Russia has long been a nuclear power. But the last rattling weapons on the part of Moscow and the creation of new nuclear systems raises serious questions about its commitment as a leader of strategic stability to the observance of long-established rules for the use of nuclear weapons and whether it respects the caution with which the leaders of the Cold War era approached the use of nuclear weapons.
Further, Carter announced that Russia in terms of "irresponsibility" in terms of nuclear safety "is on a par with North Korea."
Russia and North Korea stand apart in terms of the nuclear situation, although they are very different. And our task is to keep them from the very thought of using nuclear weapons in conflict with NATO.
