The recently completed voyage of the ship “Igor Belousov” started on the first day of summer. 1 June ship left the port of Baltiysk and went to the duty station. For more than three months, the vessel passed more than 14 thousand miles, and also made several visits to ports of foreign countries. The plan called for visits to the cities of Lisbon (Portugal), Limassol (Cyprus), Salalah (Oman), Colombo (Sri Lanka), Visakhapatnam (India) and Cam Ranh (Vietnam). The final destination of the route laid across the Atlantic Ocean, the Mediterranean Sea, the Indian and Pacific Oceans was Vladivostok.
After arriving in the Far East, the newest rescue vessel was able to fully join the Pacific Fleet rescue service. This structure of the Navy has not received such a serious technology for a long time, which is why the appearance of a new vessel will significantly increase the ability to rescue those in distress. With the help of a complex of various means, the ship “Igor Belousov” is capable of participating in rescue operations in the event of accidents on submarines and surface ships.
The newest rescue ship “Igor Belousov” was built according to the project 21300С “Dolphin”, developed by the designers of the Almaz Central Design Bureau under the direction of A.A. Forsta. The aim of the project was to create a special vessel capable of rescuing the crews of ships and submarines in distress. To do this, the ship required to install various equipment, including those designed for underwater work. In particular, the requirements for the project indicated the need to use a deep-sea diving complex and a rescue underwater vehicle.

The laying of the lead ship of the 21300С project took place in December 2005 at the enterprise “Admiralty Shipyards” (St. Petersburg). The vessel received the name "Igor Belousov" in honor of the famous Soviet shipbuilder and minister of the shipbuilding industry. The construction of the rescue ship turned out to be quite a challenge, because of which the deadlines for its delivery were shifted several times. In November, 2011, the next document appeared, stipulating the work schedule. This time the ship was required to pass to the navy before the end of 2014. After the appearance of this contract, construction work accelerated, with the result that at the end of October 2012, the head Dolphin was launched.
After the completion of the main installation works, by the end of 2013 of the year, it was possible to begin the mooring tests of the vessel. About a year later, “Igor Belousov” entered the first sea trials. In parallel with inspections of the ship, the defense industry carried out tests of individual samples of equipment and equipment proposed for use on it. Last summer, a rescue ship entered state sea trials, which lasted until the end of the year. 24 December this phase of inspections was completed, and the next day the acceptance certificate was signed. On the newest ship-saver, they raised the flag of the Navy and also enlisted it in the 79-th rescue squad of the Pacific Fleet. Vladivostok was assigned as the base for the ship, where it should have gone later.
During the first half of 2016, the crew of “Igor Belousov” headed by the commander of 3 rank captain Alexey Nekhodtsev worked on various elements of rescue operations and continued to master the special equipment. In addition, preparations were made for a future transition to the duty station. On the first day of summer, the rescue ship left Baltiysk and sailed to Vladivostok. The Pacific Fleet was the first operational-strategic alliance of the Russian Navy, which included the rescue vessel of the project 21300С “Dolphin”. In the foreseeable future, it is planned to build three more such ships, which will serve in the composition of other fleets: the Northern, Black Sea and Baltic. The depth in the area of the mid-section exceeds 10 m. The layout of the hull and superstructures is determined in accordance with the goals and objectives of the vessel. Behind the front superstructure, after a small gap, there is another similar unit that accommodates part of the special equipment. The ship received a single energy-electric system with full electric propulsion. The development of the energy complex was carried out at the Almaz Central Clinical Hospital with the participation of the Krylov State Scientific Institute. The joint efforts of the specialists of the two organizations formed the most efficient appearance of the energy systems. The basis of the power plant are six diesel generators. Four products DG VA-1680 have power on 1680 kW, two DG VA-1080 - on 1080 kW. As an auxiliary power plant, duplicating the main one, two KGV boilers 1,0 / 5-М with automated control are used.
Electricity generated by generators is supplied to two main Schorch KL6538В-AS06 electric motors of foreign production with 3265 hp power. The engines are connected to the Aquamaster US 305FP two-column propellers. In the forward part of the hull there are two thrusters based on 680 kW electric motors each.
The power plant used allows the ship to reach speeds up to 15 nodes. With an economic speed of 12 knots, the cruising range reaches 3000 nautical miles. Fuel autonomy and provisions - 30 days. One of the main elements of the special equipment offered by the project 21300С “Dolphin” is the deep-sea diving complex. Initially, the project 21300C provided for the use of the diving complex GVK-450, created in the CDB "Lazurit". However, for several reasons, in January 2011, the leadership of the Ministry of Defense decided to discontinue the development of this project. Instead of a complex of domestic development, it was now necessary to use one of the similar systems offered by foreign manufacturers. Soon the British company DIVEX and the Russian company Tethys Pro were attracted to the Dolphin project. The task of the first was to control the necessary work, and the second was to supply the required equipment. In the 2013-14, a deep-sea diving complex of a new type was installed on a built vessel.
The structure of the new deep-sea diving complex includes five pressure chambers used as residential and domestic premises, which allows divers or rescued submariners to remain in the atmosphere with high pressure for the required time. In particular, there is the possibility of long-term work of divers without the need for full decompression after each dive: during work and rest, they can be under the same pressure, and the only long-term decompression is carried out after the end of the operation.
Four residential pressure chambers for diving can accommodate 12 specialists. When rescuing submariners, due to a more compact accommodation of people, the same volumes can accommodate up to 60 people. The parameters of pressure maintenance systems allow for the compression and decompression required to stay at depths up to 450 m. The complex GVK-450 also includes a diving bell, necessary for the delivery of specialists to the work site and return on board the ship. The bell is a relatively compact pressure chamber with a variety of different equipment. Inside it can accommodate two divers with a full complement of necessary equipment, as well as one bell operator. To go to the bell, it is proposed to use the gateway on one of the onboard pressure chambers of the rescue vessel. After landing of the divers, the bell is fed to the vertical shaft, reaching the hatch in the bottom of the carrier vessel, and then is sent to the work site by means of a lowering device.
The launching device for a diving bell is a special crane with a lifting capacity of 12,5 t, equipped with equipment for tracking rolling, loads and other parameters. The tracking system of the device is responsible for maintaining the correct position of the bell, regardless of the pitching of the rescue vessel or other negative factors.
It is proposed to take out the crew of the submarine lying on the bottom with the help of the Bester-1 deep-sea rescue vehicle of the 18271 project. This device is a small-sized submarine that can work at depths up to 720 m. The device has a set of propulsion and steering systems for moving and maneuvering, as well as holding in place during docking work. The most important innovation of the 18271 project is a swiveling docking chamber designed for contact with the emergency hatch of a submarine. By changing the position of the camera, the Bester-1 can dock with submarines lying on the ground with a roll up to 45 °. At the same time, the apparatus itself remains “on an even keel”. Inside the rugged hull, there is room for diving 22 divers that can be rescued in one dive.
In the transport position, the deep-sea rescue apparatus is located in the aft part of the superstructure and is derived from it by means of a separate crane device through a large side hatch. After the recovery, the victims have the opportunity to dock Bester-1 and the GVK-450 pressure chambers, after which people can stay on the ship for decompression.
For the initial survey of the detected object, the remotely operated underwater vehicle “Panther Plus” or the normobaric costumes HS-1200 can be used. In the first case, the study is conducted with the help of video cameras, sonar equipment and manipulators, in the second case a diver is lowered to the object, which has a number of necessary equipment at its disposal. According to reports, to search for submarines and other objects, 21300С rescue vessels must carry a developed range of sonar equipment. It is planned to use the Livadia and Anapa hydroacoustic stations, the Structure-EHV sound underwater communication station, the Folklore navigation station, as well as a towed underwater complex with a magnetometer and side-scan sonar capable of operating at depths up to 2 km.
The ship is also equipped with various radio-electronic equipment for monitoring the surrounding space, navigation, communications, determining meteorological conditions, etc.
The rescue ship, for obvious reasons, does not receive powerful weapons, however it carries some types weaponsdesigned for self defense. Protection against enemy swimmers should be carried out using two anti-sabotage grenade launchers DP-65. The lead ship of the project 21300С “Dolphin” was laid more than ten years ago, however, numerous difficulties directly related to the intended role in the fleet, had a negative impact on the pace of construction. Only the 2013-14 years were able to complete the assembly of the main structures and the installation of the equipment, after which the first ship of the new type was put to the test. During the 2014 and 2015 of the year, “Igor Belousov” passed factory and state tests. In addition, during this period, experts in industry and the navy conducted inspections of various systems, complexes and devices that were planned to be used on a new vessel.
At the end of December last year, state tests of the new rescuer ended with the signing of the act of handing over to the customer. Raised the flag of the Navy, as well as enrollment of the vessel in one of the divisions. However, over the next few months, the Pacific Fleet vessel remained on the Baltic Sea. Only at the beginning of summer it went to the place of permanent deployment.
According to various statements by officials, a total of four rescue vessels of the project 21300С “Dolphin” are planned to be built. The lead ship has already been built, handed over to the Navy and incorporated into the Pacific Fleet. Three more vessels can be built for other operational-strategic alliances. However, contracts for the construction of new ships have not been signed yet. In addition, the timing of the appearance of these documents remains unknown. At the moment there are only some estimates that may not be justified in the future.
According to the latest data, the second rescuer of the project 21300С can be laid at the end of 2017 of the year. Such deadlines for the possible start of construction at the end of last year were indicated by Deputy Commander-in-Chief of the Navy, Vice Admiral Viktor Bursuk. According to the vice-admiral, the construction of the second ship of the series will begin only after the head has completed the practical descents of the deep-water apparatus and the diving bell, and the necessary experience has been gained in operating the fleet. According to the results of the operation of “Igor Belousov”, a list of necessary improvements can be formed, which should be approved in the future, which will allow to correct the initial project and build new ships.
To obtain the required operating experience of the lead rescue vessel and its special equipment, it takes some time to create an updated project and other works. Because of this, over the next few years, the Russian Navy will have only one vessel of the 21300С project. According to various estimates, the second ship of the series may appear no earlier than the end of the current decade. The third and fourth sisterships of "Igor Belousov", respectively, will be commissioned even later.
Nevertheless, even the latest developments in the context of the project 21300С “Dolphin” are of great importance for the Russian Navy. For the first time in several decades, the fleet received the newest rescue ship equipped with modern equipment for various purposes and capable of helping ships in distress and submarines. So far, the Navy has only one new ship, but in the future several more samples of such equipment must be built, which will allow covering current needs and expanding the capabilities of the rescue service.
