Ukraine will receive a billion dollars loan from the IMF

Petro Poroshenko’s pleas for a third credit tranche for Ukraine were heard by officials of the International Monetary Fund. Roughly violating the charter of the fund itself, the IMF voted for the allocation of the next tranche to Kiev - in the amount of 1 billion dollars. Recall that the charter of the fund prohibits lending to countries that refuse to pay sovereign debt. Ukraine is such a state. Kiev refuses to pay a loan debt in the amount of 3,075 billion dollars to Russia.
The IMF leadership voted for the allocation of the tranche to Ukraine, calling its move “credibility”. The only vote "against" belonged to the Russian representative Alexey Mozhin.
From the IMF report:
The Fund has agreed on the allocation of 1 billion dollars in a credit tranche to Ukraine. Thus, the total amount of funding already allocated to Ukraine for the program is 7,62 billion dollars.
In Ukraine, this decision caused a storm of emotions. In the camp of the Ukrainian "Vlady" reigns a real holiday, which resulted in Facebook posts about "economic peremog".
Poroshenko:
I welcome the just positive decision of the Board of Directors of the IMF to continue the program of cooperation with Ukraine and to allocate additional amounts of financial assistance.
The population does not see any special reasons for joy, believing that the bulk of the tranche, like the previous credit rations, will be simply stolen by the officials.
