchange them so that the attacks can begin on the day the JRC is created. Simultaneously with the Russian and American strikes at the goals agreed upon in the framework of the JRC, all Syrian military-air activities (flights of airplanes and helicopters) in the areas agreed by the Parties will be terminated in accordance with the Mandate.
• On “D” day, the government and opposition groups that are parties to the PAPD will confirm to the Parties their commitment to comply with the PAP. Before any violation of the RAPD before or after the creation of the JRC, measures will be applied in accordance with the terms of the RAPD agreed in the February 22 Joint Statement of 2016 of the year and the Standard Conditions and Procedures required to ensure the cessation of hostilities from March 28 of the year of 2016 .
• The Parties pledge to accelerate the deployment of the UNOPS mission on the Castello Road in accordance with paragraph 3b.
• The D-Day will start on 19: 00 Damascus Time on Monday, 12 September 2016.
• Each Party reserves the right to withdraw from this agreement if it considers that its provisions are not implemented.
